What the Spark Liquidity Layer and ALM Controller do
Spark describes the Spark Liquidity Layer as a product for providing liquidity directly to DeFi markets; its portal presents it within broader liquidity and yield infrastructure. The ALM Controller is part of the system’s liquidity-management architecture.

A 2024 ChainSecurity assessment describes ALM Controller components intended to manage liquidity between Ethereum mainnet and layer-2 networks using DSS Allocator. It covers mainnet and foreign controllers, restricted roles and rate limits. That report is evidence about the versions and scope it assessed, not a current inventory of deployments or a guarantee about later implementations.

What the governance records show
Sky governance records document historical ALM Controller upgrade proposals on different chains. The records show proposals and their intended governance path; a poll alone does not prove that a version was approved, activated or remains deployed.

The records describe a route from a successful poll to an executive vote and, if that vote passes, activation after the GSM Pause Delay. Verify each stage for the particular proposal: neither a poll nor a version number by itself establishes what code is active today.
How to assess compatibility for a proposed upgrade
Compatibility is not one property. A review should identify the exact old and proposed implementations on each target chain, then check whether the new code preserves the system’s required state, permissions, operating limits and external assumptions. The following are review questions, not findings that current contracts pass or fail them.

1. Confirm each chain and deployed implementation
- For every target chain, identify the relevant proxy address, implementation address, deployed version and verified source or bytecode.
- Record the proposed replacement implementation separately for each chain; do not assume that a version label or a proposal covering one network applies to another.
- Match the governance record to the actual deployment and confirm the proposal’s execution and activation status.
2. Compare storage and upgrade mechanics
- Compare the deployed and proposed implementations’ storage layouts, including variable order, types and inheritance effects.
- Review how the upgrade is initialized or reinitialized, and check that the procedure will not overwrite or leave required state unset.
- Base the comparison on verified deployed code and the exact replacement code. The cited public material does not supply a current, complete layout diff, so it cannot answer these questions for a present upgrade.
3. Trace permissions and operational changes
- List roles and administrative controls in both versions, then map each changed permission to the actions it enables.
- Check whether role changes affect liquidity operations, configuration or upgrade authority, and identify who can exercise each permission.
- Use the ChainSecurity assessment as historical context for role-restricted functions and administrative controls, not as proof that a newer implementation has the same controls.
4. Check rate limits and invariants
- Compare rate-limit keys, values and update mechanisms between the two implementations.
- Examine the effect of both increases and decreases, including whether relevant operations remain bounded under the new behavior.
- Confirm which invariants should hold across transactions and chains, and test them against the proposed code rather than inferring them from an older report.
5. Separate controller behavior from external dependencies
Establish which assumptions belong to the controller and which depend on external tokens, bridges or other systems. ChainSecurity’s 2024 assessment states that some USDC and CCTP assumptions, as well as USDC centralization risks, were outside its scope. Its controller findings therefore should not be treated as an assessment of those external risks.
How to interpret the governance timeline
Spark’s governance documentation centers changes on updates to the Spark Agent artifact in Sky Atlas. It describes changes including risk settings, asset onboarding, protocol integrations and deployments to new chains, with significant changes affecting protocol risk requiring governance approval. The documented process includes review, voting and implementation.

The documentation estimates the full process at approximately two to three weeks. That is Spark’s process estimate, not a guaranteed completion time, a security metric or evidence that a particular upgrade has completed. For a specific change, follow its governance record through the poll, any executive vote and activation after the GSM Pause Delay where applicable.

The available sources establish that Spark has used governance to propose ALM Controller upgrades and that an independent 2024 assessment examined historical controller designs and controls. They do not establish the complete set of implementations currently deployed, provide a current chain-by-chain code inventory, or compare the storage layout of a current implementation with a proposed replacement.

Accordingly, these records support a review framework and account of governance history, but not a present-day compatibility verdict, audit opinion or claim that user funds are safe. A defensible conclusion requires verified current deployments and a specific proposed implementation to compare against them.
