Say: “I’m not comfortable being recorded. Please stop filming me.” Use a calm voice, keep your distance, and do not touch the person or their phone. If they refuse or the situation feels threatening, move toward other people, staff or security and ask for help rather than arguing about the law.
A request may persuade someone, but it does not automatically give you a legal power to make a private person stop. The outcome depends on where you are, who is recording, whether audio or intimate imagery is involved, what the person is doing with the footage, and the law or policy that applies in that location.

The words to use first
Keep your first request short and specific. Naming your discomfort and asking for one action is clearer than making a broad accusation or starting a legal argument.
“I’m not comfortable being recorded. Please stop filming me.”

Face the person only if doing so feels safe. Speak loudly enough to be heard, but do not move close to the camera, block the person’s path, or reach for their device. A stranger may be filming for a reason you do not know, and an argument can make the encounter less safe.
If they claim they are allowed to record
Do not try to settle a complicated legal question in the street. Acknowledge what they said and restate your boundary:
“I understand you may see it that way. I’m asking you to stop because I don’t consent to being filmed.”

This communicates your objection without asserting that your objection itself cancels their legal rights. In some places, recording in public remains lawful after a person objects.
If they continue after you have asked
Give one clear closing statement, then disengage:
“I’ve asked you to stop. I’m going to speak with staff or security now.”
Walk toward the named person if it is safe. At a venue, shop, workplace or event, ask a responsible employee to explain the recording policy and address conduct on the premises. You do not need to keep repeating the request while the camera remains pointed at you.

Put safety ahead of getting agreement
There is no reliable script that makes another person comply. Treat the conversation as a request, not a confrontation.

- Keep several steps of space and leave a route to an exit.
- Move toward a staffed desk, security post, group of bystanders or a well-lit public area.
- Ask a specific person for help: “You in the blue jacket, could you stay with me while I speak to security?”
- Do not grab the phone, push the recorder, cover the lens, or demand that footage be deleted.
- If the person follows you, threatens you, blocks your way or attempts physical contact, stop debating the recording and leave if you can.
If there is immediate danger, contact local emergency services. Emergency numbers are jurisdiction-specific; for example, Singapore’s government advises calling 999 when immediate police assistance is required. Do not present that number as a universal emergency line.
What to do when the recording happens at an organisation’s premises
A venue, employer, school, transit operator or business may have rules that a private bystander does not. Those rules can govern conduct on the premises even when general public-recording law is uncertain.
Ask for the policy and an intervention
Use a practical request rather than asking staff to declare who is legally right:
“Could you tell me the recording policy here and help address this? I have asked the person to stop and the filming is continuing.”
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesSpecial offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Tell staff where the person is, what they are doing, and whether there is following, threatening language, touching, blocking or an attempt to record intimate areas. Ask the staff member to note the time and any witnesses. Do not expect staff to promise that footage will be erased; they may have no control over a private person’s device.

When the recorder is an employee or official
Identify the organisation and ask what policy governs the device. A police body camera, a store’s security system and a visitor’s phone are different situations. You can state your objection and ask what will happen to the recording, but the employee may be required to continue under their duties.
The Bureau of Justice Assistance’s body-worn-camera guidance says: “In general, however, officers wearing a body-worn camera (BWC) should be sensitive to the privacy and dignity of those who are being recorded, and should stop recording when requested if privacy concerns outweigh the legitimate interests of law enforcement.” That is policy guidance for law-enforcement body cameras. It is not a rule that binds every private person carrying a phone.
When the conduct becomes more serious
Recording by itself does not describe the whole incident. Tell staff or police about the surrounding conduct, because repeated filming can be part of a different problem.
Following, blocking or repeated targeting
Write down the time, place, direction of travel and observable behaviour. Note whether the person follows you between locations, waits outside, blocks an exit or repeatedly returns after you leave. Those facts can matter more than a single request to stop. Stay in public, populated areas while arranging help and avoid meeting the person alone.
Threats, intimidation or verbal abuse
Threatening words, menacing gestures and sustained abuse should be reported as conduct, not reduced to a dispute about filming. If safe, tell a witness or staff member exactly what was said. Do not provoke a response in order to obtain a more dramatic recording.
Intimate imagery or recording in a private setting
Recording inside a changing room, bathroom, bedroom or another place where privacy is expected raises different issues from filming on an open street. Sexualised recording, voyeurism, threats to publish intimate images and attempts to obtain such images may trigger specific criminal or civil remedies. Leave the area, preserve messages or threats, and seek local legal or police help promptly.

Why the law does not have one global answer
Public filming rules vary by country, state, recording type and purpose. The same act can be treated differently when it involves audio, a private conversation, an official body camera, a venue policy, harassment or later publication.

United Kingdom: recording police encounters
The College of Policing says members of the public may film or otherwise record a stop-and-search encounter provided doing so does not put anyone’s safety at risk. In that narrow context, officers cannot stop the recording, seize the device or compel deletion merely because they are being filmed, unless there is a safety risk. That guidance concerns stop-and-search encounters; it is not a blanket rule for every dispute between private people.
United Kingdom: smart glasses and later use
A written answer from the Department for Science, Innovation and Technology on 30 June 2026 said people may lawfully use smart glasses in public consistently with freedom of expression. It also said that recording people to cause alarm or distress, or for sexual gratification, may constitute offences. The answer does not say that every non-consensual public recording is unlawful.
Once images are uploaded, a separate set of questions arises. The same parliamentary answer said people can make UK GDPR requests to platforms after images are uploaded, and that platforms have duties concerning illegal material under the Online Safety Act. Whether a request succeeds depends on the facts and the platform’s role.
Singapore: deliberate filming and publication
Singapore’s Ministry of Digital Development and Information stated on 9 September 2026: “While filming another person in a public place, including after the person has objected, is not inherently unlawful, the Protection from Harassment Act provides recourse against harassment and stalking…” The ministry’s answer is Singapore-specific and qualifies that possible recourse depends on circumstances and subsequent conduct.

The ministry also described possible harassment or stalking remedies, voyeurism and distribution offences, and referral of certain online harms to the Online Safety Commission. It advised reporting suspected criminal conduct to police and calling 999 when immediate police assistance is required. Those routes and terms should not be transplanted to another country.

Washington State: private communications
Washington LawHelp explains that recording law depends partly on whether people have an expectation of privacy and describes consent requirements for private communications in Washington. A conversation in an open public place is not automatically the same as a private communication, and Washington’s rules do not apply in another state or country. If audio is captured, identify your location before relying on any consent rule.
Organisations using your information in the United Kingdom
The UK Information Commissioner’s Office says a person can ask an organisation to stop using personal information. If you previously gave consent for an organisation’s use and withdraw that consent, the organisation must stop that use; an objection applies only in certain circumstances. This guidance concerns an organisation’s processing of personal information. It does not automatically require a private bystander to stop filming.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Recording and publication are separate events
Ask two different questions: what was captured, and what happens to it later? A person may be allowed to make a recording but face restrictions when they publish it, use it to harass you, identify you, threaten you or distribute intimate material.
- Save the post’s address, account name, date and time if footage appears online.
- Use the platform’s reporting process for threats, sexual imagery, impersonation or targeted harassment.
- Keep copies of messages and notifications; do not edit the originals in a way that removes context.
- Ask the responsible organisation about its removal, complaint or data-rights process when the organisation published or controls the footage.
- Seek advice in your jurisdiction before sending a legal demand or asserting a data-protection right.
Do not assume that a takedown request will erase every copy. Reposts, downloads and screenshots can remain elsewhere, so prioritize immediate safety and preservation of evidence.
A step-by-step response you can use
- Assess the scene. Notice exits, nearby staff and whether the person is alone, angry, following or blocking you. If you sense danger, leave and get help without making the request.
- Make one direct request. Say, “I’m not comfortable being recorded. Please stop filming me.”
- Do not debate the law. If challenged, say, “I understand you may see it that way. I’m asking you to stop because I don’t consent to being filmed.”
- Set a boundary. If filming continues, say, “I’ve asked you to stop. I’m going to speak with staff or security now.”
- Move toward help. Go to a staffed location or a group of people. Ask for a specific intervention and explain any threats, following or blocking.
- Record your own account afterward. Write the time, location, description, witnesses, exact threats and where the footage may have been posted.
- Choose the appropriate report. Use venue procedures for policy breaches, platform procedures for online content, and police or legal advice for suspected crimes or immediate danger.
Common mistakes that can make the situation worse
- Claiming an absolute right: Saying “you must stop because I said so” may be legally wrong and can escalate the encounter.
- Touching the device: Taking or damaging a phone can create a new dispute or expose you to allegations of assault or property damage.
- Chasing the recorder: Following someone to force deletion increases risk and may be interpreted as intimidation.
- Ignoring audio: Microphones can capture a conversation subject to different consent rules from silent video.
- Assuming a venue employee controls a stranger’s footage: Staff may enforce house rules but cannot necessarily access or erase a private device.
- Posting the person’s identity in retaliation: Publicly naming or threatening the recorder can create privacy, defamation or harassment problems of its own.
- Deleting evidence: Preserve messages, posts and witness details before reporting content or blocking an account.
A quick decision guide
| Situation | Best immediate action | What to clarify next |
|---|---|---|
| One person filming openly in a public place | Make the calm request once, then disengage. | Location-specific rules and whether the footage is being used to target you. |
| Filming inside a venue with staff | Ask staff for the recording policy and an intervention. | Whether the person is violating venue rules and how to make a complaint. |
| Police or another official using a body camera | State your privacy concern and ask what policy applies; do not interfere with the device. | The agency’s body-camera policy and any lawful process for access or complaints. |
| Audio captured during a private conversation | End the conversation and move away if safe. | Your state or country’s rules on consent for private communications. |
| Following, threats or blocking | Move toward people or security and request urgent help. | Whether the conduct meets local definitions of harassment, stalking or a crime. |
| Footage uploaded online | Save the post details and report the specific harm to the platform. | Local privacy, harassment, data-protection and image-based-abuse remedies. |
When to obtain local legal advice
Get advice from a qualified service in your own jurisdiction when the incident involves intimate imagery, threats to publish, repeated stalking, employment consequences, a child, a private conversation or a demand from an organisation. Tell the adviser the exact country, state or territory; the location; whether audio was recorded; who operated the device; whether you consented earlier; and how the footage was used.
Those details determine which rules may apply. Guidance from the United Kingdom, Singapore, Washington State and United States law-enforcement policy can illustrate different approaches, but none of those examples supplies a universal answer for an unknown location.
