Rockstar says Grand Theft Auto VI is bringing back and expanding the NPC interaction system developed for Red Dead Redemption 2. The challenge, Rockstar North co-studio head Rob Nelson says, is carrying that more expressive approach from a relatively sparse frontier setting into a crowded modern world. That is a meaningful design evolution—not evidence that every character has persistent memory or a fully simulated life.
What Rockstar says carries over from Red Dead Redemption 2
In an IGN interview, Nelson described GTA VI’s NPC interaction system as “returning and evolved” from Red Dead Redemption 2. He said Rockstar had pushed NPC interaction as far as it could in that game and is taking it “much further” in GTA VI.

Nelson framed the development challenge around scale and setting. Red Dead Redemption 2 gave the team room to build richer interactions in a more sparsely populated world; GTA VI asks how that approach feels in a dense, modern environment. Rockstar’s official retrospective on the RDR2 interaction design also points to a deliberate system rather than a wholly new idea appearing with GTA VI.

Nelson’s examples focus on how a character responds when the player intrudes on a social interaction. Stand close to a group as if listening in, or follow someone closely enough to be noticed, and an NPC may turn to address the player, become aggressive, or try to get away. These are developer-described possibilities, not a guarantee that every character will react the same way in every encounter.

GamesRadar’s coverage of the system and promotional footage offers other examples: Jason can praise, scold, pet, or study a dog, while two people quietly move away after Lucia masks up and draws a gun. These moments suggest that character behavior can reflect what is happening nearby, but footage of selected scenes cannot establish how broadly or consistently the behavior works in the finished game.
How the interaction design compares across Rockstar games

The comparison is about interaction design and context, not proof that GTA VI outperforms every other game or that its NPCs operate without limits. Nelson’s account makes “raised the bar” a reasonable description of Rockstar’s stated ambition relative to its own earlier work, rather than an independently measured ranking.

What the reported animation count does—and does not—show
TechRadar reported that Rockstar North co-head Aaron Garbut gave a figure of more than 600,000 animations for GTA VI, compared with 55,000 for Grand Theft Auto V and 300,000 for Red Dead Redemption 2. TechRadar attributes those figures to Garbut in a development interview with The New York Times; they are reported animation counts, not a direct measure of NPC intelligence, unique characters, or simulation depth. The same TechRadar report says Garbut described a Los Angeles-based team focused on realizing NPCs and said each individual NPC was art-directed.

What has not been established about GTA 6’s NPCs
The public statements and footage described above do not establish that every NPC remembers the player persistently, follows an individual schedule, or continues running a detailed simulation off-screen. They also do not establish an NPC population cap, update rate, or whether generative AI is used for dialogue. Animation totals cannot answer those questions. Rockstar’s official GTA VI page is the primary place to check current game and platform information; detailed implementation claims should be treated as unconfirmed unless Rockstar explains them directly.
