You can highlight and annotate a PDF in a browser without uploading it by choosing a tool that says it processes the file locally, adding your marks, and exporting a new copy. But “in the browser” does not automatically mean “on your device”: check the file-handling workflow, and treat a site’s privacy promise as the vendor’s claim unless it has been independently verified.
How to annotate a PDF without uploading it
- Choose a tool that describes local processing. XConverters’ Free PDF Editor — Highlight, Annotate, and Draw in Browser describes opening a local PDF, adding highlights, text notes and freehand marks, and exporting from the browser. The page says files are not sent to its servers; that is a vendor statement, not independent verification.
- Open a copy from your device. Use the file chooser or drag the PDF into the page. Do not select a cloud-import or upload option if the document must remain local. XConverters says its tool reads the file locally.
- Add the marks you need. Use highlights for passages, text notes for comments, and pen marks for arrows or circles. Keep notes short and readable.
- Export and check the new PDF. Download the annotated copy, keep the original unchanged, and open the export in a standard PDF reader to confirm the marks appear as expected. The tool describes its export as a new PDF.
- Consider the document’s sensitivity. Read the site’s privacy statement as well as its product workflow. If your policy requires stronger assurance than a vendor statement, use an approved offline-capable application rather than relying on an unverified website claim.
Which browser-based option fits a no-upload requirement?
| Approach | Documented workflow | Fit for no upload |
|---|---|---|
| Browser-local annotation website | XConverters describes local loading, highlights, notes, pen marks, and browser-side export, and says files are not uploaded. Source: XConverters | Potentially suitable if you accept or independently verify the vendor’s processing claim. |
| Adobe Acrobat online PDF editor | Adobe describes uploading a PDF before annotating it in the browser. Its page says signing in is required to download or share. Source: Adobe | Not suitable for a strict no-upload requirement. |
| Adobe Acrobat Chrome extension with local-file access | Adobe says enabling “Allow access to file URLs” lets the extension open and edit local PDFs. Source: Adobe | A possible local-file route, but the documentation does not establish an independent audit of all file handling or network activity. |
| Browser’s built-in PDF viewer | Mozilla’s PDF.js FAQ says PDF.js is designed for reading and, within the FAQ’s stated scope, does not support adding annotations. Capabilities vary by browser and version. Source: Mozilla | Do not assume it can add and save the annotation types you need; check documentation for your browser and version. |
What “local processing” does—and does not—establish
A website can process a selected PDF locally while still making network requests for other purposes. XConverters says its tool does not send files to its servers, and its page also says it may collect anonymous site analytics. Those statements do not amount to an independent assessment of the site’s data handling.

The tool describes its marks as overlays on PDF pages rather than edits to the existing text. A highlight or drawing is an annotation, not secure redaction: covering text with a mark does not establish that the underlying content has been removed.

Large PDFs may use substantial browser memory and take longer to process on less powerful devices, according to XConverters. Browser annotation features are not universal; Mozilla notes that PDF.js support varies with browser features and version.

How to verify the annotated copy
- Reopen the exported file in a separate PDF reader, not just the annotation page.
- Check that each highlight, note, or pen mark appears on the intended page and is legible.
- Keep the untouched original so you can recover the source document if the export is incomplete or displays differently.
- Do not treat annotation marks as removal of sensitive text; use a separately verified redaction workflow when content must be removed.
Adobe’s online editor describes an upload-first process, while its Chrome extension documents a local-file access setting. They are distinct routes and should not be treated as having the same file-handling workflow.
