Put the rules in the video viewers actually see: add a concise text panel or graphic to the stream layout, check that it stays readable without covering the lesson, and test the complete output on a private or unlisted stream before going live. Treat the panel as a reminder, not a gate: it does not make viewers read or accept rules, open YouTube chat, or moderate messages.
Choose where the rules appear
A rules screen in the outgoing video is different from rules or controls in YouTube’s chat interface. If you want the reminder to remain visible in the encoded program, put it in the video layout itself. OBS documents that third-party overlays can be embedded in a scene with a Browser Source; it also says OBS does not directly provide facilities to show stream chat. OBS Project’s chat-overlay documentation describes that distinction.

For a 24/7 educational stream, decide whether the rules should be continuously visible or shown at a particular point in the lesson. A persistent, compact panel is a practical choice when the stream may be joined at any time. This is a design choice, not a YouTube requirement.
Add the panel to the video
If you are building the stream in OBS
- Choose the scene or layout that feeds the stream. Add the rules to the scene containing the lesson video or other material viewers are meant to watch.
- Add the rules as a visual source. Use a text or image element in the scene, or a Browser Source for a third-party overlay. OBS’s documented Browser Source route is for embedding an overlay; it is not a built-in chat display.
- Keep the panel concise. Use a short heading and a few plain-language expectations, such as “Be respectful,” “Stay on topic,” and “No spam.” These are examples, not prescribed YouTube wording. The sources do not specify a required font size, safe-area measurement, or number of rules.
- Position it around the lesson. Check that it does not hide a teacher, demonstration, captions, equations, diagrams, or other material viewers need. View the composition at the size your audience is likely to use, including a small-screen view; do not assume a panel that looks clear on your editing monitor will be legible everywhere.
- Preview the actual program output. Confirm the rules appear in the outgoing image, remain visible as intended, and do not obscure the lesson. A graphic present in the scene is not necessarily evidence that the audience can read or has acknowledged it.
If the 24/7 stream loops an uploaded recording
Put the rules into the recording’s visual layout before uploading it. A graphic in a separate OBS scene will not be part of a previously rendered video unless that video itself contains the graphic. Review the exported recording from beginning to end, including transitions and any alternate lesson segments, to make sure the panel appears where intended.

Plan for chat separately
The graphic communicates expectations; chat settings and people handle participation and enforcement. Google’s Live Streaming Guide advises planning for live chat, using YouTube’s chat tools and having moderators available, or turning chat off depending on available resources. For an unattended or continuous stream, decide who can respond to problems and what to do if nobody is available to moderate. A rules overlay alone does not perform that job.
Check whether chat is available for the specific channel and stream before designing a workflow around it. YouTube says live chat is disabled when a stream or channel is set as made for kids, and its help pages describe other age-related restrictions. Consult YouTube’s restrictions guidance and live streaming help for current eligibility and rules. YouTube also requires streams to comply with its Community Guidelines and Terms of Service; a rules panel does not replace those obligations.

Rehearse before making the stream public
Google’s guide recommends testing the full setup with a private or unlisted stream. Use that run to check the result a viewer receives, rather than relying only on the editor’s preview.
- Verify the rules are visible in the encoded image and do not cover instructional content.
- Check the full loop or program, including scene changes, transitions, and restarts.
- Confirm the chat setting matches your plan and that moderators or an alternative response plan are in place if chat is enabled.
- Check the audience setting and current YouTube eligibility before launch; do not infer that chat is open just because a rules panel is displayed.
Can viewers be made to accept rules before chatting?
The sources cited here establish how to put an overlay into the video and how to plan chat moderation; they do not establish a YouTube feature that forces viewers to read or accept a rules screen before they can chat. Do not present an on-video graphic as a platform-gated acknowledgement. Check current official YouTube documentation for any chat prompt or acknowledgement feature before relying on one.
