Manage Microsoft 365 users from Users > Active users when you’re working from a person, or from Billing > Licenses when you’re allocating a product. For recurring assignments, use group-based licensing; for repeatable administration, use PowerShell or Microsoft Graph. Before assigning licenses, confirm that seats are available and each user has a usage location.
Choose the right way to assign licenses
| Approach | Best for | What to watch for |
|---|---|---|
| Active users | Adding one user or changing licenses for selected people | Check the scope before using the bulk “Unassign all” option. |
| Billing > Licenses | Assigning one product to users or groups | The assignment panel accepts up to 20 users and/or groups at a time. |
| Group-based licensing | Roles or cohorts whose licenses should follow group membership | Nested groups do not provide full inheritance; allow time for processing. |
| PowerShell or Microsoft Graph | Repeatable administration and automation | Commands, permissions, and design depend on the tenant and task; there is no universal script for every scenario. |
Microsoft documents all four approaches, including user and group management through admin-center pages and automation options. Microsoft’s license-assignment guidance and group licensing guidance provide the relevant details.

Prepare before adding users or changing licenses
- Check seats: Make sure the organization has the required subscription seats. You can create a user without an available seat, but licensed services are not available until a license is assigned.
- Set usage location: Choose the user’s location during creation or before assignment. Users without a specific location inherit the tenant location; Microsoft recommends setting locations explicitly, particularly when people work in multiple regions.
- Use an appropriate admin role: User Administrator or License Administrator can perform these tasks. Microsoft recommends using roles with the fewest permissions and limiting how many users have admin permissions. Avoid using Global Administrator for routine tasks when a narrower role is sufficient.
See Microsoft’s admin-role guidance for role details.
Add users and assign licenses
Add one user
- In the Microsoft 365 admin center, go to Users > Active users and select Add a user. In simplified view, the action may appear as Add user.
- Enter the person’s name, username, and domain.
- Choose the user’s location, then select a license. Adjust the included apps if the person does not need every service in the selected license.
- Optionally configure the user’s role and profile details, review the choices, and finish adding the account.
Microsoft’s full procedure is in Add users and assign licenses in Microsoft 365.

Add multiple users
- Go to Users > Active users > Add multiple users.
- Enter user details as rows or upload a CSV file.
- Choose the shared usage location, licenses, and apps for this batch.
- Review the entries and assignment choices, then add the users.
Directory synchronization and Exchange mailbox migration can also be part of a multi-user onboarding process, but creating accounts through those routes does not by itself ensure that Microsoft 365 licenses are assigned.
Assign or change licenses for existing users
Start from a user
- Go to Users > Active users and select the user.
- Open Licenses and Apps > Licenses.
- Select the products to assign, or clear products to unassign them, then save.
For several selected users, choose Manage product licenses. Confirm whether the operation should add licenses while retaining existing assignments or unassign all. The latter can remove every product license in the operation’s scope, so verify the selected users and intended changes before saving.

Start from a product
- Go to Billing > Licenses and select the product.
- Select Assign licenses, then add users or groups.
- Choose whether to enable specific apps and services for the assignment.
- Assign the licenses.
This product-centered panel accepts up to 20 users and/or groups per assignment. The Licenses page may combine totals for subscriptions that share a product name; Your products displays a separate row for each subscription.

Use groups when assignments should follow membership
Group-based licensing is useful when a user’s entitlement depends on their team, role, or other recurring membership. In Billing > Licenses, select a product and assign it to a supported security, mail-enabled, or Microsoft 365 group. Members receive the group’s assignment, so adding or removing membership governs who is assigned.
Rank #3
- Nested groups: Nested groups are not supported for full license inheritance. Only first-level users are assigned through the group.
- Location: Set each user’s usage location when possible. If a user has none, the tenant location is inherited.
- Processing time: Large membership changes may take time to process. Microsoft cites a group of 100,000 users as an example of a large group; that figure is an example, not a processing-time guarantee.
Move a user between licensed groups without creating a gap
- Add the user to the destination group.
- Open the user’s Licenses page and confirm the new assignment appears.
- Only after confirming it, remove the user from the original group.
Removing the original membership first can temporarily leave the user unlicensed while the new assignment is still processing.
Diagnose failed assignments
Open the product’s Errors & Issues view to see users who did not receive a license and the reported assignment reasons. Common causes include unavailable seats, conflicting services or license plans, and an invalid usage location.
- Read the reported reason and correct the underlying issue—for example, obtain an available seat, resolve a conflicting plan or service, or set a valid usage location.
- Use Reprocess where available to retry the assignment.
- For group licensing, Microsoft documents a limit of 20 users per Reprocess attempt. If more users need retrying, process them in batches.
See the user license-assignment guidance and the group licensing guidance for assignment errors and recovery.

Unassigning a license is not the same as deleting an account, and neither action reduces the number of paid subscription seats. Consider the person’s email, files, retention needs, access, forwarding, and shared-mailbox dependencies before making changes.
Best Value
What license removal means for data and apps
- Exchange Online: Microsoft says Exchange Online data associated with the account is held for 30 days after license removal, then deleted and unrecoverable, subject to retention-policy handling.
- OneDrive: Removing only the license does not delete the files. Deleting the account or removing it through Active Directory synchronization can affect them.
- eDiscovery: A mailbox without a license may no longer be searchable through eDiscovery tools.
- Office apps: Installed apps may show an unlicensed-product or activation error after the license is removed.
Delete the account and adjust the subscription
- For an account synchronized from on-premises Active Directory, delete it in Active Directory.
- Do not delete an account while it is still needed for email forwarding or before handling a shared-mailbox conversion and related dependencies.
- A deleted user’s license may be available for reassignment, but the paid seat quantity is not automatically reduced. A billing admin must change the subscription quantity under Billing > Your products.
Follow Microsoft’s user deletion guidance alongside its license-removal instructions when planning offboarding.
