Removing names is not enough to make research data anonymous. A person may still be identifiable through a unique code, a rare combination of details, free-text disclosures, or links to other information. Before publishing, decide who will receive the data and what they could reasonably learn from it, then choose and test a release method that leaves identification risk sufficiently remote for that context.
This is a practical risk-management workflow, not a legal determination that a particular dataset is anonymous. The right decision depends on the actual data, likely recipients, available outside information, and applicable rules.
Choose the release route before changing the data
Start with the research purpose: what analysis should the released material support, and who needs access to it? NIST’s SP 800-188, De-Identifying Government Datasets: Techniques and Governance (final publication, September 14, 2023) recommends selecting a sharing model in light of the goals and risks. The ICO’s guidance likewise distinguishes open disclosure from limited access and notes that stronger governance can sometimes allow more useful detail to be shared with a restricted group.

Compare options against the intended analysis, audience size and capability, ability to control access and data linkage, governance workload, and whether access or data can be withdrawn. Choose the least exposing route that still serves the stated research purpose.

Inventory everything that could identify or single out a person
Review the whole release, not just the obvious columns. Direct identifiers include names, email addresses, phone numbers, and other contact details. Also look for assigned identifiers, pseudonyms, and codes: replacing a name with a code does not make a record anonymous if a key, original dataset, or other information can reconnect it to a person.
Look for identifying combinations
Quasi-identifiers may not identify anyone alone but can do so in combination. Examples include a precise location, age, occupation, dates, a rare condition, or membership in a small group. Check whether combinations distinguish one person in the dataset and whether outside sources could help link them to a real identity.
Include narrative and media
Search free-text responses for names, distinctive events, workplaces, relationships, and other details a participant might disclose indirectly. Review images, audio, video, and other media as well as tables. The ICO’s anonymisation guidance covers these formats; a spreadsheet-only check can miss identifying information embedded in a recording or narrative.

Consider context beyond the files: public records, other datasets, personal knowledge, local events, and information likely to be available to the intended audience. A record can single someone out even when the publisher does not know that person’s civil identity.

Evaluate the proposed release as recipients will encounter it. Consider what they can access, what they may already know, their technical capability and motivation, the time and resources needed to investigate, and the potential consequences if someone is identified. The risk profile differs between internal use, a trusted partner, a defined research group, and public release.
Use a motivated-intruder test
One practical check, described in ICO guidance, is to ask whether a reasonably competent person could identify someone using realistic methods and resources, such as internet searches, libraries, or public documents. Set the assumed capability in proportion to the value and sensitivity of the data; there is no single attacker profile that fits every release.

Record the assumptions behind the test, including the likely recipients, relevant background information, and sources that could plausibly be linked. The ICO says to consider the information and potential recipients together and to document why identification risk is sufficiently remote in the circumstances. Do not treat a result as permanent: the available information and capabilities can change.
Apply transformations that fit the data and purpose
Choose methods according to the data type, the analysis that must remain possible, and the risks found in the assessment. NIST identifies removing identifiers, transforming quasi-identifiers, and generating synthetic data as approaches to de-identification. ICO guidance describes generalisation and randomisation among possible anonymisation techniques. Methods can be combined, but each combination needs to be assessed for what it still reveals.

- Remove direct identifiers: delete names and contact details when they are not needed for the release. Check that identifiers are not repeated in notes, filenames, metadata, or embedded media.
- Generalise or reduce detail: replace an exact date with a broader time period, or a precise location with a less specific area, when that preserves the intended analysis. Review combinations of remaining values, not each field in isolation.
- Randomise or otherwise transform values: use a method suited to the field and analytical goal, then examine whether records can still be linked or sensitive attributes inferred.
- Generate synthetic data: consider generated records when the use case permits them. Assess whether they support the intended work and whether the generation process itself creates privacy risks.
- Keep sensitive detail in a controlled environment: if useful analysis requires data that cannot be safely released, limit access rather than assuming every field must be published.
Do not call data anonymous merely because identifiers have been replaced with pseudonyms. If a key, original data, or other available information makes reconnection possible, treat the material as potentially identifiable and handle it accordingly. A particular k-anonymity threshold, differential-privacy parameter, or software package is not a universal answer; the method and performance level depend on the release goal and risk model.

Test the proposed release and document the decision
Assess the transformed output itself. Re-run the identification review against the released fields, likely outside information, and intended audience. Look for singling out, record linkage, and inferences about sensitive attributes. Where the assessment finds plausible routes to identification, transform further, narrow the release, or choose a more controlled route.
Keep a decision record that another steward can understand later. It should describe:
- the research purpose, release route, intended users, and data covered;
- the identification risks considered, relevant assumptions, and realistic linkage sources;
- transformations applied and the analytical utility they are intended to preserve;
- tests performed, findings, remaining risks, and why those risks are acceptable for this release;
- the decision, responsible reviewers, and any access or output controls.
NIST discusses measurable de-identification standards, re-identification studies, and Disclosure Review Boards as governance options. A second review by people who understand both the research use and disclosure risks can help expose assumptions a data-preparation team might miss.

Set safeguards for restricted sharing
For a controlled release, make the protections operational rather than relying on a promise of confidentiality alone. The ICO’s limited-access guidance identifies measures such as purpose limits, authorized and trained recipients, access controls, restrictions on bringing in other data, prohibitions on re-identification attempts and onward disclosure, and arrangements to return or destroy data when a project ends.
Use safeguards appropriate to the environment, such as named-user access, secure storage, logging, and review of exported results. Contracts and technical controls support a sound risk assessment; they do not substitute for one. Controlled data can still be misused, disclosed, or linked with other information.
Reassess when circumstances change
Anonymisation decisions can become stale. Revisit them when new public or commercial datasets appear, technology or identification methods change, a new recipient is added, the research purpose shifts, a vulnerability emerges, or access safeguards change. Keep the original reasoning so future maintainers can tell which assumptions no longer hold and whether to revise the transformations or release route.
Check legal and institutional requirements separately
Risk assessment does not replace compliance review. Check the jurisdiction that applies, ethics approval, participant consent commitments, contracts, institutional policy, and field-specific rules before release. The ICO’s guidance is framed around UK data protection regimes, and its pages dated March 28, 2025 state that the guidance is under review and may change following the Data (Use and Access) Act. NIST SP 800-188 is federal-government-oriented technical guidance, not a universal legal standard for every academic project.
