How to Assess AI Accuracy and Human Control in Military Targeting

Military AI ranges from intelligence analysis and targeting recommendations to autonomous weapon functions. Measure each claim by its function, operating conditions, human role, realistic performance evidence, and accountability safeguards.

To measure AI in military targeting, first identify what the system actually does: collect or analyze intelligence, recommend a course of action, or identify and engage a target as part of a weapon. Those are different capabilities, and a claim that a system “uses AI” does not establish its accuracy, reliability, or degree of human control. A sound assessment looks at its function, operating conditions, human role, realistic performance evidence, and accountability safeguards.

How is AI used in military targeting?

Military AI covers tasks well beyond weapons. The Congressional Research Service (CRS), in its primer updated January 6, 2026, lists intelligence, surveillance and reconnaissance (ISR), logistics, cyber operations, command and control, and semi-autonomous and autonomous vehicles among military applications of narrow AI. These uses may involve analyzing information or supporting operations without giving a system authority to use force.

In targeting, an AI decision-support system may process data, describe an operational environment, and offer recommendations to human decision-makers. A 2025 UN General Assembly report submission describes possible use across the joint targeting cycle, including target development and prioritization, capabilities analysis, and mission execution. The cycle is a structured process for identifying, evaluating, and engaging targets while accounting for operational, legal, and ethical standards.

That description explains a possible role, not a verified performance result. The report records stakeholder material and debate; it does not independently validate the accuracy of a particular system or confirm the operational claims made about a deployment.

Can AI choose targets without human control?

It can help to separate targeting decision-support from autonomous weapon functions. The CRS describes lethal autonomous weapon systems (LAWS) as systems able to identify a target and employ an onboard weapon to engage and destroy it without manual human control. Such a system would need sensors and algorithms to classify an object as hostile, make an engagement decision, and guide a weapon. CRS also notes that such systems could operate when communications are degraded or denied; this is a described capability, not evidence that every such system is fielded or reliable in practice.

A November 26, 2024 characterization in the CCW Group of Governmental Experts’ LAWS rolling text, reproduced in the 2025 UN report, describes a system that can identify and/or select and engage a target without human intervention in those execution tasks. This is a useful description, but it should not be presented as a universally adopted, binding legal definition.

The key measurement question is therefore not simply whether a person is “in the loop.” Establish what the person can see, when they can intervene, whether they authorize the use of force, and whether intervention remains possible under the system’s actual operating conditions. The sources reviewed do not set one universal technical measure for quantifying human judgment.

What should a capability assessment measure?

Use the same questions for every system or claim. Do not rank named systems unless comparable, credible testing data is available; the sources cited here do not provide like-for-like operational performance measurements for named targeting systems.

Dimension What to establish Why it matters
Function Does the system collect or classify data, develop or prioritize targets, recommend an action, or identify and engage a target autonomously? These functions involve different levels of authority and should not be collapsed into one claim about “AI targeting.”
Human role At what point does a person review, authorize, supervise, or have the ability to stop or alter the process? DoD policy calls for appropriate human judgment over the use of force, but the cited sources supply no single technical scale for measuring that judgment.
Operating context What data does the system receive, under what conditions, with what time pressure, and with communications available or unavailable? Performance in one setting cannot be assumed to carry over to another; communications-degraded or denied operation is one possibility described by CRS for autonomous systems.
Performance and suitability What evidence shows performance, reliability, effectiveness, and suitability under realistic conditions? DoD Directive 3000.09 calls for these qualities to be demonstrated for covered systems; a capability claim alone is not a test result.
Accountability and governance Who in the human command chain is responsible, and what legal, safety, and engagement rules govern use? The State Department’s political declaration emphasizes accountability through a responsible human chain of command and control.

For each claim, record the system’s stated task, the test conditions, the type of evidence, and the limits of what that evidence can show. If an assessment supplies no comparable test results, say so rather than converting a description of intended capability into a judgment of effectiveness.

How accurate and reliable are AI targeting systems?

The cited sources do not establish a numerical accuracy rate, operational success rate, or prevalence figure for AI targeting systems. Nor do they provide independent, like-for-like field measurements for named systems. It would therefore be misleading to give a single figure or declare one system more accurate than another on this evidence.

Reliability has to be assessed in the conditions where a system is expected to operate, not inferred from a general claim about model capability or data-processing speed. DoD Directive 3000.09, as summarized in a 2023 Department of Defense release, calls for covered autonomous and semi-autonomous weapons to demonstrate appropriate performance, capability, reliability, effectiveness, and suitability under realistic conditions. The directive also calls for appropriate care and use consistent with applicable law and rules, as well as consistency with DoD AI ethical principles and its responsible-AI strategy.

Bias is another operational concern. CRS notes that training data or models can produce algorithmic bias. An assessment should therefore ask what data and assumptions shape the system’s outputs and whether testing examines relevant failure conditions. The source set does not establish how any specific system performs on those measures.

What are the potential benefits and trade-offs?

CRS identifies potential advantages of AI-enabled systems, including faster reaction than systems that rely on operator input and the ability to analyze very large volumes of data. It also describes possible concepts of operation, such as coordinated swarms of uncrewed vehicles. These are potential capabilities, not measured outcomes for a particular system.

  • Speed: Faster processing may help decision-makers respond, but speed by itself does not show that an output is correct or appropriate.
  • Scale: Processing large data volumes may help surface information, but the relevance and quality of inputs still matter.
  • Coordination: Coordinated uncrewed systems are a possible operational concept, not proof of successful performance in the field.
  • Bias and error: Data and model limitations can affect outputs, making realistic evaluation and human judgment important safeguards.

Who is responsible when AI is used in a weapons decision?

Human responsibility and the command chain are central policy questions, not properties that can be inferred from a system’s technical label. In a November 2023 speech, then-Deputy Secretary of Defense Kathleen H. Hicks said: “There is always a human responsible for the use of force. Full stop.” That statement expressed the U.S. Department of Defense policy position she was describing at the time; it is not evidence that every military AI system worldwide operates with the same arrangements.

The State Department’s political declaration on responsible military use of AI likewise emphasizes accountability through a responsible human chain of command and control. Its page is archived, so it should be treated as a policy document rather than proof of the current endorsement or position of any particular state.

What does the legal snapshot establish?

The CRS primer updated January 6, 2026 states that, at that date, there were no domestic or international legal prohibitions on LAWS, while noting that countries had called for bans, regulation, or guidelines. It describes DoD Directive 3000.09 as departmental guidance for development and fielding. This dated summary is not a comprehensive legal conclusion: it does not establish that no other applicable law or rule governs a particular use, and it should not be treated as legal advice.

UN General Assembly material reflects a growing policy discussion about military AI and targeting. A stakeholder submission in a UN report can show what its submitter argues or describes; it is not, by itself, a binding decision or independent verification of operational facts.
