For South Africans seeking digital sovereignty, the second meaning is the bigger project: gaining practical control over devices, data, services and the infrastructure that shapes everyday access. A phone modification may offer one narrow form of control, but it cannot by itself change who owns platforms or networks, protect constitutional rights, or build local technological capacity.
What digital sovereignty means for an individual in South Africa
Digital sovereignty is not simply a choice between using a foreign platform and rejecting it. At an individual level, it means having meaningful choices: understanding where your data goes, being able to use services without surrendering more information than necessary, and having options if a provider changes its rules or access. At a wider level, it concerns who develops, governs and controls the technologies and infrastructure people rely on.

These levels connect, but they are not interchangeable. A person can make more privacy-conscious choices without changing the country’s infrastructure. Likewise, a national policy goal about technological independence does not automatically give an individual more control over a phone or account.

Constitutional rights provide a foundation, not a guarantee of platform independence
The Constitution is South Africa’s supreme law. Its Bill of Rights protects privacy, including the privacy of communications, in section 14; freedom of expression in section 16; and access to information in section 32. Section 16 begins, “Everyone has the right to freedom of expression, which includes—” and goes on to protect, among other things, receiving and imparting information and ideas. These provisions establish important rights, but they do not themselves make a user independent of private platforms or service providers. Read the Constitution of the Republic of South Africa, 1996.

Rights are also subject to limits. Under section 36, a right may be limited by a law of general application when the limit is reasonable and justifiable in an open and democratic society, taking the section’s listed factors into account. It is therefore inaccurate to treat privacy or expression as unlimited in every circumstance.
National information-space goals are government policy, not individual guarantees
The Presidency’s account of the 2024–2028 National Security Strategy describes a cyberspace pillar intended to strengthen South African sovereignty in the information space through risk awareness, cybersecurity responsibility among stakeholders and capability building. A separate technology and innovation pillar addresses independent and competitive scientific and technological development, as well as protection of intellectual property. These are policy aims; their publication does not establish that they have been fully implemented or that they remove individual dependence on foreign platforms. What the internet-freedom picture says—and what it does not
Freedom House’s 2025 Freedom on the Net report assesses South Africa for the period from June 1, 2024, to May 31, 2025. It gives the country a score of 73/100 and classifies it as “Free.” The report describes a slight decline in internet freedom associated with disinformation around the 2024 general election, while continuing to examine concerns related to privacy, surveillance and user rights. The score is Freedom House’s assessment, not a government statistic or a standalone measure of every person’s digital freedom. Read Freedom House’s 2025 South Africa report.

An earlier Freedom House report, published in 2024, discussed police possession of IMSI-catcher technology and said the extent of its use was uncertain, alongside concerns about legal oversight. Why changing a phone is not the same as becoming sovereign
Smartphones make the gap between personal choice and ecosystem power visible. A 2021 paper, “Sovereign Smartphone: To Enjoy Freedom We Have to Control Our Phones,” argues that Apple and Google dominate the major smartphone operating-system ecosystems, influencing which applications can run, how they run and what resources they can access. The authors also caution that immediately leaving those ecosystems is impractical for most users. This is a conceptual argument about constrained choice, not a current guide to particular phones in South Africa. Read the 2021 paper.
In that context, “jailbreaking” a phone is at most one possible attempt to change how a device is controlled. The sources available here do not establish that it is safe, lawful in every situation, compatible with a particular South African device, or an effective route to broader digital sovereignty. It should not be presented as a universal fix. Users weighing device modifications need current, device-specific information about security, support and applicable rules before acting.

Practical routes to more control over your digital life
There is no single switch that removes dependence. A more realistic approach is to identify which dependence matters most to you, then choose steps that improve control without creating unacceptable security or usability costs.
Start with the data and accounts you already rely on
- Review privacy and permission settings on the services and devices you use. Remove access that is not needed for a service to work as you expect.
- Check which accounts are essential for communication, work, banking or access to information. Where feasible, keep recovery details current and avoid making one account the only route to everything else.
- Before adopting a new service, consider what information it collects, how you can retrieve your own content, and what happens if you lose access. A convenient service may still create a concentrated point of dependence.
Choose tools for the trade-offs you can accept
Reducing reliance on a platform can mean giving up some convenience, compatibility or access to contacts and services. Alternative tools may not be equally accessible, usable or secure for everyone. Compare options on the matters that affect your situation: privacy and security, dependence on a provider, cost, accessibility, and whether the tool works with the people and services you need.

Support change beyond the individual device
Individual choices cannot substitute for public accountability, resilient infrastructure or local technical capability. The Constitution’s rights framework, public cybersecurity responsibilities and national technology-development goals address different parts of the problem. Engaging with those issues collectively—rather than treating device modification as a complete answer—keeps user agency connected to the wider conditions that enable it.
A useful test for any “digital sovereignty” claim
When a product, policy or modification is described as making users sovereign, ask what kind of control it actually changes. Does it give an individual more control over a device, reduce dependence on one provider, improve privacy, or build locally controlled capacity? What security, accessibility or usability costs follow? Who remains able to set the rules? Those questions make it easier to distinguish a genuine increase in choice from a new form of dependence.
