How Semiconductor Fabs Affect Local Water and Electricity Supplies

Semiconductor fabs add major water and electricity demand, but whether a specific community feels the impact depends on local supplies, grid capacity and infrastructure timing.

Semiconductor fabs are large, continuous users of electricity and water. A new or expanding fab can add pressure to local utility planning, particularly where drought, fast-growing industrial demand or grid bottlenecks already constrain supply. But whether it worsens shortages or affects household bills depends on the specific site and utility system. Company-wide water-recycling figures and a manufacturer’s utility-cost disclosures cannot answer those local questions on their own.

Why do semiconductor fabs need so much water and electricity?

Chip manufacturing depends on tightly controlled production environments and processes that must operate reliably. Water and electricity are not incidental inputs: TSMC describes semiconductor manufacturing as using “extensive amounts of electricity and water” in its risk disclosure in the company’s 2025 annual report filed with the SEC in 2026. That statement describes the company’s exposure; it is not an independent estimate of a particular fab’s demand.

Utilities must plan for a fab as an industrial customer with substantial, sustained requirements, rather than treating its demand like a small, flexible load. The consequences of interruption matter to the manufacturer as well as the surrounding system: TSMC says it has experienced occasional power outages, dips or surges associated with its electricity supplier or other consumers on the same grid. This is evidence that the company is exposed to grid conditions, not proof that a fab caused any particular outage.

The local question is therefore not simply whether a facility uses a lot of resources. It is whether water and power systems can serve that demand, alongside homes and other businesses, under ordinary conditions and during periods of stress—and whether infrastructure is ready before production increases.

How much water and electricity do semiconductor fabs use?

What TSMC reported for water in 2024

TSMC’s 2024 Sustainability Report gives the following company-reported water figures. They are useful for understanding the scale of the company’s operations, but they are not measurements of community-level effects.

Measure TSMC-reported 2024 figure How to interpret it
Taiwan fabs’ tap-water consumption 94.6 million cubic meters Company-reported total for Taiwan fabs.
Subsidiaries’ tap-water consumption 14.6 million cubic meters The subsidiary boundary includes sites in China, Nanjing, Washington, Arizona, Japan and VisEra, as well as other reported operations; it is not a single municipality’s total.
Water recycled through recovery systems 284.6 million cubic meters A company-wide reported recovery-system total; it should not be read as an amount of water returned to a local public supply.
Average process-water recycling rate 88.1% TSMC’s reported company-wide process-water recycling rate, not the share of a local watershed available to other users.
Water consumption per unit product 161.0 liters per 12-inch equivalent wafer mask layer TSMC reported this measure was 8.7% lower than in 2023.

These measures describe different things. Tap-water consumption, the volume processed through recovery systems, a process-water recycling rate and water use per production unit are not interchangeable. In particular, the recycling total should not be subtracted from tap-water consumption to infer a community’s net water supply: the figures use different measures and may reflect repeated circulation of water through processes. TSMC’s reporting boundary also matters. The subsidiary figure spans multiple locations, so it cannot be compared directly with the water use of a single city or basin.

What the figures do not establish about electricity

The cited TSMC material establishes that electricity is an important input and operational risk, but it does not provide a comparable site-level electricity-use figure or the share of a local utility’s capacity that a fab uses. The available figures therefore cannot support a numerical comparison of the water and electricity burdens of different locations. A useful power comparison needs the same reporting period and facility boundary, as well as information about the relevant grid and planned demand.

Can recycling keep a fab from drawing on local water supplies?

Recycling can reduce the need for new water by allowing water to be recovered and reused in operations. TSMC’s reported 88.1% average process-water recycling rate and 284.6 million cubic meters recycled through recovery systems in 2024 show that reuse is a significant part of its reported operations. They do not, by themselves, show how much additional water a particular fab needs from its local source.

To judge dependence on a local supply, a reader needs site-specific information about where water comes from and how much is withdrawn or consumed, including the split between potable or other freshwater and reclaimed water. It also matters what “recycled” means in the company’s reporting: the reported rate or volume should be interpreted using the company’s own definitions and boundary. A large recycling percentage can coexist with substantial new-water demand when the operation is large, and a company-wide average can conceal differences among facilities.

Reclaimed-water infrastructure may reduce competition for potable supplies, but only if it is available in the needed quantity and quality when the fab requires it. Sewer connections and treatment or delivery projects also have to be completed on a schedule that matches production. DSET’s 2025 analysis of Taiwan’s semiconductor industry identifies reclaimed-water project timing and sewer connections among the issues relevant to water-system resilience. A project announced for the future does not establish that reclaimed water is already serving a facility.

Do chip factories make water or power shortages worse?

They can add demand to a constrained system, but the effect varies by location and conditions. A fab’s demand may be easier to accommodate where utilities have adequate capacity, supply sources are resilient, and new water or power infrastructure is ready ahead of production. The same facility could create a more serious planning challenge in a drought-prone basin or on a grid with bottlenecks and limited headroom.

In Taiwan, TSMC identifies manufacturing growth and periodic droughts as risks to future water and electricity availability. DSET’s 2025 Taiwan-focused analysis also flags drought vulnerability, grid bottlenecks, renewable-energy expansion, reclaimed-water project timing and sewer connections. Together these sources point to interacting pressures: industrial expansion increases demand, while climate conditions and the timing or capacity of infrastructure affect how readily utilities can meet it.

That is not enough to conclude that a fab caused a particular shortage, outage or service interruption. TSMC’s account of occasional grid events describes exposure to its supplier and other users on the same grid; it does not assign the cause to the company or establish a community effect. To make a causal claim, evidence would need to connect the facility’s demand with a specific supply constraint or event, rather than relying on the fact that the fab and the constraint exist in the same region.

Why location and timing matter

  • Water sources and drought: A facility drawing from a stressed basin has a different planning context from one served by a system with more available supply. Drought can tighten the balance among industrial, household and other demands.
  • Other users: A utility’s capacity serves more than one customer. Existing industries, population growth and seasonal demand can affect how much capacity remains for new production.
  • Grid capacity and peak demand: Annual electricity use alone would not show whether a fab contributes to a bottleneck at a particular time. Utility and grid plans must be considered alongside the facility’s load.
  • Infrastructure delivery: A planned water source, sewer connection, reclaimed-water system or grid upgrade only helps once it is operational and capable of meeting demand.
  • Renewable-energy expansion: New generation may be part of a regional electricity plan, but its timing and connection to the grid matter. DSET identifies renewable-energy expansion as an issue in the Taiwan context, not as proof that a particular project has resolved local constraints.

Will a new fab raise local utility bills?

The evidence here does not establish that a fab raises household water or electricity bills. Residential rates depend on local tariff rules and utility decisions; an industrial customer’s cost change is not evidence of a corresponding household-rate increase or of what caused it.

For example, TSMC’s 2024 Annual Report states that the electricity tariff applicable to the company in Taiwan increased by 25% effective April 1, 2024, compared with the rate applicable to it in 2023. That is a company-specific industrial-rate disclosure. It is not a reported 25% household-rate increase, and it does not show that fab expansion caused residential rates to change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

To assess a local bill claim, look for the residential tariff schedule and the utility’s stated reasons for any rate change, then compare those with records about the fab and utility planning. Without that evidence, the defensible conclusion is that the company’s industrial tariff changed—not that households paid more because of the fab.

How to assess the effect of a specific fab

A useful local assessment compares facility demand with the capacity and plans of the actual water and electricity systems serving it. Company sustainability totals help describe reported operations, but they cannot substitute for local utility, basin, grid and permit records.

  1. Identify the facility and reporting boundary. Establish which fab or campus is under discussion and which production stages or related sites are included in reported figures. Do not treat a multi-country corporate total as a local facility measurement.
  2. Match the time period. Compare figures from the same year where possible. Separate current operations from proposed expansions, and check whether announced infrastructure is completed, under construction or only planned.
  3. Separate water measures. Seek withdrawals or supply by source, reclaimed-water volumes, consumption, wastewater discharge and recycling definitions. Compare freshwater with reclaimed water rather than collapsing them into one total.
  4. Use both total demand and intensity carefully. A per-unit measure such as liters per 12-inch equivalent wafer mask layer provides a different perspective from a facility’s total demand. A lower intensity does not prove that total demand fell if production grew.
  5. Compare demand with local water conditions. Review basin or water-utility information on supply, drought exposure, other users and relevant capacity. Determine whether the fab’s water source is shared with households or other users, and whether reclaimed supply is actually available.
  6. Check power planning at the relevant scale. Look for utility or grid planning records on available capacity, planned fab load, peak demand and bottlenecks. A company-wide electricity statement cannot reveal the share of a particular utility’s capacity used by one site.
  7. Verify infrastructure commitments and dates. Check permits and utility records for water, sewer, reclaimed-water and electricity projects, including expected delivery dates and operating status.
  8. Keep rate questions separate. Compare industrial and residential tariff rules and use the utility’s explanation for household-rate changes. Do not infer a household impact from an industrial tariff disclosure.

This approach can distinguish an established fact—such as a company-reported water total—from a local impact that still needs evidence. For a claim that a fab worsened household reliability, used a particular share of utility capacity or caused a rate increase, the relevant local records need to connect the facility to that outcome.

What can—and cannot—be concluded from company sustainability metrics?

Company reporting is valuable for understanding how a manufacturer measures its own use, recycling and discharge. TSMC’s 2024 figures show substantial reported water recovery and give measures of tap-water consumption and process-water recycling. They also illustrate why a single headline percentage cannot answer every local question: the figures cover specified company boundaries and measures, while a community impact depends on the supply system serving a particular site.

For location comparisons, use the same reporting year and boundary, distinguish freshwater withdrawals from reclaimed water, and keep total use separate from use per production unit. Compare wastewater discharge and recycling definitions rather than assuming they mean the same thing across companies. Then add local drought exposure, competing demand, grid capacity, infrastructure schedules and industrial versus residential tariff rules. A site cannot be ranked as less burdensome for a community based on company-wide recycling percentages alone.

For an individual community, the essential missing pieces are local water-utility or basin data, electricity-utility or grid-planning records, permit documents and comparable demand information for other users. Until those are available, the scale of a company’s reported operations can show why resource planning matters, but it cannot quantify the fab’s effect on household reliability, residential rates or the local utility’s remaining capacity.
