How are submarines built? As a coordinated program: a navy and shipbuilder develop a design, fabricate and outfit sections, join and integrate them, test the boat at the dock, launch it, and evaluate it at sea before delivery and commissioning. The order and details vary by class, shipyard, country, and propulsion type; the most detailed testing examples available here concern U.S. nuclear submarines.
How are submarines built?
A submarine is not usually made by welding one complete hull and then installing everything inside it. In some programs, large sections called modules—parts of the boat outfitted while workers can still reach them—are built at different sites and brought together for final assembly. Other programs may organize the work differently. The sequence below describes common stages, with program-specific examples identified as such.

Design the boat and prepare production
The navy defines what the submarine must do, and the shipbuilder develops the design into plans and production information. A U.S. Government Accountability Office (GAO) report from 2009 describes a broad shipbuilding progression from concept refinement through basic, functional, and production design, while noting that Navy programs may use different terms. These labels are not a universal submarine-design standard.

If the design changes after construction has started, a yard may have to redesign parts, redo completed work, or install equipment out of sequence. GAO cited the first Virginia-class submarine as an example of a program that reused tested components and had a complete 3D product model before construction began. According to the Navy figure reported by GAO, design-related change orders on that boat totaled 3 percent of its contract price. That is a historical, class-specific figure—not a current benchmark for other submarines.

Some equipment is ordered well ahead of the main construction work because it takes time to manufacture. RAND’s 2005 overview says the U.S. Navy had procured items such as reactor vessels and other large nuclear components two years before the expected contract award. That historical example does not establish a schedule for current programs.
-
Fabricate hull sections and outfit modules
Steel is processed into hull sections and frames. Where a program uses modular construction, workers can install equipment and systems in a section before it is joined to the rest of the boat. Doing some work while sections remain accessible can avoid the cramped conditions that make later cable runs, machinery installation, and welding harder.
The Columbia-class program illustrates a distributed arrangement. Its program website describes major bow and stern components being made at Newport News Shipbuilding, with outfitted modules barged to Electric Boat in Groton for assembly, equipping, testing, and eventual delivery. The page says more than 3,000 suppliers around the country support Columbia-class construction; that figure belongs to this program, not submarine construction as a whole.

Revell Germany Level 1/72 Germany Naval Submarine Type VIIC / 41 (Premium Edition) Model 05163, RV05163- This is a plastic model kit (unbuilt / unpainted) - NOT A TOY
- ASSEMBLY AND PAINTING REQUIRED (glue and paint not included)
- Contains parts to build one model.
RAND’s 2005 account says modular construction had been adopted by the industry by the early to mid-1980s. That is a historical description, not evidence that every yard today uses the same module plan or division of work.
-
Join the sections and integrate the systems
At the main assembly site, workers align and join the sections, incorporate major components, and finish remaining outfitting and system work. The Columbia-class overview describes modules being assembled into a complete, equipped submarine that is tested before delivery. The exact division between work done inside modules and work completed after joining depends on the program and shipyard.
-
Launch the submarine and continue dockside work
Launch, also called float-off in U.S. Navy usage, is the first move into the water—not a declaration that the submarine is complete or ready for service. A Naval Sea Systems Command release dated August 13, 2024, defines it as the point when a ship moves from the builder’s facilities into the water “to begin final outfitting, testing, and crew certification.” The amount of work completed before this milestone varies; GAO notes that shipyards use different launch criteria.

Before underway trials, the builder checks components and systems and conducts dockside testing—checks alongside or before the boat goes to sea. RAND’s description of a new U.S. nuclear submarine includes dockside checks of the reactor plant and propulsion system, as well as tests of other systems, including the combat system. The reactor-plant example applies to nuclear submarines, not to every type of submarine.

Complete trials, resolve deficiencies, and hand over the boat
After trials and required corrections, the builder delivers the submarine to the navy. Delivery, acceptance, commissioning, and authorization for unrestricted operations are distinct milestones; their exact relationship depends on the program. Commissioning is the formal step that places a delivered vessel into naval service.
How long does it take to build a submarine?
There is no current, comparable end-to-end duration established here that applies across submarine classes. A build schedule depends on the design, production arrangement, equipment procurement, workforce, and program circumstances, so a single figure would risk presenting one class’s experience as a universal rule.

One historical measure is narrower: RAND’s 2005 overview says the sea-trial sequence it describes generally takes several months. That statement concerns the trials in RAND’s account of U.S. nuclear-submarine construction; it is not a current estimate for every class and does not tell you how long design and construction take from start to finish.

Sea trials are underway evaluations of the completed boat and its systems, conducted with the future crew in RAND’s U.S. nuclear-submarine account. The reported trial subjects include:
- Hull integrity
- Propulsion
- Sensors and weapons
- Navigation and communications
- Acoustic performance
These are evaluation areas, not a public checklist that establishes the precise test sequence for every submarine. Trials can reveal material deficiencies that the builder must correct before delivery.

Safety approvals depend on the program
For U.S. submarine work covered by SUBSAFE, a NAVSEA manual excerpt describes construction-stage quality assurance and audits, staged approvals for trials and controlled dives, correction of mandatory deficiencies, and certification before unrestricted operations to test depth. SUBSAFE is a specific U.S. safety framework, not a universal definition of submarine trials. The cited manual copy is hosted by a third-party document repository, so its excerpt should not be treated as confirmation of the latest official revision or as a complete description of current operating procedures.
Why the sequence differs between programs
Not every navy, class, or shipyard uses the same construction layout, launch readiness criteria, test gates, or schedule. Public examples show why program context matters: the Columbia-class account documents modules built at multiple sites and assembled at Electric Boat, while a UK Ministry of Defence 2025 annual update reported that five of seven Astute-class boats had been delivered, HMS Anson completed sea trials in April 2024, and Boat 6 launched in October 2024. Those are milestones reported in that dated update, not live program counts.
The broad progression from design to fabrication, integration, testing, and handover is useful for understanding the work, but specific details—especially safety approvals and trial procedures—should be tied to the class and national program they describe.
