How Recycled Construction Waste Can Cut Cement and Steel Emissions

Recycled concrete aggregate can replace some virgin aggregate, while lower-emissions cement and steel reuse target different emissions. The benefits depend on material quality, processing, transport and local demand.

Recycling construction waste can lower buildings’ embodied emissions, but the benefit depends on which material is recovered and what it replaces. Recycled concrete aggregate mainly displaces newly quarried aggregate; lower-emissions cement inputs address cement-related emissions more directly; and reusing structural steel can reduce demand for newly made steel. Sorting, processing, transport, quality and local demand determine how much of that potential is achieved.

What construction waste recycling can—and cannot—change

Construction and demolition waste (CDW) is a major material stream. The European Commission’s Joint Research Centre (JRC) reported in 2023 that it accounts for more than one third of all waste generated in the EU and is mostly concrete. Recovering that material can reduce disposal and demand for virgin resources, but the climate effect depends on the recovered material’s next use.

Crushed demolition concrete can become recycled concrete aggregate, replacing some natural aggregate in new concrete. That does not, by itself, replace cement clinker or steel. To reduce cement-related emissions, projects need to use less cement or use lower-emissions cementitious materials. To reduce emissions associated with structural steel, one route is to reuse recovered steel rather than manufacture an equivalent quantity of new steel.

How the main approaches compare

Approach What it displaces or changes What the reported evidence says Key qualification
Recycled concrete aggregate Some virgin natural aggregate; also diverts concrete from disposal. The JRC’s 2023 EU scenario estimates that 30% average incorporation of recycled aggregate could recover around 30% of annual non-soil CDW. This is a modeled uptake scenario, not a current EU performance figure. Aggregate substitution is not the same as cement substitution.
Avoiding concrete overspecification Unnecessary concrete demand caused by specifying more material or capacity than required. The European Environment Agency (EEA) modeled a 12% reduction relative to its building-sector baseline. The EEA summary page does not state a publication date. The figure is a modeled action-specific result, not a universal project saving.
Innovative or alternative cement types Conventional cement-related emissions, by changing cement type or inputs. The EEA modeled a 16% reduction relative to its baseline. This is distinct from recycling aggregate; the result depends on the cement alternative and the model’s assumptions.
Structural steel reuse Demand for newly manufactured structural steel. The EEA modeled a 15% reduction relative to its baseline. Reuse depends on recovered steel being suitable and available for a new application.
Advanced recycling across CDW pathways Impacts from a range of construction and demolition waste materials and treatment routes. In a 2025 EU life-cycle assessment, the JRC estimated about 264 kg CO2-eq saved and a cost of about €25 per tonne of CDW for advanced recycling. These are pathway-wide estimates, not the footprint or savings of a particular recycled-aggregate concrete mix.

The EEA’s modeled action percentages should not be added together as if they were independent: the agency notes that interactions make the combined benefit smaller than their sum.

How recycled aggregate can help—and where it falls short

Recycled aggregate is made by processing demolition concrete into material that can substitute for some natural aggregate. Its clearest benefits are reducing demand for newly extracted aggregate and putting concrete waste to a useful next use. Whether it lowers the emissions of a particular concrete mix depends on the materials and processes it replaces, as well as crushing, sorting and transport.

The JRC’s 2023 report, Use of recycled aggregates in concrete: opportunities for upscaling in Europe, states: “Moderate incorporation ratios of recycled aggregates are technically-sound.” That finding supports use at moderate levels where material quality and the application are suitable; it is not a blanket approval for every mix, structure or incorporation rate.

There is no single carbon-reduction percentage for recycled-aggregate concrete that applies to all projects in the official evidence cited here. A project-specific life-cycle assessment needs to compare like with like, including the mix design, aggregate source, processing, transport, performance and service life. The JRC’s system-wide CDW savings per tonne cannot be applied directly to an individual concrete mix.

Why headline recovery rates can mislead

The JRC reported an 89% EU construction-and-demolition waste recovery rate in 2025, but warned that the figure can represent low-value recovery rather than high-value circular use. A high recovery rate alone does not show whether materials return to comparable uses, displace virgin materials, or deliver the best available emissions benefit.

In the same 2025 assessment, the JRC estimated that maximum potential from advanced EU CDW recycling using current technology could reduce emissions by about 33 million tonnes of CO2-equivalent annually, using 2020 as the reference year. That is a modeled system-wide potential across waste pathways—not a forecast, a current annual result, or a concrete-product saving.

What determines whether a project realizes the benefit

  • Selective demolition and sorting: Separating materials carefully can improve the quality and usefulness of what is recovered. Mixed or contaminated waste can be harder to turn into a reliable input.
  • Processing and transport: Crushing, treatment and delivery use resources. The distance to a suitable processing facility or buyer can affect the net benefit.
  • Quality and performance: Recovered materials need to meet the requirements of their intended application. For concrete, specifications and performance guidance shape which recycled materials and incorporation levels are acceptable.
  • Standards and market demand: Even a technically usable material may not be adopted if local rules, procurement practices or concrete producers do not support it. Reliable supply and demand need to align.
  • Material-specific choices: Aggregate recycling, cement substitution and steel reuse solve different parts of the emissions problem. A project should identify which material it is trying to displace rather than treating “recycled content” as a single climate measure.

A U.S. Department of Transportation repository report on pavement and concrete (project period 2014–2019; repository record dated 2020) discusses fly ash, blast-furnace slag and glass powder as supplementary cementitious materials. It also notes that specifications can limit their use and that performance guidance is important. These options target cement-related inputs, unlike recycled aggregate, but their suitability depends on the application and governing requirements.

How to read regional estimates

Reported reductions reflect different geographies, interventions and system boundaries, so they are not interchangeable. Infrastructure Australia’s report page, accessed in 2026, projects up to a 23% reduction in upfront carbon for Australia’s infrastructure and buildings pipeline in its 2026–27 strategy scenario. Recycled crushed concrete replacing aggregate is among the strategies identified as having project-level cost savings. This is a scenario for that Australian pipeline, not a global forecast.

A European Commission Directorate-General for Environment summary published in 2022 reports a modeled 40% emissions reduction by 2050 from combining accelerated decarbonization and urban mining in research focused on the Netherlands. That result describes the combined modeled strategy and geography; it should not be read as the effect of recycled construction waste alone.

What a project team should check

  1. Set the target: Decide whether the priority is reducing virgin aggregate, cement-related emissions, new steel demand, waste disposal or a combination.
  2. Identify the actual substitute: Specify what recovered material will replace. Recycled aggregate replacing natural aggregate is not equivalent to lower-emissions cement replacing conventional cement.
  3. Confirm the application requirements: Check relevant standards, specifications, performance guidance and quality controls for the intended material and use.
  4. Assess supply and logistics: Verify that suitable material is available in the required quantity and quality, and account for processing and transport.
  5. Compare life-cycle impacts: Use a project-specific assessment with a clear baseline and system boundary. Do not transfer an EU-wide CDW pathway estimate or a regional scenario percentage directly to a product or building.
