The server records the player in ops.json. Unless you changed the server setting, the new operator receives permission level 4, the highest level.
Godlike.Host offers hosted Minecraft Java servers with its own game panel, SFTP access and free DDoS protection, if you would rather not host it yourself.
Use the console when no operator can run the command, restart after changing the default permission level, and stop the server before editing ops.json. This guide covers Java Edition dedicated servers; Bedrock Edition uses a different administration model and is not covered here.

What an operator is and why the setup matters
An operator, usually called an “op,” is a player whose account is allowed to run server administration commands. Operator status is stored by the server rather than by a particular game session, so it remains when the player leaves and rejoins.
Operator access is powerful. Depending on the stored permission level, an op may be able to change game rules, teleport players, issue moderation actions, alter the world, or stop the server process. Give it only to people who need it, and use a lower level when full control is unnecessary.

The server keeps operator records in ops.json. Each record normally contains a UUID, player name, permission level, and a setting that controls whether the player can join when the server has reached its player limit.
The quickest method: use the /op command
From the server console
- Open the console supplied by your server host, control panel, or the terminal window running the Java server.
- Enter
op PlayerName, replacingPlayerNamewith the account’s in-game name. Do not add the leading slash in a traditional server console. - Submit the command and wait for the confirmation in the console. The server writes the operator record to
ops.json. - Have the player disconnect and reconnect if their client does not immediately reflect the new permissions, then test only the commands appropriate for their role.
From the game
- Join the server with an account that is already an operator and has permission to manage operators.
- Open chat and enter
/op PlayerName. - Send the command. The target player is added to the operator list and can use commands allowed by the assigned level.
The console route is the recovery method when nobody currently has operator status. A player cannot normally grant themselves operator access from an ordinary, non-operator account; someone with console access or an existing authorized operator must perform the change.

If you own or administer the server, run op YourPlayerName in the server console. If another trusted operator already exists, that person can run /op YourPlayerName in game. Replace the example name exactly with the account you use to join the server.
Check that the operator was added
The most reliable check is the operator file. Stop the server normally, or use its management panel, and inspect ops.json only after the server has finished stopping. Your player should have an object containing your UUID, name, level, and bypassesPlayerLimit value.
You can also test a command that matches the intended role. For example, a gameplay administrator might test a permitted gameplay command in a test area rather than trying a destructive command. Do not use /stop as a casual test: level 4 can shut down the server process.

What the permission levels 0 through 4 mean
The default value of op-permission-level in server.properties is 4. Permission levels are cumulative: a higher level includes the capabilities of lower levels. Exact command availability can vary with the Minecraft server version, and published command lists do not agree on every boundary, so treat the examples below as a practical guide rather than an exhaustive command matrix.

|---|---|---|
| 1 | Basic operator recognition | Bypasses spawn protection. This level is generally not allowed to run ordinary administrative commands. |
| 2 | Gameplay administration | Common examples include /gamemode, /give, /tp, and /gamerule; command-block use is also associated with this tier. Verify behavior on your server version. |
| 3 | Moderation and operator management | Common examples include /ban, /kick, /op, and /deop. The exact list is version-dependent. |
| 4 | Full server-process control | Includes high-impact operations such as /stop, /reload, and save-related commands, in addition to lower-level capabilities. |
Level 4 is effectively owner-level control. Do not assign it simply because a player needs teleportation or moderation. A level 2 or 3 entry can reduce the damage caused by an accidental command or a compromised account.
How the default operator level is selected
Open the server’s server.properties file and find:
op-permission-level=4
The number after the equals sign is the default level used when the server grants operator status. Values from 1 through 4 are the useful operator tiers. If you change it, save the file and restart the server; the setting is not reliably applied to a running process.
The change applies to players who are opped after the new setting is active. Existing operator entries keep the level already stored for them in ops.json. If an existing op must move to a different level, edit that player’s entry while the server is stopped, or remove and re-add the player after the new default is active and then verify the resulting record.

Assign a custom level by editing ops.json
Use direct file editing when different operators need different levels or when the default setting cannot express the role you want. This is a server-file operation, not an in-game command.
Before editing
- Make a backup copy of
ops.json. - Stop the server completely. The server writes operator data during shutdown; editing while it is running can be overwritten when the process exits.
- Use a plain-text editor and preserve valid JSON syntax.
- Confirm that you are editing the live server directory, not a downloaded copy or an old backup.
Operator record format
An entry has this general shape:
[
{
"uuid": "PLAYER-UUID-HERE",
"name": "PlayerName",
"level": 3,
"bypassesPlayerLimit": true
}
]
Keep the property names and JSON punctuation intact. The UUID must belong to the intended Java Edition account; a typo can create a record that does not grant access to the person you expect. One guide commonly suggests using mcuuid.net for a UUID lookup, but that is a single-source suggestion rather than an independently verified requirement. Prefer a UUID obtained from your server’s own player data or another source you trust, and check it before saving.
Set level to 1, 2, 3, or 4 according to the role. Set bypassesPlayerLimit to true when that administrator must be able to join even after the server has reached its configured maximum. Use false when the player should obey the normal limit.
Save and validate the change
- Save the edited file in the same location and with the same name,
ops.json. - Check that every opening brace, quote, bracket, and comma is valid JSON. A missing comma can prevent the server from loading the file correctly.
- Start the server and watch the console for file or JSON errors.
- Join with the affected account and test a command suitable for its level.
- If the entry disappears or reverts, stop the server, restore the backup, and repeat the edit while the process is fully stopped.
Allow an operator to join a full server
The bypassesPlayerLimit property controls whether an operator is exempt from the server’s player-capacity limit. In the relevant player object, use:
"bypassesPlayerLimit": true
This does not increase the server’s configured capacity for everyone else; it exempts that operator from the limit. The property belongs to the individual entry, so set it only for administrators who need emergency access when the server is full.

Remove operator access safely
From the console, run:
deop PlayerName
From in-game chat, an authorized operator can run:
/deop PlayerName
The command removes the player from the operator list. Verify the change in ops.json after the server has saved its data. If the account remains listed because of a file-management problem, stop the server and remove the corresponding object manually, keeping the JSON valid.
Why /op is not working
The command says you do not have permission
The account sending the command is not an operator with sufficient authority. Run the command from the server console instead, or ask an existing authorized operator to run it. If you have lost every operator account, console or hosting-panel access is the normal recovery path.
The console reports an unknown command
Make sure you are connected to the Java server console rather than a system shell or a proxy console. In a standard Java server console, type op PlayerName without /. In game, use the slash form /op PlayerName.
The player is still unable to use expected commands
Inspect the player’s stored level in ops.json. A lower level may intentionally omit the command you are testing. Also check op-permission-level only when granting new operators; changing that setting does not upgrade existing records.
The change to server.properties had no effect
Restart the server after changing op-permission-level. Then inspect the newly created operator entry. Existing ops retain their previous stored level, so they must be changed separately.

Your manual edit keeps disappearing
You probably edited the file while the server was running, and the shutdown write replaced your changes. Stop the server first, edit the file, save valid JSON, and then start it again. Keep a backup so you can recover from a syntax error.
The administrator cannot join when the server is full
Set that player’s bypassesPlayerLimit property to true in ops.json, with the server stopped. Confirm that the property is inside the correct player object and that the file loads without errors.

The wrong person received operator access
Immediately run deop PlayerName from the console, then verify the account and UUID in ops.json. If you used a UUID lookup, recheck it against a trusted account record before adding the intended player again.
A safer operator-management workflow
- Decide what the person actually needs: gameplay tools, moderation, or complete server control.
- Set
op-permission-levelto a conservative default for future grants. - Grant access from the console or an already authorized operator.
- Inspect the resulting
ops.jsonentry and confirm the level. - Use
bypassesPlayerLimitonly for administrators who require emergency entry. - Keep a dated backup of
ops.jsonbefore changing roles. - Remove access with
/deopas soon as it is no longer needed.
Never paste an operator command into a public chat or share console credentials. A level 4 operator can stop the server and alter its state, so treat operator status as an administrative credential rather than a cosmetic rank.
Java Edition scope and version caution
This procedure describes Minecraft Java Edition server files and commands. Bedrock Edition was not covered by the source material, so do not assume that its permissions, files, or command behavior are identical. Minecraft server versions can also differ in the exact command set exposed at each level. When a precise command boundary matters, test it on a backup or staging server running the same version as your live world.
