A small website can block or slow some automated requests, but no universal drop-in “Agent Defence Kit” is established by the available evidence. The practical approach is to combine edge controls for incoming traffic with sensible application security. Neither can make an outside AI agent behave safely after it has read a page.
What would an “Agent Defence Kit” actually need to protect?
“Misbehaving AI agent” can mean several different things. A crawler may collect pages against a publisher’s preferences; an automated client may flood a site or probe its login; an application may have a security flaw; or an agent may read a page containing prompt injection and be manipulated into taking an unsafe action. These problems involve different points of control, so one product label does not imply one complete defense.

| Threat or control | Where it operates | What it can do | What it cannot do |
|---|---|---|---|
| Bot and WAF rules | At the site’s edge, before requests reach the origin | Apply rules to recognized traffic; depending on configuration, challenge, rate-limit, or block requests. | Change an external agent’s behavior after it has received content. |
| robots.txt and crawler policies | At the crawler-policy level; enforcement depends on the crawler or an edge service recognizing it | Communicate a site’s preferences to crawlers, or let an edge provider enforce policy for recognized crawlers. | Require every client to comply or prove that an unrecognized browser session is an AI agent. |
| Prompt-injection defenses | In the agent or application operating the agent | Limit the consequences of manipulative content through system design and constrained permissions. | Be installed by an unrelated website into an agent it does not control. |
| Agent identity verification | Between an automated agent and a compatible site security provider | Help distinguish authorized agents from unidentified traffic where the system supports it. | Provide a universal identity handshake available to every website and agent. |
A useful kit could make these separate controls easier to configure, explain what each one covers, and help monitor false positives. The available evidence supports the existence of useful components, not a generally applicable one-click package that handles every layer.
What can a small site deploy at the edge today?
Start with a maintained WAF or CDN configuration
For a site already using Cloudflare, its documentation describes free Bot Fight Mode, DDoS protection, and access to a subset of managed WAF rules. Bot Fight Mode challenges traffic matching known bot patterns across a domain. Cloudflare says this free mode is not customizable through custom rules and cannot be bypassed with a custom-rule skip action, which can make it a blunt fit for sites that need precise exceptions. Cloudflare’s small-business guidance recommends reviewing traffic and choosing bot and WAF controls according to the site’s needs.

Cloudflare distinguishes this broad mode from Super Bot Fight Mode, which offers more configurable actions and analytics on eligible paid plans. That is a plan-dependent difference in control and visibility, not a guarantee that either mode can infer an agent’s intent. Any challenge or block should be monitored for effects on legitimate visitors and automation.
Make crawler choices deliberately
Cloudflare also documents controls for blocking recognized AI crawlers and configuring crawler policies. These can help a publisher express and enforce preferences for traffic the service identifies. They do not block every possible AI agent: identifiers may be incomplete or spoofed, and an agent using a regular browser session may not appear as a named crawler.

Use such controls as crawler management, not as a general-purpose “AI detector.” Decide which recognized crawlers to allow, challenge, or block, and check the effect on discovery and other useful access before making a broad policy change.

No. robots.txt is a crawler-oriented way to communicate site preferences; it is not an access-control mechanism. A compliant crawler may honor it, but a client can ignore the file. An edge rule can enforce a decision for traffic the provider recognizes, which is different from robots.txt alone.
The MIT AI Agent Index describes a protocol gap: autonomous actors may have no standard way to negotiate terms with a site or prove their identity. A 2025 paper from the Internet Measurement Conference also discusses side effects when an organization uses the same crawler for multiple purposes. Blocking a crawler can therefore prevent unwanted collection while also affecting discovery or other useful access. Check what a crawler does before applying a blanket block.
Can a website protect itself from prompt injection?
Not inside an outside agent it does not control. Prompt injection is third-party content that tries to steer an AI into doing something the user did not request. OpenAI’s March 11, 2026 article, “Designing AI agents to resist prompt injection,” argues that filtering suspicious strings alone is not enough; system design should limit the harm even when manipulation succeeds. Those defenses belong primarily to the agent developer or the operator of the application running the agent.
A site can still protect its own application: keep sensitive information off public pages, secure accounts, and restrict high-impact actions. If the site itself operates an AI agent, use agent-side controls such as least privilege, confirmation before consequential actions, and limits on access to secrets.

Cloudflare’s prompt-injection detection documentation describes a score that can be used in WAF custom or rate-limiting rules. Its named offering, AI Security for Apps, is aimed at AI applications and their requests. It should not be treated as a detector or neutralizer for prompt injection in every external web-browsing agent.

Can legitimate AI agents prove who they are?
There are emerging, partial approaches. AWS describes Web Bot Authentication in AWS WAF as cryptographic verification for authorized automated agents, with verification labels that can be used in WAF policy. This points toward a useful distinction between known, authorized automation and unknown traffic.
It is a capability within a particular provider’s WAF ecosystem, not a universal standard that every small-site host can enable and every agent can use. Until identity mechanisms are more broadly interoperable, site owners still need policies for unidentified traffic and exceptions for automation they rely on.
What should a small-site owner do first?
- Identify the problem. Review available logs and reports to distinguish scraping, request spikes, login abuse, application vulnerabilities, and concerns about how an external agent may interpret page content. They call for different controls.
- Put request controls in the right place. Where appropriate, place a maintained WAF or CDN in front of the origin, then review managed rules and bot settings for the site’s traffic and needs.
- Set a crawler policy. Decide which recognized crawlers to allow, challenge, or block. Treat robots.txt as a request to crawlers, not enforcement, and consider potential discovery or other access side effects.
- Watch for false positives. Check whether rules interfere with legitimate visitors, accessibility tools, search discovery, APIs, or automation the site depends on. Adjust exceptions where the service permits them.
- Protect the application itself. Secure logins and sensitive actions, and do not expose confidential information on public pages. Edge bot controls are not a substitute for application security.
- If you operate an agent, secure that agent separately. Limit its permissions, control access to secrets, and require confirmation for consequential actions. A website’s WAF cannot supply those safeguards to an outside agent.
How to judge whether a “kit” is worth using
- Where does it run? An edge service sees incoming requests; an application control can govern the site’s own functions; an agent-side defense governs an agent’s actions.
- What can it identify? Ask whether it relies on request patterns, crawler identifiers, or cryptographic proof, and what happens to unknown clients.
- What action does it take? Logging, challenging, rate-limiting, and blocking have different consequences for legitimate traffic.
- Can you make exceptions? Check support for the search, accessibility, API, and automation traffic your site needs. Also check whether exceptions are available on your plan.
- What does it actually claim to protect? A request policy may reduce unwanted traffic, but it does not establish that an external agent will resist misleading content after retrieving a page.
Prefer a clearly scoped configuration that explains its visibility, actions, exceptions, and operating requirements over a broad promise to “defend against AI.”
