How to Assess a Quantum-Security Platform for Enterprise Use

Evaluate quantum-security platforms by what they can prove in your environment: cryptographic discovery, evidence-backed inventory, business-risk prioritization, PQC interoperability, crypto agility, supplier readiness, and safe migration workflows.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assess a quantum-security platform as a migration capability, not as proof that an enterprise is simply “quantum-proof.” The platform should discover vulnerable public-key cryptography, turn findings into a defensible inventory, connect exposure to business risk and data lifetime, support controlled post-quantum cryptography (PQC) interoperability tests, and help teams change algorithms without disrupting operations.

Start with your own representative systems and supplier dependencies. Vendor labels such as “quantum-safe” are not evidence of coverage, standards conformance, crypto agility, or a workable upgrade path. A buyer-controlled proof of capability is the fastest way to separate a useful migration system from a dashboard that merely counts algorithms.

What an enterprise quantum-security platform must actually do

Quantum risk is primarily a long-term cryptography and technology-lifecycle problem. Public-key mechanisms used for certificates, key exchange, digital signatures, software signing, identity, and secure protocols may need to be replaced before a cryptographically relevant quantum computer exists. A platform is valuable when it reduces the uncertainty and operational effort involved in that replacement.

NIST’s migration program describes the work as moving asymmetric cryptographic functions and digital trust, including certificates for devices and users and code signatures. NIST released three PQC standards as Federal Information Processing Standards (FIPS) in August 2024 after a standardization process that began in 2016. The current status and scope are described in NIST’s Migration to Post-Quantum Cryptography project.

No single product is established by the available official material as the market leader. Pricing, independently measured performance, current availability, certification status, and comparative vendor quality require direct verification.

1. Set scope, ownership, and success criteria

A weak assessment starts with whichever systems a tool can scan. A useful assessment starts with the enterprise’s services and trust relationships, then checks whether the candidate can see them.

Define the technology boundary

Write an explicit scope statement covering:

  • Cloud and on-premises infrastructure, data centers, endpoints, servers, containers, and virtual machines.
  • IT and operational technology (OT), including systems with long replacement cycles or restricted maintenance windows.
  • Network protocols such as TLS, SSH, IPsec, VPN, directory, messaging, and service-to-service authentication.
  • Applications, source repositories, third-party libraries, cryptographic APIs, certificate stores, key-management systems, public-key infrastructure (PKI), and hardware security modules (HSMs).
  • Software and firmware signing, update mechanisms, device identity, and boot or supply-chain trust.
  • External services, managed platforms, embedded components, contractors, and suppliers whose products handle enterprise data or establish trust.

Include security engineering, enterprise architecture, procurement, application and infrastructure owners, privacy and risk teams, and OT specialists where applicable. The joint CISA, NSA, and NIST fact sheet recommends forming a project team, engaging vendors, and building an inventory across IT and OT. Read the recommendations in the August 17, 2023 Quantum-Readiness fact sheet.

Define measurable acceptance criteria

Before demonstrations, state what a successful platform must prove. Examples include a minimum percentage of known certificates discovered, evidence-linked findings for test applications, export into the existing risk system, owner assignment, supplier-record tracking, and a repeatable non-production interoperability test. Do not use a universal coverage percentage as a substitute for understanding blind spots; inaccessible or unsupported assets must be visible as exceptions.

2. Test discovery coverage and inventory quality

Discovery is the foundation. If a platform cannot locate cryptography, later risk scores and migration plans are estimates. Ask for a live demonstration against a representative environment rather than a slide showing supported integrations.

What the demonstration should cover

  • Network observation: Identify cryptographic use in IPv4 and IPv6 connections, including TLS/SSL, SSH, and IPsec where those protocols are in scope.
  • Host and application analysis: Inspect operating systems, binaries, applications, libraries, configuration, and code or package repositories without assuming that a product name reveals the algorithm actually used.
  • Trust infrastructure: Find certificates, certificate authorities, PKI, key-management systems, HSMs, signing services, and key or certificate relationships.
  • DevSecOps and signing: Show how source repositories, build pipelines, artifacts, signing keys, and release processes are connected.
  • IT/OT and supplier assets: Demonstrate treatment of segmented, intermittently connected, proprietary, or vendor-managed systems.
  • Evidence and freshness: Show the raw observation, timestamp, collection method, confidence, duplicate handling, and last-seen status behind every important finding.

Inventory fields that make findings actionable

For each cryptographic use, ask whether the platform can record the algorithm and parameters, protocol or application, key or certificate identifiers, location, asset and service owner, data or transaction protected, upstream and downstream dependencies, supplier, software or firmware version, exposure, collection date, and evidence link. A platform need not populate every field automatically, but it should distinguish observed facts from inferred or manually entered values.

Require explicit representations for blind spots: systems that cannot be scanned, encrypted traffic that cannot be inspected, stale records, duplicate observations, unknown ownership, and unsupported protocols. An empty result from an inaccessible environment is not evidence that the environment is safe.

Check workflow integration

Export a sample inventory and verify that identifiers, timestamps, severity, owners, dependencies, and evidence survive the export. Test APIs or connectors to the asset inventory, configuration-management database, governance-risk-compliance system, vulnerability workflow, ticketing platform, and supplier register. Confirm role-based access, audit history, retention, and handling of sensitive topology or key metadata.

3. Connect cryptography to business risk and data lifetime

Counting RSA, elliptic-curve, or other public-key uses does not tell you which migration should happen first. Prioritization should combine technical exposure with the consequences of failure and the length of time information must remain confidential.

Use a risk model you can explain

Ask the vendor to show the inputs, formula, weighting, override process, and audit trail for every risk score. A practical model can consider:

  • Confidentiality or integrity impact of the protected service and data.
  • How long the data must remain secret or trustworthy.
  • Internet exposure, hostile-access likelihood, and attractiveness to attackers.
  • Dependency chains, concentration of certificates or keys, and blast radius.
  • Availability of a supported upgrade, replacement, or compensating control.
  • Operational constraints such as safety, latency, certification, maintenance windows, or hardware replacement.
  • Supplier responsiveness and the age or support status of the affected product.

The CISA/NSA/NIST guidance highlights “harvest now, decrypt later”: an adversary can capture encrypted information today and attempt decryption when capable quantum systems become available. That makes data with a long confidentiality lifetime a priority even when the current service has no visible incident. The guidance supports inventory-led prioritization but does not prescribe one scoring formula, so your organization must set and document its own thresholds.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Turn scores into accountable work

A useful platform should create a migration record with an accountable owner, affected assets, target algorithm or protocol profile, prerequisite upgrades, supplier actions, test evidence, milestone dates, exception expiry, and rollback or compensating controls. Ask whether a risk owner can approve an exception and whether the approval remains linked to the exact inventory evidence that justified it.

4. Verify standards alignment and interoperability

“Quantum-safe” is a marketing description, not a protocol specification. Require the exact NIST-standardized algorithms, parameter sets, protocol profiles, cryptographic libraries, and product versions supported today. Request dated implementation evidence, release notes, validation information where applicable, and known limitations.

Test combinations, not labels

Interoperability can fail between two products that each claim PQC support. Test the combinations your architecture will use: client and server libraries, certificate chains, identity systems, gateways, service meshes, VPNs, signing tools, HSMs, and supplier endpoints. Measure whether certificate or message sizes, handshake behavior, policy enforcement, logging, and failure handling remain acceptable.

NIST’s National Cybersecurity Center of Excellence describes an interoperability workstream intended to identify compatibility problems and resolve them in controlled, non-production settings before organizations repeat equivalent tests independently. Use that approach: isolate the test, record versions and configurations, and preserve packet captures, logs, certificates, and results.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask for a versioned support matrix

The matrix should state algorithm and parameter-set support, protocol and API support, certificate and signature handling, hardware requirements, operating-system constraints, and minimum versions. “On the roadmap” belongs in a dated future plan, not in the count of capabilities available for a current migration decision.

5. Evaluate crypto agility and operational impact

Crypto agility means more than selecting a different algorithm in a settings page. NIST defines it as the capabilities needed to replace and adapt cryptographic algorithms in protocols, applications, software, hardware, firmware, and infrastructures while preserving security and ongoing operations. The definition and recommended practices appear in NIST CSWP 39, published December 19, 2025.

Map the change path at every layer

For each representative system, document whether a change requires configuration, a library update, application code, a certificate reissue, firmware, hardware replacement, supplier action, or a new protocol profile. Determine who can authorize the change, how policy prevents weak or unapproved algorithms, and how old and new credentials coexist during a transition.

Run a realistic pilot

  1. Clone a representative service, identity path, and dependency set into a non-production environment.
  2. Enable the proposed PQC or hybrid configuration with the exact client, server, library, gateway, and certificate versions planned for production.
  3. Exercise normal transactions, authentication, certificate renewal, key rotation, failover, logging, monitoring, backup, restore, and incident-response procedures.
  4. Record compatibility failures, handshake or message-size changes, latency and throughput under your workload, CPU and memory effects, operational limits, and support ownership.
  5. Test rollback and mixed-version operation. Verify that a failed migration cannot silently fall back to an unapproved vulnerable configuration.
  6. Capture evidence, open defects, owners, decision gates, and production prerequisites in the migration record.

There is no universal performance threshold in the cited NIST material. Set acceptance limits against the service’s own latency, throughput, availability, safety, and capacity objectives instead of importing a vendor’s laboratory result.

6. Make suppliers and product lifecycles part of the assessment

Many enterprise cryptographic dependencies are hidden in appliances, embedded devices, managed services, firmware, libraries, and products that the security team cannot patch directly. A platform that inventories only assets you own can produce a dangerously incomplete plan.

Request product-specific commitments

For every critical dependency, request a dated roadmap naming supported algorithms and protocols, affected product and firmware versions, upgrade or replacement paths, prerequisites, expected licensing or implementation costs, testing responsibilities, support duration, and escalation contacts. Ask how the supplier will handle certificates, signing, key storage, telemetry, and interoperability with your chosen identity and network stack.

7. Run a buyer-controlled proof of capability

Use a written test plan and representative assets, not a generic vendor sandbox. A proof should answer whether the platform can produce trustworthy evidence and drive work in your environment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Seed known cases: Assemble test systems with known certificates, libraries, protocols, signing paths, OT or segmented assets, and at least one intentionally inaccessible system.
  2. Compare discovery: Reconcile platform findings with an independently prepared list. Investigate both missed assets and unexpected findings.
  3. Trace evidence: Open individual findings and verify the observation, timestamp, confidence, location, dependency, owner, and software or firmware version.
  4. Exercise prioritization: Apply different data-lifetime and business-criticality values to the same technical finding. Confirm that the ranking changes predictably and that overrides are audited.
  5. Run interoperability tests: Use a non-production copy of the buyer’s stack and record versions, configurations, failures, performance effects, and rollback behavior.
  6. Test remediation: Export work to the existing ticket or risk system, assign owners, update status, attach evidence, and verify that exceptions expire or require renewal.
  7. Document blind spots: Produce a list of unsupported assets, unverified supplier claims, inaccessible locations, stale data, and assumptions. Treat that list as migration work.

Do not interpret a clean dashboard as proof of quantum resistance. It may indicate that discovery was incomplete, traffic was not observable, or records were stale.

How to compare candidate platforms

Score every candidate against the same evidence set and require written answers for “not supported,” “planned,” and “not stated.” The following axes keep a procurement comparison focused on migration outcomes rather than feature counts.

Assessment axis Questions to answer Evidence to retain
Coverage Which assets, protocols, environments, libraries, certificates, signing systems, OT networks, and suppliers are visible? Demonstration results, connector list, blind-spot report, timestamps
Inventory usefulness Are algorithms, locations, owners, dependencies, versions, provenance, freshness, and confidence recorded? Sample records, raw evidence, export and API output
Risk model Can the organization include data lifetime, criticality, exposure, dependency chains, and upgrade feasibility? Formula, configuration, audit log, exception workflow
Standards and interoperability Which exact algorithms, parameter sets, protocols, libraries, and versions work together? Versioned matrix, test logs, certificates, known limitations
Crypto agility What changes across applications, protocols, hardware, firmware, and infrastructure, and how are rollback and policy handled? Pilot plan, change records, mixed-version and rollback results
Supplier readiness Are roadmap dates, upgrade paths, costs, prerequisites, and support commitments product-specific? Dated supplier statements and dependency register
Deployment and governance Can the platform scale in the buyer’s architecture while protecting sensitive inventory data and assigning accountable remediation? Access-control design, data-flow review, integration test, ownership records

What the NIST preliminary discovery work can—and cannot—tell you

NIST SP 1800-38B, a preliminary draft published in December 2023, names examples of components used in its discovery reference architecture. It describes IBM z/OS Encryption Readiness Technology (zERT) as collecting cryptographic security attributes for IPv4/IPv6 connections protected with TLS/SSL, SSH, and IPsec. It describes Samsung SDS Crypto Agility Platform for Enterprise (S-CAPE) as discovering potentially vulnerable algorithms across a DevSecOps pipeline and consolidating sensor data for visibility and estimated risk scores. It describes InfoSec AgileSec Analytics as supporting centralized cryptographic inventory with sensors for hosts, network interfaces, CI/CD pipelines, repositories, key management, PKI, and HSM systems. The descriptions are in the NIST SP 1800-38B preliminary draft.

Use those names as leads for a market scan, not as endorsements or proof of current features, certification, availability, or comparative quality. The document is explicitly preliminary and from 2023. Confirm current versions, support statements, deployment requirements, and commercial terms directly with each supplier before relying on them.

Understand the 2027 and 2030 milestones in context

In an October 2026 announcement under CNSS Policy 15, the NSA said new commercial National Security Systems must be capable of supporting quantum-resistant algorithms beginning in 2027, and that legacy systems unable to support them are to be phased out by 2030. Those dates apply to National Security Systems. They are not a universal deadline for every commercial enterprise.

Organizations outside that scope should still use the milestones as planning signals, especially when procurement, certification, or supplier lead times are long. Set dates from your data-retention obligations, system lifecycles, contract commitments, risk tolerance, and the time required to discover and test dependencies—not from an assumption that the NSS rule automatically governs your environment. The announcement is available from the NSA.

Common assessment mistakes and how to avoid them

Buying a label instead of a capability

Replace “quantum-safe” claims with tests for discovery, evidence, exact standards support, interoperability, agility, and supplier readiness.

Scanning only the easiest network segment

Include cloud, on-premises, OT, signing, PKI, libraries, firmware, managed services, and suppliers. Publish inaccessible and unsupported assets as findings.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Treating algorithm counts as risk

Prioritize by data lifetime, business impact, exposure, dependencies, and upgrade feasibility. A rarely used algorithm protecting long-lived sensitive data may outrank a heavily used algorithm protecting short-lived public information.

Accepting a roadmap as current support

Separate released, tested capability from a dated future commitment. Require product and version numbers, prerequisites, and support ownership.

Testing only a laboratory handshake

Include certificate issuance and renewal, identity, key rotation, gateways, monitoring, backups, failover, mixed-version operation, performance under your workload, and rollback.

Ignoring lifecycle economics

Ask about hardware replacement, firmware windows, application rewrites, certificate reissuance, supplier engineering, training, support, and ongoing inventory maintenance. Official sources do not provide a universal price or performance benchmark, so obtain estimates for your architecture.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Decision rule

Select a platform only when it can show, with your systems and suppliers, where vulnerable cryptography exists, why one finding outranks another, how a standardized PQC change will interoperate, and how the organization will operate and reverse that change safely. If it cannot expose blind spots, preserve evidence, or turn findings into owned migration work, treat it as an incomplete visibility tool rather than an enterprise quantum-security program.
