Automate VEX comparison as a sequence of controlled decisions: retain each source document, validate its format, match product and vulnerability identities, compare the meaning and recency of each assertion, then route changes and record their provenance. This prevents formatting-only differences from triggering noise—and identity or status changes from being missed.
What VEX comparison is meant to establish
Vulnerability Exploitability eXchange (VEX) is a machine-readable advisory that states whether and how a known vulnerability applies to a particular product. It complements an SBOM: a scanner may identify a vulnerable component, while a supplier’s product-specific assertion can clarify that the component is patched, absent, or not executable in that product context. CISA describes VEX as intended to integrate with security-management and vulnerability-tracking systems (CISA VEX Use Cases, April 2022).

A useful comparison is not simply “did the file change?” It asks whether the assertion about a particular product and vulnerability has changed, whether the statement applies to the same product/version scope, and whether the new information is more recent. OpenVEX models a statement around product, vulnerability, and status, and notes that statements are time-sensitive; a newer statement may override or enrich an earlier one. Its document version must increment when content changes (OpenVEX Specification v0.2.0).

1. Acquire and retain the original
Accept documents only through an approved supplier repository or other trusted channel. Keep the original bytes alongside the processing record, with retrieval time, publisher identity, and available integrity metadata. Retaining the source lets an analyst reconstruct what was evaluated even after a supplier publishes a later version.
#1 Best Overall
Distribution patterns vary. Cisco describes a customer-facing repository for querying vulnerability disposition by CVE and requesting or downloading CSAF-compliant VEX documents (Cisco CVR VEX FAQs). Microsoft’s October 2025 post describes machine-readable VEX attestations beginning with Azure Linux (Microsoft MSRC). These are examples of supplier distribution, not evidence that every supplier or vulnerability-management product offers the same interface.
2. Validate the declared format before comparing
Parse the format the document claims to use and check required structure and fields. For CSAF VEX, verify the product tree, vulnerability records, impact-status data, vulnerability identifiers, and notes. CSAF 2.0 is a VEX profile in the broader OASIS Common Security Advisory Framework (CSAF 2.0 specification). For OpenVEX, validate the JSON-LD structure and required document and statement data (OpenVEX Specification v0.2.0).
Reject or quarantine malformed or incomplete records rather than interpreting missing fields as status changes. This separates data-quality failures from genuine supplier updates and prevents an absent value from silently changing triage.

3. Normalize vulnerability and product identity
Match vulnerabilities by public identifier such as a CVE when available, while allowing valid private identifiers understood in the relevant supply-chain context. Match products using identifiers in the VEX document and an explicit mapping to internal inventory. OpenVEX favors package URLs as software identifiers; CSAF identifies products through its product-tree model (OpenVEX Specification v0.2.0; CSAF 2.0 specification).
Do not use a product name alone as a unique key. Names can fail to distinguish versions, variants, or packages. If an external product identifier maps to multiple internal assets—or cannot be mapped confidently—send the match for review instead of applying its status automatically.
4. Compare semantic records
Use product identity plus vulnerability identity as the natural matching key. For a matched pair, compare the assertion’s status and relevant product/version scope, then check timestamps, document version, and rationale or notes. This is a practical implementation pattern based on the fields in the formats, not a universal diff algorithm prescribed by either standard.
Rank #3
A raw file diff can flag reformatting as a change while obscuring a meaningful change in status or scope. Keep both views if useful: file-level differences help diagnose publication changes, while a semantic comparison determines whether a vulnerability-management decision may need to change.

Create an event when status, product mapping, vulnerability identity, or relevant version/time context changes. Preserve distinct statuses such as affected, fixed, and not affected; do not reduce them to one Boolean unless the original status is retained as well. OpenVEX and CSAF both encode status as part of the VEX assertion (OpenVEX Specification v0.2.0; CSAF 2.0 specification).
Route under investigation assertions and ambiguous identity matches to an analyst. A verified not affected assertion can inform triage, but retain the supplier’s source and rationale so the decision is explainable. Define routing rules explicitly; a changed assertion should be reviewable even if automation can apply some validated updates without manual intervention.

6. Update the vulnerability record with provenance
Write the resulting status and comparison outcome to the relevant vulnerability-management record together with source document identity and version, retrieval or statement timestamp, and the reviewer or automation identity. Preserve enough context to connect the decision back to the original statement and explain later why it was applied. This is recommended implementation practice: the cited sources describe machine-readable integration goals and document fields, not a single required database schema (CISA VEX Use Cases, April 2022; OpenVEX Specification v0.2.0).
Prevent stale or out-of-order assertions from winning
VEX statements are time-sensitive, so an ingestion process should compare the incoming document’s version and relevant timestamps with the stored assertion before updating a record. OpenVEX requires its document version to increment when content changes; a changed payload with an unchanged version should therefore be treated as a validation or publisher-consistency issue, not accepted as an ordinary update (OpenVEX Specification v0.2.0).
Do not let arrival order alone determine authority: a delayed download can arrive after a newer assertion. Keep prior versions and the received time, and flag conflicts such as an older statement arriving after a newer one. If timestamps, versioning, or publisher identity do not provide a clear ordering, hold the update for review rather than silently overwriting the current record.

Choose OpenVEX or CSAF VEX around your workflow
OpenVEX is a lightweight, SBOM-agnostic JSON-LD format that favors package URLs. CSAF VEX is a profile within a fuller security-advisory framework, with an explicit product tree and additional advisory structure. Select based on your actual ingestion and governance needs rather than treating either format as universally preferable.
| Decision factor | OpenVEX | CSAF VEX |
|---|---|---|
| Product identification | Favors package URLs. | Uses a product-tree model. |
| Document model | Lightweight, SBOM-agnostic JSON-LD statements. | VEX profile within a broader security-advisory framework. |
| Implementation questions | Can your tools validate JSON-LD and map package URLs to inventory? How will you retain document version and statement time? | Can your tools validate the product tree and advisory structure? Do you need the broader advisory context? |
In either case, assess existing platform support, product identity quality, supplier distribution method, validation options, update handling, and analyst-review routing. OpenSSF describes the OpenVEX ecosystem CLI vexctl as supporting VEX document creation, merging, and attestation (OpenSSF OpenVEX project; OpenVEX README). Confirm current behavior and integration requirements in the maintained project documentation before adopting it.
CSAF 2.1 appeared as a draft in the reviewed standards material; it should not be treated as an approved final version on that basis (CSAF 2.1 draft).
Verify platform support before designing the integration
There is no established authoritative cross-platform support matrix here for end-to-end VEX ingestion. Before specifying implementation steps, verify the exact product and version in your platform vendor’s current documentation, including the import format, API behavior, identity mapping, and how updates affect existing vulnerability records. A supplier’s publication of VEX data does not by itself establish compatibility with a particular scanner or vulnerability-management platform.
