The right option depends on whether your feedback needs to point to a specific passage.
Add a general comment to a PDF

Open the PDF in Adobe Acrobat Reader.

Choose Add a comment from the Quick action toolbar.

Click the spot on the page where you want the note to appear.

Type your comment in the pop-up, then post it or close the note as prompted.

A page note is useful for feedback about a figure, layout, or general area. If you want your comment tied to exact wording, select that text and use a text markup instead.
Add a text box or suggest replacement wording
Place a text box on the page

Choose Add text comment from the comment tools.

Drag a rectangle where the text should appear, then type.

Click outside the box to apply the annotation.
Insert suggested text at a specific point

Choose Insert text.

Type the suggested wording in the pop-up.

Select Post.
Both options communicate a proposed change as an annotation; they do not directly rewrite the PDF’s underlying source text. Adobe’s desktop instructions for these tools are in Edit comments in PDFs with Acrobat.

Choose Select text, then select the words you want to mark.

Choose Highlight text, Strikethrough text, or Underline text from the markup controls.
These markups draw attention to existing wording without changing the PDF’s source text. See Adobe’s instructions for commenting on selected text or images.
Use Acrobat on the web or Reader on a phone
Acrobat on the web
In Acrobat on the web, open the PDF through Documents. Select text to bring up its context menu, or use Quick Actions to place a general comment. The Comments pane lets you edit, delete, and reply to comments; Adobe says changes in this review workflow save automatically. Labels and steps differ from desktop Reader. See Adobe’s web instructions for adding and managing comments.
Reader mobile
Adobe says Reader mobile supports the same commenting tools, but the exact taps can vary by operating system and app version. Use the controls shown in your app rather than assuming the desktop toolbar labels match.

Why comment tools may be missing
The PDF’s commenting permissions can limit which tools are available in Reader. Adobe says Reader 8 or later can comment when the document’s rights are enabled. The author can enable those rights in Acrobat Pro; Adobe warns that enabling commenting on a digitally signed document invalidates its signature. If a control is unavailable, check with the PDF’s author about permissions before assuming Reader itself is the problem. Reader is free desktop software, according to Adobe’s Acrobat Reader FAQs.
