Automate DigitalOcean Droplet provisioning by choosing the tool that fits your workflow: use the Droplets API for application-controlled requests, doctl for shell scripts and operator tasks, or Terraform for versioned infrastructure managed from configuration. For first-boot setup, pass cloud-init user data when creating the Droplet; it cannot be edited after creation.
Choose an automation method
| Method | Best fit | How it manages provisioning | First-boot setup | Important lifecycle note |
|---|---|---|---|---|
| DigitalOcean API | An application or service that needs direct request-level control. | Send a create request to POST /v2/droplets with an authorization token and Droplet parameters. |
Include the user_data field. |
You manage request handling and any desired record of deployed resources. |
doctl |
Shell scripts and command-line operator workflows. | Run doctl compute droplet create with explicit flags. |
Use --user-data or --user-data-file. |
Review command results and make scripts handle failures and existing resources deliberately. |
| Terraform | Infrastructure described, reviewed, and managed declaratively over time. | Declare a digitalocean_droplet resource, review a plan, then apply it. |
Set the resource’s user_data argument. |
Changing user_data or SSH key configuration prompts replacement, not an in-place update. |
These options are not interchangeable in how they track desired state. The API gives a program direct control over requests; doctl makes those operations scriptable from a shell; Terraform compares declared configuration with managed infrastructure. DigitalOcean documents its creation flow in the Droplet creation guide, its doctl CLI, and its Terraform integration.

Prepare the inputs and credentials
A Droplet create operation needs an image, a size, and a region. Size availability can differ by region and capacity, so fetch current catalog values rather than hard-coding a slug from an old example. DigitalOcean’s create guide and doctl create reference document the relevant choices and listing commands.

- Size: select an available size slug for the chosen region.
- Region: choose a region where the required image and size are available.
- Access and networking: decide which SSH keys and network options the Droplet needs. The CLI exposes flags for SSH key IDs or fingerprints, VPC, public networking, IPv6, monitoring, backups, tags, and volumes.
Use a protected API token rather than placing credentials in source code or logs. DigitalOcean warns that an access token substitutes for a username/password pair and is displayed by the web interface only once when generated. Grant the minimum scopes needed: creating a Droplet requires droplet:create plus the read scopes listed in the droplet:create scope reference. Optional features can require additional scopes—for example, tagging requires its associated scope—so avoid granting them unless the workflow uses those features. See the Droplets API reference for request requirements.

Configure first boot with cloud-init user data
User data lets you supply configuration at creation time. DigitalOcean describes it as “arbitrary data, often a script” provided to a Droplet during creation. On supported cloud-init images, it can run first-boot tasks such as creating users, customizing firewall rules, installing applications, and configuring SSH keys. The guide identifies the latest Ubuntu and CentOS images as supporting cloud-init; do not assume an image outside that support has consumed the data automatically.
Provide user data as plain text in the API’s user_data field or with doctl‘s --user-data / --user-data-file option. The API limit is 64 KiB. The content cannot be edited after the Droplet is created, so treat first-boot configuration as part of the resource definition and review it before provisioning. Consult DigitalOcean’s user-data guide and the API reference.

Create Droplets with doctl
doctl is the practical starting point for command-line automation. Install the official CLI using DigitalOcean’s doctl documentation, authenticate it with a suitably scoped token, and check the installed command’s current flags. The command reference cited here is for doctl v1.175.0, generated 28 Sep 2026; flags and defaults can change.
- Check available values. Use the CLI listing commands documented in the create command reference to retrieve current image, size, and region slugs. Verify the selected size is offered in the chosen region.
- Prepare user data. Save your cloud-config or script as a local text file. Ensure it is valid for the selected image and does not contain secrets that should not be stored in the provisioning file.
- Create the Droplet. Supply the required image and size, the region, and the user-data file. For example, the command shape is
doctl compute droplet create NAME --image IMAGE_SLUG --size SIZE_SLUG --region REGION_SLUG --user-data-file ./cloud-config.yaml. Replace each uppercase value with a current slug and your intended Droplet name; add SSH-key and network flags as needed. - Check the result. Capture the command’s response and verify the new Droplet’s status and connection details before dependent automation proceeds. Make scripts handle unsuccessful commands rather than assuming every request completed.
For short user data, the CLI also accepts --user-data inline; a file is generally easier to review and version. The complete set of supported parameters is in the doctl create reference.

Provision through the DigitalOcean API
Use the API when an application needs to create Droplets directly or when you need request-level control. Send a bearer-authenticated POST request to /v2/droplets with a JSON body containing the selected image, size, and region; include user_data when first-boot configuration is required. User data must be plain text and no larger than 64 KiB.
- Store the bearer token in a secret manager or protected runtime configuration, not in source control or request logs.
- Retrieve current image, size, and region values and verify regional availability before constructing the request.
- Include only the optional fields and features your workflow needs, and confirm the token has their associated scopes.
- Send the request and inspect both the HTTP result and response body. Treat errors as provisioning failures; do not start follow-on configuration until the create operation has succeeded and the Droplet is available.
- Record the resulting Droplet identifier and relevant response data in the application workflow so later actions address the intended resource.
DigitalOcean’s Droplets API reference documents the endpoint and request format. The precise response-handling policy depends on your application, so implement retries and duplicate-request protection in line with its own failure requirements rather than blindly repeating a create request.

Manage Droplets with Terraform
Terraform suits infrastructure that should be reviewed as configuration and reconciled against declared resources. Define a digitalocean_droplet resource with its image, size, region, SSH key choices, and any first-boot user_data required. Keep provider credentials out of committed configuration.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- Write or update the Terraform configuration for the Droplet.
- Run
terraform planand inspect the proposed actions, especially any replacement or deletion. - Apply only after the plan matches the intended change, using
terraform apply. - Keep the configuration and Terraform state managed appropriately for your team so subsequent plans reflect infrastructure already created.
The DigitalOcean provider’s digitalocean_droplet reference (provider v2.103.0, generated 1 Oct 2026) states that modifying user_data forces replacement; SSH key changes also prompt replacement. Plan those changes as lifecycle events, because replacement can affect availability and any data not preserved elsewhere. Do not assume every configuration edit updates a running Droplet in place.

Make automation repeatable and safer
- Use live catalog values: image, size, and region availability can change; validate them during implementation and before scaling a script across regions.
- Limit token privileges: start with the create permission and its documented required read scopes, adding optional scopes only for specific features used.
- Protect credentials and configuration: keep tokens out of repositories and logs, and avoid embedding sensitive values in user data that may be retained in configuration or request records.
- Make failure behavior explicit: check API responses or CLI exit results, record created resource identifiers, and avoid treating an uncertain request as permission to create duplicates.
- Review replacement risk: for Terraform, inspect every plan for forced replacement, particularly after changes to user data or SSH keys.
- Separate provisioning from ongoing configuration: user data is a first-boot input, not a way to edit the configuration of an already-created Droplet.
Troubleshoot failed first-boot setup
User data appears not to run
Check /var/log/cloud-init-output.log on the Droplet for output and warnings. Confirm that the selected image supports cloud-init and that the create request included the intended text. DigitalOcean’s user-data guide describes image support and troubleshooting.
The create command or request is rejected
Recheck the image, size, and region values against current catalog results, then verify that the size is available in that region. Confirm token authentication and required scopes; if the request uses optional capabilities such as tags, check the associated scope as well.
A Terraform change proposes replacing the Droplet
Read the plan before applying. Changes to user_data and SSH key configuration can prompt replacement in the DigitalOcean provider. If replacement is not acceptable, do not apply until you have chosen a migration or maintenance approach appropriate to the workload.
