Autonomous networking is a staged shift from manual operations and fixed scripts toward systems that interpret objectives, observe network conditions, choose actions and manage defined tasks through controlled feedback loops. For telecom operators, the practical path is to assess a specific use case, build the data and controls it needs, then increase automation only as results and safeguards are validated. It does not mean making an entire network autonomous in one step.

What autonomous networking means for telecom operations

The term can also describe other settings, including self-organizing IoT networks. Here, it refers to communications service provider networks, particularly telecom operations and fixed or transport networks.

In this context, autonomy is about how much of a defined operational workflow a system can handle: from interpreting a goal and monitoring relevant conditions to selecting and carrying out an appropriate action. People may still set objectives, impose constraints, approve sensitive changes or intervene when results fall outside acceptable limits.

That makes autonomy a property of a scenario, not a blanket label for an operator. A company might automate one fault-management workflow while relying on human decisions elsewhere. TM Forum describes six maturity levels, from Level 0, manual operations, to Level 5, fully autonomous operations, and frames assessment around particular scenarios such as radio-access fault management or IP-network quality optimization. TM Forum’s Autonomous Networks Mission sets out this scenario-based approach.

How to assess a starting point

Start with a specific operational problem and domain rather than asking whether the whole network is “autonomous.” Define the workflow boundary: what service or network resources are included, what decisions the system may make, and where a person must remain involved.

Then establish a baseline and a way to measure progress. TM Forum’s framework includes autonomy levels, Key Effectiveness Indicators (KEIs), a target architecture, a roadmap map, operating practices and independent assessment validation. Those elements help distinguish a measured improvement in one use case from an unsupported claim about an entire network.

  • Choose a use case: Identify a concrete operational outcome, such as handling a class of faults or improving service quality in a defined domain.
  • Set the boundary: Specify which network elements, services and lifecycle stages are in scope, and which actions remain subject to human approval.
  • Record the baseline: Measure the current process and its outcomes before increasing automation.
  • Define success and limits: Choose relevant KEIs and specify conditions that should trigger a pause, escalation or human review.

The assessment should describe the scenario and its degree of machine participation, not simply award an operator a single maturity score.

Build observability before delegating decisions

A system cannot reliably select an action if it lacks timely, usable information about the network and the services running on it. Operators need a sufficiently current representation of relevant resources and conditions, plus data that can be interpreted in the context of the use case.

For optical networks, ETSI’s F5G Advanced report describes sensors across optical links, components, channels and service layers for comprehensive real-time data collection. It gives optical time-domain reflectometers (OTDRs) and optical channel monitors (OCMs) as examples. These are optical-domain examples, not universal prerequisites for every autonomous-networking project. See ETSI GR F5G 021, version 1.1.1, November 2023.

In practice, the required observability depends on the decisions the system is expected to make. A fault workflow, for example, needs information relevant to detecting and diagnosing that fault; a service-quality workflow needs visibility into the conditions that affect the service. The technical sources cited here do not establish one sensor set or data architecture that fits every domain.

Express outcomes as intent, not just commands

Intent describes the result a system should achieve and the conditions it must respect, while leaving the system to determine how to meet the goal. TM Forum’s Autonomous Networking Project defines it as: “The formal specification of all expectations including requirements, goals and constraints given to a technical system.” The definition appears on TM Forum’s Intent-based Automation page.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A command or fixed recipe prescribes an action; intent states the expected outcome and constraints. That distinction matters when network conditions change. A system working from intent can, within its approved scope, evaluate conditions and select among possible actions rather than simply replaying a predetermined sequence.

TP-Link AC1200 WiFi Router Dual Band Wireless Internet Router (Archer A54)
  • Dual-band Wi-Fi with 5 GHz speeds up to 867 Mbps and 2.4 GHz speeds up to 300 Mbps, delivering 1200 Mbps of total bandwidth¹. Dual-band routers do not support 6 GHz. Performance varies by conditions, distance to devices, and obstacles such as walls.
  • Covers up to 1,000 sq. ft. with four external antennas for stable wireless connections and optimal coverage.
  • Supports IGMP Proxy/Snooping, Bridge and Tag VLAN to optimize IPTV streaming
  • Access Point Mode - Supports AP Mode to transform your wired connection into wireless network, an ideal wireless router for home
  • Advanced Security with WPA3 - The latest Wi-Fi security protocol, WPA3, brings new capabilities to improve cybersecurity in personal networks

Intent does not remove the need for precise limits. The objective, constraints, permitted resources and acceptable outcomes need to be clear enough for the system to act safely and for operators to evaluate whether it met the goal.

Move from human assistance to governed closed loops

Autonomy increases as machines take on more decisions in a workflow, but the transition should be governed. At Level 3 in TM Forum’s description, machines assist human decision-makers under human oversight. At Level 4, intent-driven predictive analysis supports closed-loop management for service- and customer-experience-driven networks, using AI modelling and continuous learning.

ETSI likewise identifies AI for network-state analysis and automatic decisions as Level 4 differentiators. TM Forum EVP Member Products Andy Tiller described the distinction on July 30, 2026: “TM Forum’s AN Levels framework defines Level 4 as AI-driven, closed-loop automation powered by real-time network intelligence, representing a critical step beyond traditional rules-based automation.” His TM Forum article provides that characterization.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Level 4 is therefore a significant change from merely accumulating more scripts: the system uses observed state and an intended outcome to support predictive decisions and manage a feedback loop. It is not evidence that every network or workflow is autonomous. As decision authority expands, operators need clear scope, constraints, validation and accountability for actions and outcomes.

The six-level taxonomy is a maturity continuum, but the cited public descriptions do not provide a detailed operational recipe for every intermediate level. The useful distinction for planning is the measured increase in machine participation and corresponding decrease in human involvement for the specific workflow being assessed.

Validate one use case before scaling across domains

After a defined workflow has demonstrated that it can act within its constraints and produce measurable outcomes, an operator can consider extending the approach to other services or domains. Do not assume success in one network area proves readiness elsewhere: the data, actions, risks and operational boundaries may differ.

TM Forum’s intent-based automation page describes Catalyst demonstrations including lifecycle management of a 5G network slice through business intent, self-healing and optimization in autonomous domains, and intent-driven V2X infrastructure management. These are demonstrations, not proof of broad deployment or general effectiveness. They illustrate types of workflows that can be explored, not guaranteed outcomes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Scaling should preserve the same discipline used in the first use case: define what is in scope, identify the information required, bound the actions the system may take and evaluate outcomes against a baseline. Where one domain’s results do not transfer, treat the next domain as a new use case to assess.

How to interpret published progress and benefit figures

TM Forum’s mission page presents potential benefits of up to 55% reduction in operations and maintenance costs, a 71% rise in customer satisfaction and a 21% increase in energy savings. These are TM Forum research estimates, not guaranteed results for an individual operator. The accessed page does not state a year, study methodology or baseline alongside these figures, so they should not be treated as a forecast for a particular network. The mission page is the source for the estimates.

In an article dated July 30, 2026, TM Forum reported 500 certified professionals and 23 communications service providers with Level 3+ assessments in key network domains. These are TM Forum’s own progress claims, not an independent census. They indicate activity around skills and assessment, but do not establish universal readiness or a fixed timetable for autonomy. TM Forum’s announcement provides the dated figures.

Capability building is relevant because the transition involves operating practices and assessment as well as technical systems. TM Forum advertises education programs and a dedicated Autonomous Network Levels path; course availability can change, so check its current information before relying on a particular offering.

Questions to ask when comparing autonomy claims

An unqualified “autonomous” label is not enough to compare projects, products or roadmaps. Ask for the evidence in terms of a specific workflow and its boundaries:

  • Scenario and domain: Which network domain and operational use case has been assessed?
  • Decision authority: Does the system execute prescribed actions, or select among actions based on an intended outcome? What human oversight remains?
  • Control behavior: Is the loop reactive or predictive, and what conditions can trigger escalation or intervention?
  • Scope: Which services and lifecycle stages are included?
  • Observability: What network and service information can the system access, and how current and relevant is it?
  • Governance: What guardrails, validation and operational accountability govern its actions?
  • Evidence: Against what baseline and measures are outcomes assessed?

These questions turn a broad maturity claim into something a network operator can evaluate: a bounded workflow, with explicit authority, information, safeguards and measured results.

Standards activity is not the same as an adopted standard

An IETF individual Internet-Draft published February 27, 2026 describes OTN-WDM service automation and related domain-controller requirements as an Autonomous Networks Level 4 scenario. The draft expired August 31, 2026. The IETF Datatracker record labels it an expired individual Internet-Draft with no formal standing in the IETF standards process; it is an example of standards activity, not an adopted IETF standard.
