To audit a website for unnatural links before a manual action, check Google Search Console first, then compare suspicious links and patterns with Google’s published spam policies. Record what you find, remediate links you control, and consider disavowal only in the narrow circumstances Google describes. An unfamiliar domain or a low third-party risk score is not proof of a violation, and most sites do not need to use the disavow tool.
How to audit a website for unnatural links before a manual action
Link spam is about purpose and practice, not a universal number of supposedly “toxic” links. Google defines it as creating links to or from a site primarily to manipulate search rankings. The useful question is therefore not whether a tool has flagged a link, but whether evidence shows that the link was part of a ranking-manipulation practice.

Open the relevant property in Google Search Console and review the Manual Actions report and messages. If the report identifies an action, record its stated type and scope. Use that description to set the audit’s boundaries: a sitewide issue and an issue affecting a particular part of a site may call for different investigations.

If there is no manual action, treat the work as preventive due diligence, not as evidence that Google suspects a violation. A drop in impressions, clicks, or rankings by itself does not establish that a manual action exists. Visibility can change for other reasons, and a reconsideration request is for a manual spam action—not an algorithm-only decline. Google Search Central’s reconsideration guidance explains this distinction.
- Manual action present: Preserve the report’s wording and scope, investigate the relevant link practices, and plan to request reconsideration only after resolving the issue.
- No manual action present: Continue the audit if you have a credible reason, such as a known link scheme or campaign history. Do not submit a reconsideration request solely because performance fell.
Build an evidence-based link inventory
Start with the inbound-link information available in Search Console. Export the available data and note the property and retrieval date. Search Console’s link information is a significant starting point, as Google’s older link and reconsideration guidance explains, but it is not a guarantee of a complete census of all links to a site.
If your organization already uses other backlink sources, retain their exports as supplementary discovery data. Keep their records distinct from Search Console data: a third-party index is not Google’s own link graph, and its scores or labels are not Google policy decisions. There is no need to buy a tool just to carry out the documented audit workflow.

Record the facts needed to judge each candidate
For each link—or for a clearly defined repeated pattern—create a record with enough detail to explain both the concern and the action. Include:
- Linking page and domain, plus the destination URL on your site.
- Anchor text and the surrounding page context, including whether the link appears in user-submitted content, an advertisement, or editorial content.
- Approximate discovery date and the date and source of the export used to identify it.
- Whether your organization created, arranged, paid for, or otherwise controlled the link.
- The policy concern being investigated and the evidence supporting it.
- Whether you can remove or change the link, the action taken, contact attempts, and the response or outcome.
Group related records by campaign or repeated pattern. A cluster with a shared origin can be more informative than an isolated link because it may reveal how links were created. At the same time, do not treat a group as a violation without checking what the links are and why they exist.
Evaluate evidence against Google’s spam policies
Google Search Central’s spam policy and guidance identify practices that can manipulate ranking signals. Examples include link exchanges, paid links that pass ranking credit, automatically generated links, spammy blog comments, auto-generated forum posts, and text advertisements that pass PageRank. Google’s policy is concerned with links created primarily to manipulate search rankings; merely finding a link from a site you do not recognize does not establish that purpose.
For each candidate, inspect the link itself, how it was produced, whether it was editorially placed, and whether it passes ranking credit. Then compare those facts with the campaign and control records. Consider whether a repeated pattern points to an intentional scheme or whether individual links have a more ordinary explanation. Do not infer intent solely from a domain’s traffic, familiarity, or appearance.

Separate policy evidence from weak signals

The official materials do not set a universal numeric cutoff for “toxic” links. Avoid inventing one or using a percentage of a backlink export as a substitute for policy analysis. A score can help sort a large list for inspection, but the decision should rest on evidence of the link practice.
Remediate links you can control before considering disavowal
Start with links your organization created or arranged as part of a manipulative campaign. Where you control the source page, remove the problematic link or change it so it does not pass ranking credit, as appropriate. Google’s guidance recommends making a strong effort to remove or nofollow problematic links before using the disavow tool.
For links on external sites, make reasonable, documented removal requests when the evidence supports action. Keep a record of the date, contact method, relevant link, response, and result—including refusals or no response. The audit should show what you tried, not merely state that removal was attempted.
- Prioritize by evidence and scope. Address the links associated with the identified campaign or policy concern, especially those within the scope of an existing manual action. Do not treat every unfamiliar row in an export as a removal request.
- Contact the source where appropriate. Ask for the specific link to be removed, or for a qualifying link to be changed so it does not pass ranking credit. Keep the request and outcome with the relevant record.
- Apply changes you control. Remove or appropriately qualify links on pages or properties your organization manages. Record what changed and when.
- Review the remaining candidates. Separate resolved links from those that remain, and note why removal was not possible or what response was received.
Remediation is not a contest to reach a target number of removed links. It is a documented effort to stop practices that violate policy and to handle the specific links supported by the evidence.

Should you disavow backlinks before a manual action?
Usually, no. Google says most sites do not need to use the Disavow Links Tool. Consider it only after evaluating whether links fit Google’s guidance and making reasonable removal efforts—particularly if a manual action exists or the site has a history of link schemes. Disavowal is not a routine way to clean up every link that a third-party tool dislikes.
Do not upload an indiscriminate export of all inbound links. A broad list can include links with no demonstrated policy problem. Review any existing disavow file before changing it, preserve a copy, and make sure the new submission reflects the evidence and the removal work you have recorded. The tool is an online file submission; it does not replace investigation or remediation.
A practical decision test is:
- Is there evidence of a policy-relevant link practice? If not, a low score or unfamiliar domain alone is not a sound basis for disavowal.
- Have you made a reasonable effort to remove or appropriately qualify links you can address? If not, work through that step first.
- Are specific problematic links still unresolved? If so, assess whether narrow disavowal is appropriate under Google’s guidance instead of submitting the whole backlink export.
If the evidence is unclear, keep the links in the review queue rather than converting uncertainty into an indiscriminate disavowal. Google’s published guidance is the basis for this decision; a vendor score is not a substitute for it.

If Search Console reports a manual action, complete the relevant cleanup before submitting a reconsideration request. Google’s guidance calls for resolving the violation, then explaining what caused it and what corrective work you completed. The request should be an account of the actual work, supported by records—not a promise that the issue will never recur.
Summarize the source of the problem, the steps taken to remove or qualify links, the removal attempts and outcomes, and any remaining links handled through disavowal. Provide supporting documentation that Google can access, such as a clear account of the affected campaign and the actions taken. Keep the explanation specific to the manual action’s stated scope.
Reconsideration is not the next step for an algorithm-only decline. Google investigates requests but does not promise a fixed response time or a successful outcome. Continue to retain the audit log and any relevant correspondence so the remediation record remains clear.
What to expect after a link audit
The purpose of cleanup is to address policy violations and reduce the risk of recurrence, not to secure a particular ranking or traffic result. Google’s spam-update documentation says that, in the case of a link spam update, making changes might not generate an improvement: its systems may remove ranking benefit previously associated with spammy links, and cleanup may not restore that benefit. Google also says its systems can take months to recognize that a site complies with its spam policies.

That means a completed audit and a successful manual-action review should not be treated as a ranking-recovery forecast. Keep the focus on whether the problematic practice has stopped, whether the evidence and remediation are documented, and whether any manual action has been addressed through the appropriate process.
