Fuel removed from the reactor is stored separately, first in a cooling pool and, when suitable, in dry-cask systems. Meanwhile, workers dismantle activated equipment and identify, decontaminate or remove contaminated materials for shipment to facilities licensed to process, store or dispose of them. These are distinct management streams, and neither is automatically finished when the reactor stops operating.
Decommissioning manages two different radioactive-material streams
When a commercial reactor shuts down permanently, its fuel and the materials affected by operating the plant do not all follow one path. Spent nuclear fuel is removed from the reactor core and managed as a separate, highly radioactive material. Decommissioning waste includes activated components and items contaminated during operation or cleanup, such as equipment, filters, tools and protective clothing.

The distinction matters because a plant can be dismantled while spent fuel remains in storage on the property. Removing the reactor from service, dismantling plant systems and completing cleanup do not by themselves establish that fuel has been transferred to a permanent disposal facility. The U.S. Nuclear Regulatory Commission (NRC) describes these activities within the U.S. commercial-reactor framework; requirements and destinations differ by country, facility, license and waste characterization.
What happens to spent fuel after shutdown?
1. The fuel is removed from the reactor
After operations end, spent fuel is taken out of the reactor and placed in a deep pool at the plant. Water cools the fuel and shields radiation. The pool is a storage system, not a process that makes the fuel nonradioactive.

2. Fuel stays in a pool or moves to dry storage
The NRC recognizes two acceptable spent-fuel storage methods: pools and dry-cask systems. A plant may keep fuel in a pool or transfer fuel to dry storage after it has cooled sufficiently for the particular system. The timing depends on fuel condition and the system’s applicable requirements; there is no universal schedule in which every plant transfers fuel after the same interval.
For dry storage, fuel is loaded into a sealed metal canister. The canister is filled with inert gas and placed inside a shielding structure made of steel or concrete. The system’s functions include containing radioactive material, shielding radiation and managing heat. Many dry systems use natural airflow rather than fans or pumps. Dry storage is engineered and licensed infrastructure, not a way to render fuel harmless.
Canister capacity depends on the fuel assembly type. The NRC’s undated current webpage describes typical systems as holding about two to six dozen spent-fuel assemblies per canister; that range is not a universal capacity for every design or plant.
3. Storage can continue after the reactor is dismantled
A spent-fuel installation may remain at the reactor site after other plant structures and systems have been dismantled. An independent spent fuel storage installation (ISFSI) can be located at a reactor site or at an authorized away-from-reactor location. The NRC describes both site-specific and general licensing approaches, with continuing technical requirements and regulatory oversight. A site-specific license can be valid for up to 40 years, according to the NRC’s undated current licensing webpage. That is a licensing option, not a claim that all storage lasts 40 years or that 40 years is a universal maximum.

Pool and dry-cask storage are both regulated options. The NRC says it has not identified a pressing safety or security reason to require earlier transfer from pools to dry casks. That does not mean that every site can use any storage system: license conditions and site evaluations apply.
How decommissioning waste is handled
Identify which materials are activated or contaminated
Plant structures and components can become radioactive in different ways. Some are activated by exposure to radiation; others are contaminated by radioactive material on or in their surfaces. Decommissioning includes dismantling activated systems and components, which can include parts of the reactor vessel and primary loop, as well as cleaning contaminated items or removing contaminated sections.
Low-level radioactive waste can include familiar industrial or worksite materials that became contaminated or activated: clothing, wiping materials, filters, equipment and tools. The ordinary appearance of an item does not determine its waste status. Its handling and destination depend on how it is characterized and on the applicable license and requirements.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsChoose between decontamination and removal
The licensee decides how to address a component based on factors including the amount of contamination, how readily it can be cleaned, and the comparative cost of decontamination versus shipping the whole component. A component might be decontaminated, have a contaminated section removed, or be shipped for further processing, storage or disposal. The choice is specific to the material and facility; there is no single cleanup method for every component.

The NRC’s decommissioning FAQ says activated materials generally have to be removed from the site and shipped to a waste processing, storage or disposal facility. That statement describes the usual management direction, not one destination for every material. Waste streams are characterized and routed according to their applicable requirements and the capabilities and authorization of the receiving facility.
Package and ship through regulated channels
Radioactive materials leaving the site are handled through licensed industrial and transport arrangements. The appropriate packaging, shipment route and receiving facility depend on the waste stream and regulatory requirements. A general description cannot determine the classification or destination of a particular component: those decisions require facility-specific records and current regulatory materials.
This is not consumer-scale handling. A household radiation meter, respirator, protective suit or general-purpose tool is not a substitute for the trained personnel, engineered systems and regulated facilities used to manage nuclear fuel and decommissioning waste.

Pool storage and dry-cask storage compared
| Feature | Spent-fuel pool | Dry-cask system |
|---|---|---|
| Fuel condition and stage | Fuel is placed in a deep pool after removal from the reactor; pool water provides cooling and radiation shielding. | Fuel is transferred after sufficient cooling for the applicable system. |
| How the system manages fuel | Water cools and shields the fuel. | A sealed metal canister containing inert gas is placed inside a steel or concrete shielding structure; many systems use natural airflow for heat removal. |
| Installation and oversight | Pool storage is an NRC-accepted storage method, subject to applicable requirements. | An ISFSI may be at the reactor site or an authorized away-from-reactor location. NRC licensing approaches include site-specific and general licenses. |
| Can it remain after reactor dismantlement? | Spent fuel can remain stored at a decommissioned reactor site. | An ISFSI can remain after the reactor is decommissioned. |
The comparison is about storage systems and fuel condition, not a universal ranking of safety. The NRC says both methods provide adequate protection under the regulatory framework and does not identify a pressing safety or security reason to mandate an earlier pool-to-cask transfer. Site conditions, system design and license conditions remain relevant.

Interim storage is not permanent disposal
Storage at a reactor site or an ISFSI is an interim arrangement; it is not the same as permanent disposal. The NRC describes the U.S. policy set out in the Nuclear Waste Policy Act as permanent disposal of spent fuel in a deep underground geological repository. The NRC backgrounder in its cited materials reports that no permanent commercial spent-fuel disposal facility is available. Because facility availability is a time-sensitive status, readers should check current NRC and U.S. Department of Energy information for the latest position.
Until a transfer takes place, spent fuel may remain in pools or dry casks at a decommissioned plant. That means “the reactor is decommissioned” and “the site no longer stores spent fuel” are not interchangeable descriptions. The storage installation remains subject to its applicable technical requirements and oversight while fuel is there.
Why “radioactive waste” does not mean one destination
“Radioactive waste” is a broad description, not a single waste class or disposal route. Spent fuel remains a separate, highly radioactive management stream. The NRC describes high-level waste as including spent fuel when accepted for disposal, as well as waste left after reprocessing. Its materials also state that commercial reprocessing is not currently practiced in the United States.

Other decommissioning materials may be low-level waste, but their actual classification and route depend on characterization and applicable requirements. A contaminated filter, an activated component and spent fuel should not be treated as if they were interchangeable simply because all involve radioactivity.

For decommissioning waste, the practical decision factors include the material’s type and contamination or activation, whether it can be decontaminated, the volume and shipment considerations, and the licensed receiving facility and disposal route. The NRC material does not establish a complete current routing chart for every waste class or jurisdiction. A facility-specific determination requires the relevant records and current regulatory materials.
What regulation and oversight cover
The NRC describes its spent-fuel oversight as including requirements and licensing, safety and security oversight, inspection, performance assessment, enforcement and review of operating experience. Cask systems are assessed against site conditions and accident scenarios that can include earthquakes, tornado missiles, floods and temperature extremes. These evaluations do not make a cask universally suitable for every location; site evaluations and license conditions govern its use.
For a particular decommissioning project, the decisive details are therefore not just the name of the material or the storage technology. They include the facility’s license, the characterization of the waste, authorized packaging and transport arrangements, and the receiving facility’s authorization. The U.S. framework described here does not substitute for a facility-specific safety analysis, a disposal determination or an account of practices in other countries.
