The server does not store or deliver the ZIP itself. Every player downloads the file from the URL you configure, so the link must point directly to the pack rather than to a web page, login screen, redirect that requires interaction, or an archive containing another archive.

What the server configuration actually does
A Java server sends clients a resource-pack download instruction when they connect. The instruction contains the download address, an optional SHA-1 fingerprint, and a rule describing whether declining the download is allowed. The server is not a file host: it tells the client where to fetch the ZIP, while your web host, file host, or hosting panel supplies the bytes.
Clients use the SHA-1 value as the pack’s identity for downloading and caching. The filename is not the identity, and changing only the URL does not reliably make clients treat an unchanged digest as a new pack. A changed ZIP therefore needs a newly calculated digest.

What you need before editing the server
- A Minecraft Java Edition server that you can stop and restart.
- The finished resource pack as a ZIP file. Keep the ZIP itself as the downloadable object; do not point the server at a folder or an ordinary web page.
- A public HTTP or HTTPS URL that downloads that ZIP directly without a login, manual confirmation, or browser-only viewer.
- The ability to edit the server’s
server.propertiesfile. - A way to calculate SHA-1. On Windows, PowerShell includes the
Get-FileHashcommand used below. - A test account or cooperative player who can connect after the restart.
Make a backup copy of server.properties before changing it. Stop the server before editing so it cannot overwrite your changes while shutting down or saving configuration.
Step 1: Prepare the ZIP resource pack
Keep the pack as one downloadable ZIP
Use the ZIP produced for Minecraft Java resource packs. Upload that exact file, not a screenshot, a directory listing, or a ZIP that contains the real pack one level deeper. The file you calculate the digest for must be byte-for-byte identical to the file your host serves.

Finish changes before calculating the fingerprint
Do not calculate SHA-1 while the pack is still being edited. Adding a texture, changing a model, recompressing the archive, or even rebuilding the ZIP can change its bytes. Complete the pack first, then calculate the digest from the final upload candidate.
Step 2: Put the ZIP at a direct download URL
Choose either a web server you control or a service that creates a public pack URL. The important property is a direct HTTP(S) download. Opening the address in a browser should begin downloading the ZIP, or show the host’s normal download response, without requiring the player to navigate a page.
Self-hosted file
With your own web server, place the ZIP in a publicly readable location and copy its complete HTTP(S) address. Confirm that an unauthenticated browser window can fetch it. If the server returns an HTML error page, a sign-in form, or a directory index instead of the ZIP, Minecraft cannot use that address as the pack source.

Host-provided URL or panel upload
Some pack hosts and game-server panels accept an upload and provide a generated URL, sometimes alongside a digest. One hosting guide recommends MC-Packs for packs up to 100 MB because it generates the URL and hash. Treat any generated hash as a value to verify against the exact file you intend to serve, especially after replacing the upload.
Check the delivered file, not only the upload screen
Download the file from the final public address and compare it with your local ZIP. A host may rename an upload, process it, or leave an older file at a cached address. The digest must be calculated from the same bytes that players receive. If you cannot download the file without signing in, the URL is not suitable for a public server pack.
Step 3: Calculate the lowercase SHA-1 digest
Windows PowerShell
In PowerShell, change to the directory containing the final ZIP and run:
Get-FileHash -Algorithm SHA1 .my-pack.zipPowerShell prints the algorithm, the file path, and a hexadecimal value in the Hash field. Copy that value and convert any letters to lowercase before placing it in server.properties.
What a valid value looks like
SHA-1 is represented here by 40 hexadecimal characters (the digits 0–9 and letters a–f). A claim that the value should contain 64 digits describes a different digest length and is not correct for this setting. Do not add spaces, quotation marks, or a prefix such as sha1:.

Calculate it again after every file change
If you replace, recompress, or otherwise modify the ZIP, run the command again. Keep the old digest only when the served file is byte-for-byte unchanged. The URL may remain the same, but the configured digest must follow the current file.
Step 4: Edit server.properties
Open the file in a plain-text editor while the server is stopped. Find the resource-pack entries and set each value after the equals sign. Do not wrap values in quotation marks. If a key is missing, add it on its own line using the exact spelling shown here.

Minimal configuration layout
Your file should contain one line for each setting. The first two lines receive your URL and digest; the third determines whether the pack is mandatory:
resource-pack=resource-pack-sha1=require-resource-pack=false
After the equals sign on resource-pack, paste the direct download address. After the equals sign on resource-pack-sha1, paste the lowercase 40-character value from PowerShell. Replace false with true only when you are prepared for players who decline to be unable to join.

The prompt accepts JSON text. For example, this format displays a plain message:

If you do not need custom wording, leave the property blank rather than adding decorative text that could make the dialog harder to understand.
Step 5: Save, restart, and test
- Save
server.propertiesas plain text with the filename unchanged. - Start or restart the Minecraft Java server. The new properties are read during startup; changing the file while the process is running does not reliably apply the values immediately.
- Connect with a client that has not recently cached this pack, or clear the relevant cached copy if you are testing an update.
- Confirm that the client displays the download prompt, retrieves the ZIP, and joins with the intended textures, models, sounds, or other assets.
- Test the refusal path. With
require-resource-pack=false, declining should still allow a player to continue. Withtrue, declining should prevent that player from joining. - Inspect the server log and the client’s error message if the download fails. Compare the configured digest with a fresh digest of the file downloaded from the public URL.
Test from outside the machine that hosts the server and file. A link that works only on the host’s local network can appear healthy to an administrator but fail for remote players.

Optional pack: require-resource-pack=false
Use the optional mode when the pack improves presentation but is not necessary to understand or play the server. Players can decline the download and remain connected. This avoids excluding clients with a slow connection, limited storage, or a preference for the default assets, but those players may see a different visual experience from everyone else.
Required pack: require-resource-pack=true
Use the required mode when the pack is part of the server’s intended experience and inconsistent assets would cause confusion. A player must download and accept it; there is no “play without the pack” route. One guide specifies that enforcement requires Minecraft 1.17 or newer, so confirm the client and server versions used by your community before relying on this rule.
Required delivery makes availability of the download service part of your server’s admission path. If the host is down, the URL is private, or the digest is wrong, affected players cannot join until the file service and configuration are corrected.
Updating a pack without leaving players on an old version
Minecraft clients cache packs by SHA-1 rather than by filename or URL. If you replace the ZIP but leave the old digest in server.properties, clients that already have the old digest can continue using their cached copy. They may not receive the textures you just uploaded.
- Build and save the revised ZIP.
- Upload the revised file to the public location.
- Download the file through the public URL and calculate its SHA-1.
- Replace
resource-pack-sha1with the new lowercase digest. - Restart the server.
- Reconnect a test client and verify that the new content appears.
If the URL is served through an intermediate cache, make sure the public address is returning the new bytes before restarting. A changed digest tells the client to expect a different pack, but it cannot repair a host that still serves the previous file.

Troubleshooting common failures
“Pack hash mismatch”
This means the SHA-1 value received by the client does not match the file it downloaded. Recalculate the digest from a fresh download of the configured URL, convert it to lowercase, and replace the property value. Check for accidental spaces, a copied character missing from the beginning or end, a different ZIP compression, or an upload that was replaced after you calculated the value.
Download error or an HTML file instead of the pack
Open the URL without being signed in and inspect what downloads. If it produces a landing page, an access-denied response, a redirect requiring interaction, or an HTML error document, obtain a genuine direct-download address. Confirm that the host permits the file to be fetched by ordinary Minecraft clients rather than only by a browser session with cookies.
Players keep seeing the previous textures
First compare the current public file’s digest with the value in server.properties. If the ZIP changed but the digest did not, recalculate and update it. If the digest is correct, check whether the public URL or an upstream cache is still delivering the old bytes, then retest after the new file is actually available.
Players can join without the pack
Read the exact spelling of the property. The modern key is require-resource-pack; older guides may mention force-resource-pack. Set require-resource-pack=true, save the file, and restart. Also verify that clients meet the version requirement for enforcement noted by the guide.

Ensure the server was fully stopped before editing and restarted after saving. Check that the file is the active server’s server.properties, not a template or a different instance’s file. Confirm that each key appears only once; duplicate entries can make it unclear which value the server reads.
HTTPS advice conflicts with an old tutorial
An older GitHub guide reported HTTPS problems around version 1.16 and suggested also serving the pack over HTTP. That is historical advice rather than a universal current requirement. Test the actual URL with the Minecraft versions your players use, prefer a working secure HTTPS download, and change protocols only when your own compatibility testing demonstrates a problem.
