How Small Hydropower Plants Affect River Flow and Trout Habitat

Small hydropower can reduce flow in bypassed river reaches, change habitat, and affect fish movement. The impact depends on project design and operation.

Small hydropower plants can alter river flow by holding water behind a dam or diverting it through a canal or pipeline. The resulting effects on trout depend on the project’s design, how it is operated, and the river section involved: reduced flow can shrink available habitat, while rapid changes can strand fish or expose spawning and rearing areas.

How can a small hydropower plant change a river?

“Small hydropower” describes a category of project, not one standard arrangement. A facility may impound water behind a dam, divert some of it through a canal or pipeline to turbines, or combine these features. Its effect on a particular river depends on the project configuration, the amount and timing of water diverted, and how the facility changes flow downstream.

Impoundment and diversion affect different parts of the river

An impoundment creates ponded water upstream of a dam, changing a stretch that would otherwise have flowing-water conditions. A diversion routes water away from its natural channel, often through a pipe or power canal before it reaches the turbines. The river section between the diversion point and the point where water returns is called the bypassed reach. It may receive less water than it would without the project.

The U.S. Fish & Wildlife Service describes the risk directly: “Hydropower operations may dewater a section of river (bypassed reach) when water is diverted through a pipeline or power canal.” Whether a reach becomes partly dewatered, and how much flow remains, depends on project operations and any minimum-flow requirements.

Persistent changes are different from short-term fluctuations

A lasting change in how much water flows through a reach is not the same as a rapid operational fluctuation. The Washington Department of Fish and Wildlife’s 1992 review, Hydropower Flow Fluctuations and Salmonids, describes flow alteration as a change from natural or unregulated flow that persists for weeks, months, or seasons. Bypassing a stream section with a penstock—a pipe that carries water toward a turbine—is one way this can happen. The review also treats flow fluctuations as a distinct issue.

That distinction matters for trout. A reach may have a season-long reduction in its typical flow, abrupt changes as operations shift, or both. A plant’s nameplate size alone does not tell you which of those conditions applies.

What does reduced flow mean for trout habitat?

Habitat is the physical space and conditions available to fish; it is not the same thing as the number of trout in a river. When flow falls, less of a channel may remain wetted, and water depth, connectivity, or the suitability of particular areas can change. Shallow margins and connections between pools, for example, may be affected differently from deeper parts of the channel.

A U.S. Forest Service technical assessment found that habitat area for some resident trout, measured using the Instream Flow Incremental Methodology (IFIM), was reduced in some bypassed reaches. That is a finding about particular reaches and measured habitat area, not a result that applies to every trout stream or every small hydropower project.

Habitat measurements do not predict population response by themselves

A smaller area of measured habitat does not automatically tell you how much a trout population will change. The Forest Service assessment treated effects on abundance and growth as context-dependent. Reduced flow may have affected abundance in some settings; in some reaches where cold water limited growth, the assessment considered a growth effect unlikely. Those qualifications matter because local temperature, available habitat, and river conditions shape what a change in flow means for fish.

There is no general percentage in these findings that can be applied to predict trout habitat loss at any small plant. For a specific project, the relevant evidence is local: which reaches are affected, how much flow remains at different times of year, what habitat is available, and what monitoring shows about fish and river conditions.

Why can rapid decreases in flow harm fish?

When water levels fall quickly, fish in shallow areas may be left stranded, or a route back to deeper water may disappear. The U.S. Fish & Wildlife Service’s Region 1 passage guidance identifies stranding in shallow or disconnected areas and the dewatering of spawning and rearing habitat as risks from rapid decreases in flow.

Ramping is the rate at which project flow changes. Limits on ramping can restrict how quickly a facility increases or decreases flow, helping reduce abrupt changes in the river. The possible consequences depend on the location and timing of a change as well as its rate. Numeric recommendations are tied to particular sources, regions, projects, and conditions; the guidance cited here does not establish one ramping threshold for all trout rivers.

Spawning and rearing areas deserve attention because a rapid drop can expose habitat as well as fish. A useful project review therefore asks not only how much water a reach gets on average, but also how flow varies over time and how quickly it can fall during the periods when fish use vulnerable areas.

How can dams affect fish movement and turbine safety?

A dam can interrupt the movements trout make between habitat areas. Fish may also be carried into a turbine water route—a process called entrainment—or pinned against a screen or other structure, known as impingement. The U.S. Fish & Wildlife Service notes that these risks vary with characteristics such as fish species and size, turbine type, and hydraulic head, among other factors.

Fish screens and barriers can reduce the chance that fish enter turbine routes. Fishways and other passage structures can help fish move around a dam, but a suitable design depends on the species and site. The agency cautions that passage solutions vary by species and are not as effective as movement through a free-flowing river. Screening, passage, and flow management address different risks; one measure does not automatically resolve the others.

Which project details matter most when comparing plans?

Two projects described as small may affect trout differently. A useful comparison looks at the configuration and operating conditions together rather than relying on the project label or a single flow figure.

What to compare Questions to ask Why it matters
Project configuration Is there an impoundment, diversion canal, or pipeline? Is any river section bypassed? These features determine which stretches may be ponded or receive reduced flow.
Flow regime What is the baseline flow? What seasonal minimum is left in the bypassed reach, and how much water is diverted? A minimum conservation flow is a required or agreed amount left in the river; its relevance depends on the reach and season.
Rate and timing of change How quickly can flow rise or fall, and when does that happen? Rapid decreases can strand fish or expose spawning and rearing habitat.
Reach and habitat How long is the affected channel? What are its depth, wetted area, water temperature, and access to spawning or rearing areas? Local habitat conditions help explain what a particular flow change may mean for trout.
Passage and screening What routes are available for upstream movement and safe downstream passage? What reduces entrainment or impingement risk? A project can affect fish movement and turbine exposure as well as the amount of water in a reach.
Evidence Are there measurements and findings for this reach and project, or is a claim being generalized from another watershed? Site-specific data are more informative than assuming another river’s outcome will apply here.

These are comparison criteria, not a universal ranking of designs. Without local evidence, no single operating plan can be called best for trout in every river.

What measures can reduce risks to river flow and trout?

Project conditions can address some flow and fish risks. A minimum conservation flow specifies water that must remain in a river section. Ramping restrictions can limit the speed of operational changes. Fish screens and bypass arrangements can reduce turbine exposure, while passage structures can improve access around a barrier. The appropriate combination depends on the project, species, and river conditions; mitigation should not be mistaken for proof that all effects have been eliminated.

For example, FERC’s environmental assessment for Project No. 2337-077 describes proposed measures for that specific project. It is an illustration of how operating and infrastructure conditions can be tailored—not a general prescription for small hydropower.

Proposed measure for Project No. 2337-077 Project-specific detail
Operating mode Run-of-river operation was proposed.
Minimum flow in the bypassed reach The proposal increased the year-round 10 cfs minimum to 30 cfs from March 1 through July 31 and 20 cfs from August 1 through February 28, subject to inflow or the USGS gage flow as a constraint.
Additional release An auxiliary release system was proposed.
Ramping limits The proposal limited ramping to 0.2 foot per hour from May 1 through September 30 and 0.3 foot per hour from October 1 through April 30.
Fish infrastructure Changes to the fish-screen bypass and fish-ladder infrastructure were proposed.

These figures are proposed conditions in one project’s environmental review, not nationally recommended minimum flows or trout ramping limits. Their meaning is specific to that review and its project.

Does “small” or “low impact” mean a project has no river effects?

No. FERC describes its Small/Low Impact Hydropower Projects program as intended for projects expected to have minor environmental effects, including projects involving little change to water flow and use and unlikely to affect threatened and endangered species. That is the program’s stated intent, not a claim that every project has no effect on every river or fish population.

FERC’s project-design and consultation considerations also underline why local configuration and operating conditions matter. A project with a bypassed reach, for example, raises different flow questions from one without one. The program category does not replace examination of the particular river section, flow regime, fish passage, and mitigation measures.

How to assess claims about a specific plant

If you are evaluating a proposed or operating project, look for evidence that connects its design and operation to conditions in the affected reach. A general statement that a plant is small, run-of-river, or low impact is not a substitute for that information.

  1. Identify the river sections involved. Find out whether the plan creates an impoundment, diverts water, or leaves a bypassed reach, and where diverted water returns.
  2. Check flows by season and location. Look for baseline conditions and the minimum flow proposed or required in the affected reach, including any conditions tied to inflow or a gage.
  3. Look at how operations change flow. Check when the plant may alter releases, how quickly flow can rise or fall, and whether ramping limits apply.
  4. Read the habitat and fish evidence for that river. Distinguish measured habitat area from conclusions about trout abundance or growth; check whether findings are specific to the project’s reach.
  5. Review passage and turbine protections. Look for proposed fish screens, bypass routes, fish ladders, or other measures, and identify which fish movement or exposure risks each measure is intended to address.
  6. Separate a project example from a general rule. Conditions adopted or proposed for one facility should not be treated as a standard for another river without supporting local evidence.

What is the practical takeaway?

Small hydropower can change river flow and trout habitat, but the effect is determined by where water is stored or diverted, how much remains in each reach, how operations vary, and whether fish can move safely. Reduced flow can mean less measured habitat in some bypassed reaches; rapid decreases can strand fish and expose habitat. Neither outcome establishes a uniform population response across rivers. The most meaningful assessment is specific to the project and the reach it affects.
