Start with the company’s contracts, not its headline revenue. An engineering-and-staffing business may combine hourly staffing, employer-of-record services, placement fees and fixed-fee projects—activities with different margins, cash requirements and accounting. Read the latest filings to identify those economics, test whether reported earnings turn into cash, and measure customer and project risk. Because no issuer or ticker is specified here, this is a framework, not a buy-or-sell verdict on a particular stock.
How does the company make money?
Use the business description, segment disclosures and contract accounting notes to map what the company sells and how it gets paid. A broad label such as “engineering and staffing” does not tell you whether revenue comes from supplying workers, placing candidates, advising on a project or delivering a defined result. Identify the activities that produce sales and profit, then ask what drives billable hours, utilization, pricing, repeat work and the mix of employees and subcontractors.

| Service or contract type | How revenue may be earned | What to examine |
|---|---|---|
| Temporary staffing | Hourly charges for workers supplied to a client | Billable hours, client demand, worker costs, pricing and the gap between payroll dates and customer collections |
| Employer-of-record (EOR) services | Fees or billed amounts associated with employing and administering workers for a client | Which party selects and directs workers, bears employment and nonpayment risks, and whether reported revenue is presented gross or net |
| Direct-hire placement | A placement fee when a candidate is hired | Placement volume, fee terms, hiring cycles and how repeatable the work is |
| Time-and-material engineering | Charges for labor hours and, where permitted, materials or reimbursable costs | Billable utilization, rates, cost recovery and the share of sales that is pass-through expense |
| Fixed-fee project work | A contracted fee for delivering project work or milestones | Progress measurement, estimated total costs, change orders, schedule and margin as work is completed |
| Construction management and subcontracted work | Fees or project revenue tied to managing or coordinating work, sometimes alongside subcontractors | Responsibility for subcontractor performance, payment timing, claims and customer collection risk |
For each segment, distinguish recurring client relationships from short-term assignments and one-off projects. Check whether a reported increase came from more organic work, an acquisition, higher pass-through billing or a shift in service mix; those sources of growth need not have the same effect on profit or cash.

Does reported revenue reflect the economics of the contracts?
Check principal-versus-agent presentation
Read the revenue-recognition footnote and compare the accounting policy with the actual contract responsibilities. If the company controls a service before transfer and is responsible for providing it, it may report the customer charge gross; if it only arranges for another party to provide the service, net presentation may be appropriate. The conclusion depends on the specific arrangement, so do not assume two companies’ headline sales are comparable just because both supply workers.
#1 Best Overall
Maslow Media Group’s fiscal 2025 Form 10-K says the company reports certain staffing and EOR revenue gross because it identifies and hires workers, selects them, sets pricing and duties, and bears the risk of client nonpayment. That is Maslow’s explanation for its arrangements, not a rule for every staffing provider.
Understand when project revenue is recognized
For fixed-fee contracts, determine when performance obligations are satisfied and how progress is measured. Review how the company treats estimates of total costs, unapproved change orders, contract assets and liabilities, and any margin adjustments as projects near completion. A change in cost estimate or a delayed milestone can alter reported revenue or profit before the related cash is collected.
RCM Technologies’ fiscal 2025 Form 10-K describes fixed-fee project work recognized over time using input or output measures, depending on which best depicts transfer of service. It says these project orders are typically performed over six to nine months. That duration describes RCM’s reported work, not a sector norm.

Compare revenue growth with gross profit, gross margin and operating profit by segment. If sales rise while gross profit does not keep pace, investigate whether the cause is lower pricing, a less profitable service mix, higher worker or subcontractor costs, or more pass-through billing. Also check whether acquisitions are included in reported growth and whether the fiscal periods being compared are aligned.
Is revenue translating into cash?
Compare operating cash flow with net income across several reporting periods, then explain the difference through working-capital movements. Growing receivables or unbilled work can absorb cash even when the income statement shows higher sales. Look for a sustained pattern rather than relying on one period’s cash flow.
- Compare receivables growth with sales growth; review aging, allowances and days sales outstanding where disclosed.
- Track contract assets and unbilled receivables, and check whether customer acceptance or milestone approval delays billing.
- Read disclosures about factoring or receivables financing, including eligibility rules, concentration limits and available borrowing capacity.
- Compare payroll and employment-cost timing with customer payment terms, and note any evidence that terms have lengthened.
- Review cash, debt maturities, borrowing availability and covenants to understand how much room the company has if collections slow.
Temporary staffing creates a specific timing exposure: the company may owe wages and employment costs before clients pay invoices. General Employment Enterprises’ filing describes that imbalance as a company-specific example, not evidence of current conditions across the sector. Maslow Media Group’s fiscal 2025 filing also warns that delayed or disputed client payments and reduced receivables financing could constrain payroll and operating liquidity. For the company you are assessing, verify the actual payment cycle and financing arrangements in its filings.

How dependent is the company on a few customers?
Use the latest customer-concentration disclosure to measure both revenue and accounts receivable exposure. The two measures answer different questions: revenue concentration indicates dependence on sales from major clients, while receivables concentration shows how much cash collection may be exposed to a small number of payers.

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Maslow Media Group reported that its two largest customers represented approximately 58.4% of fiscal 2025 revenue and its five largest customers approximately 76.7%. These figures are from Maslow’s 2026 Form 10-K for the fiscal year ended December 31, 2025; they illustrate one issuer’s concentration and are not a peer benchmark or a universal danger threshold.
Then examine what a customer can do under the contract. Check duration, renewal terms, termination for convenience, minimum volume commitments and whether the company works directly for an end customer or through a prime contractor. Consider how long it might take to replace lost work and whether the same end market or public budget supports several seemingly different customers.
Maslow’s filing states: “Our revenue and accounts receivable are highly concentrated among a small number of customers, and the loss of, or reduction in business from, one or more major customers could materially adversely affect our results.” Treat that warning as Maslow’s disclosure about its own exposure; assess the target company from its own concentration note and contract terms.
What can go wrong on engineering projects?
Project execution risk is not limited to missing a deadline. For engineering and construction-management work, read disclosures about contract assets and liabilities, costs and estimated earnings, loss provisions, remaining performance obligations where provided, claims, change orders and project close-outs.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- Compare estimated project costs with actual costs as work progresses; look for provisions or margin revisions on loss-making work.
- Check whether change orders are approved before they are included in estimates or billings.
- Determine whether the company is responsible to the client for subcontractor performance and whether it must pay subcontractors before receiving customer payment.
- Review material insurance, bonds, warranties, litigation and indemnity obligations that could create costs outside ordinary project delivery.
RCM Technologies’ filing describes potential primary liability for subcontractor nonperformance and the risk that customer payment may not arrive before subcontractor payment is due. RCM also states: “The Company’s Engineering segment has entered arrangements to provide construction management and engineering services to customers under which arrangements the Company then engages subcontractors to provide the construction services.” These are issuer-specific disclosures, but they point to contract questions worth checking in any target with similar work.

How cyclical are demand and profits?
Test demand against the end markets and geographies the company actually serves. Staffing volumes can respond to client hiring plans and economic activity; engineering work can depend on project budgets, customer investment and government spending. Seasonality, holidays and project schedules may also affect hours worked and revenue timing.
Compare margins and operating costs during stronger and weaker periods. Recruiting, branch and corporate expenses may not fall as quickly as revenue, creating operating leverage on the downside. RCM Technologies’ annual report describes seasonal demand patterns and competitive pressure in its business; investigate whether comparable forces appear in the target’s own disclosures rather than assuming the same exposure.
What should be compared across candidate companies?
When assessing more than one issuer, normalize the comparison before ranking them. Align fiscal calendars, account for acquisitions and separate organic growth from pass-through sales. Gross-versus-net revenue presentation can make reported sales misleading across companies; compare gross profit and margins alongside revenue.
- Service mix and the balance of recurring staffing or consulting work versus project-based revenue.
- Organic growth, acquisition contribution and pass-through billing.
- Gross profit and operating margin by segment.
- Cash conversion, receivables quality and payroll-funding needs.
- Customer and end-market concentration.
- Fixed-fee estimation exposure and subcontractor obligations.
- Debt, liquidity, dilution and valuation relative to normalized cash generation.
- Governance, audit quality and trading liquidity.
What remains before making an investment decision?
The operating analysis is only one part of underwriting a small-cap stock. For the named issuer, examine valuation against normalized earnings and cash generation; balance-sheet strength, debt and covenant headroom; share issuance and potential dilution; insider ownership and governance; auditor opinions and internal-control weaknesses; filing timeliness; and the liquidity of the shares themselves.
No company is identified here, so its valuation, capital structure, governance, audit record and trading liquidity cannot be assessed. Do not transfer Maslow Media Group’s or RCM Technologies’ reported numbers or policies to another issuer. A target-specific conclusion requires its ticker, latest filings, current market capitalization and share price, capital structure, and relevant recent material events.
