How the Internet Works: The Networks, Rules and Groups Behind It

The Internet is a network of independently operated networks. Shared standards and divided coordination keep it interoperable without putting one organization in charge.

The Internet works because independently operated networks connect using shared technical standards—not because one company or government runs the whole system. Its infrastructure is distributed, but coordination keeps names, addresses and protocol rules consistent worldwide. That is why the answer to “Who is in charge?” is not “nobody”: responsibility is divided among network operators, technical organizations and broader governance forums.

What the Internet is—and how it works

The Internet is a network of networks: many separate systems that interconnect and exchange traffic. Internet Society describes it as tens of thousands of interconnected networks run by service providers, companies, universities, governments and other organizations. These networks remain independently operated rather than becoming branches of one central network. Internet Society’s overview of the Internet explains this ecosystem.

It helps to think of the Internet as both physical infrastructure and shared rules. Organizations operate the networks and equipment that carry traffic; common protocols and globally meaningful identifiers allow different networks and devices to interoperate. Open standards also let people build services and publish content without first seeking permission from a central authority. This combination supports participation while allowing separate systems to work together. Internet Society’s explanation of open standards describes their role in enabling interoperability and innovation.

This is the architecture-level explanation: the sources cited here do not establish a detailed step-by-step account of packet delivery, routing, DNS resolution or transport behavior. The important point for understanding who runs the Internet is that its operation depends on many connected networks following compatible rules.

Why there is no single person or organization in charge

No single actor owns or operates the entire Internet. Network operators run their own infrastructure, while other organizations contribute services, equipment, exchange points, standards or coordination. The system works through interconnection and shared technical arrangements, not a central command center.

That decentralization is not the same as having no rules. If every network used incompatible meanings for names, addresses or technical codes, systems could not reliably interoperate. Some functions therefore need consistent coordination, even though that coordination does not give any one body control over all infrastructure, services or users.

Who coordinates names, numbers and protocols

Several communities handle distinct coordination responsibilities. They help maintain consistency across the Internet; they do not act as its owner or singular boss.

Area Who coordinates it What that means
Names ICANN and the naming community Coordinates arrangements relating to globally unique names.
Numbers The five Regional Internet Registries (RIRs) and the numbering community Coordinates Internet number resources through the regional registry system.
Protocols The Internet Engineering Task Force (IETF) and the protocols community Develops and coordinates protocol standards so technical rules can be implemented consistently.

IANA’s overview of its functions explains why certain technical elements require global administration. The IANA functions are performed by Public Technical Identifiers (PTI), an ICANN affiliate. IANA distinguishes the naming, numbering and protocols communities in its overview of coordination arrangements. These specific roles should not be mistaken for authority over every network or online service.

How Internet governance differs from technical coordination

Technical coordination is only one part of Internet governance. Governance also concerns shared principles, rules and decisions that shape how the Internet evolves and is used. A definition adopted in 2005 through the World Summit on the Information Society process describes Internet governance as “the development and application by governments, the private sector, and civil society in their respective roles of shared principles, norms, rules, decision-making procedures, and programmes that shape the evolution and use of the Internet.” The Internet Society’s 2025 policy brief on Internet governance discusses this definition and the broader subject.

In practice, governance involves discussion and decision-making across different institutions and forums, with participation from governments, businesses, civil society and technical communities. It is not a single global legislature. The process can be demanding: Internet Society notes that taking part requires time and resources across global, regional and local forums, and that unpaid volunteers can bear a particular burden. The 2025 policy brief describes this participation challenge.

The distinction to keep in mind

  • Operation: Organizations run networks and infrastructure.
  • Technical coordination: Specialized communities help keep identifiers and protocol parameters consistent.
  • Governance: A wider set of participants and forums shapes shared principles, rules and decisions about the Internet’s evolution and use.

So, no one is in charge of the Internet as a whole. Many organizations operate parts of it, and specific bodies coordinate particular shared functions. That divided responsibility is what lets a global system work without a single central operator.
