Prediction markets let people trade contracts tied to defined real-world outcomes. A contract’s price can suggest how likely traders think an outcome is, but it is not a guarantee—or a frictionless measure of probability. To understand what a market is really saying, check the contract wording, available trading depth, and the rules and evidence used to settle it.
What is a prediction market?
A prediction market is a venue where participants buy and sell contracts linked to a specified event or outcome. The exchange defines the question and contract terms, including what qualifies as a winning outcome and how it will be determined. Contract designs vary; there is no single universal format.

The Commodity Futures Trading Commission (CFTC) says customers should receive clear information about a contract’s payout, terms, and how settlement decisions will be made. Its consumer guidance puts the price interpretation this way: “A contract’s price reflects traders’ perceived probability of the event outcome.” — Commodity Futures Trading Commission, Understanding Prediction Markets and Event Contracts. How does a binary contract work?
Consider a hypothetical YES contract that costs $0.65 and pays $1 if a stated event occurs, or $0 if it does not. If the contract can be bought at that price, its price is commonly read as implying odds of about 65% before fees and other market frictions. The buyer’s gross payout at settlement would be $1 for a winning contract and $0 for a losing one, subject to the actual contract’s terms.

The 65-cent example is an illustration, not a published statistic or a promise that the event will happen. A price records what participants are willing to trade at under current conditions. It can be affected by fees, the gap between buy and sell quotes, risk preferences, limits on available capital, and the market’s structure. The Federal Reserve describes the $1-if-true, $0-if-false payoff as a binary contract example and explains that sets of contract prices can be used to construct a risk-neutral probability distribution; that framework does not make any one quote a direct, frictionless measurement of real-world probability. How do orders and liquidity affect the price?
An order book lists offers to buy and sell at particular prices and quantities. A limit order specifies a price and quantity; it may be matched with another participant’s order or, on some exchanges, a market maker’s quote. Kalshi’s help material describes how matching, limit orders, and market makers work on that exchange; other venues may use different systems. Kalshi Help Center: Who are you trading with?

Liquidity is the ability to trade without moving the price substantially. A deeper market can generally absorb a larger order with less price movement than a thin market, but depth changes over time and can differ sharply between contracts. The displayed quote may not be available for the quantity a trader wants.
The CFTC notes that customers may trade out of a position before settlement at the then-current market price. That exit price can be above or below the entry price and depends in part on available liquidity. Being able to exit is not the same as being able to exit at the original price or at a desired price. How does a prediction market settle?
Settlement applies the contract’s written criteria and stated evidence source or exchange process. A broad label—such as the name of a candidate, event, or economic indicator—is not enough to determine what qualifies. Before trading, inspect the specific contract for:
- Outcome wording: the precise event, threshold, or condition that makes the contract resolve YES or NO.
- Time window and deadline: which date, time, or measurement period applies.
- Resolution source: the data provider, official announcement, or other evidence the rules specify.
- Settlement and disputes: how the exchange makes its determination and what process applies if it is challenged.
- Payout: the amount due for each outcome, as stated for that contract.
Some binary examples use a $1 payout for a winning contract and $0 for a losing one, but do not assume that every venue or product uses those amounts. The contract and exchange rules govern. CFTC consumer guidance recommends reviewing payout terms and how settlement determinations will be made.

What risks can a price conceal?
A price can be informative without being reliable in every market or at every moment. Thin trading can make a quote hard to execute in size or make it difficult to exit. Ambiguous wording can also leave room for disagreement about whether an outcome meets the contract’s criteria. Transparency of prices alone does not eliminate integrity risks: the CFTC has described enforcement matters involving alleged misuse of nonpublic information and fraud in prediction markets. Do all prediction markets have the same rules?
No. Oversight, contract rules, access, and availability depend on the venue, product, and jurisdiction. CFTC-regulated designated contract markets have exchange responsibilities and applicable regulatory requirements, but that status should not be assumed for every prediction-market service. The CFTC’s economic requirements describe principles applicable to designated contract markets, including position accountability or limits. CFTC Economic Requirements.
