Pakistani tech companies can turn an operational problem into a policy proposal by checking the Ministry of IT & Telecommunication (MoITT) policy register, documenting the impact with verifiable evidence, and taking a focused request to the ministry, relevant regulator, P@SHA, or another suitable industry coalition. Then track whether the proposal is considered, changes the text, and is implemented. The route depends on the issue and on whether the relevant policy is still a draft or already approved.
Start by identifying the policy and its status
Before advocating for a change, establish which rule or instrument is causing the problem, who administers it, and whether there is still an opportunity to influence it. MoITT’s policy register lists policy areas, status, dates, and downloadable documents. Check the live register and the underlying text before acting; status can change.

At the time of the cited listings, the register showed the National Artificial Intelligence Policy as approved on 31 July 2025 and the National Data Governance Policy 2026 as a draft dated 26 June 2026. These are different advocacy situations: a draft may have a consultation process, while an approved policy calls for attention to implementation, later amendments, or related rules.

The PDA homepage later described feedback on the draft as closed. Companies interested in that policy should check the PDA consultation update and PDA homepage for the latest text and implementation arrangements rather than assuming comments can still be submitted. The PDA chairperson described the draft as one that “does not propose unrestricted data sharing, and it does not centralize government data.”

Build a proposal from an operational problem
Define the rule and the effect
Be specific about the friction: for example, a licensing requirement, tax treatment, data-handling rule, procurement process, connectivity issue, skills constraint, export procedure, or compliance obligation. Identify the responsible ministry, regulator, or agency, then cite the relevant instrument and exact provision. Separate what the rule says from how it affects your firm.
Make the evidence auditable
Use dated examples that another person can understand and verify. Depending on the issue, useful evidence may include compliance hours and costs, service interruptions, delayed remittances, effects on exports, or investment uncertainty. State the period measured, the sample, assumptions, and limitations. Label company-level findings as company-level; do not present them as sector-wide estimates without a sound basis.

Ask for a workable change
State the exact amendment or administrative action you want, which body can make it, and how it could be implemented. Explain any transition period, enforcement implications, and safeguards. Address relevant effects on businesses as well as workers, users, public revenue, privacy, security, and competition. Compare possible approaches by effectiveness, predictability, administrative feasibility, implementation burden, and public interest. These are practical proposal-building considerations, not official criteria imposed by the cited institutions.

Use an association for sector-wide issues
When a problem affects many firms, coordinating through P@SHA or another relevant coalition can help present a concise, consistent case. P@SHA’s membership page sets out eligibility and current application information for Pakistan-based businesses whose primary business is IT or ITeS, including associate and corporate categories. Membership details can change, so consult the live page rather than relying on old fee or processing figures.

There are documented examples of association engagement, but they should not be mistaken for proof that a particular channel remains active. A Ministry-led Functional Committee on IT & Telecom met on 8 July 2024, with P@SHA, PTA, Finance Division, Commerce, and the State Bank participating in discussion of an alternative scheme for IT exporters. The Press Information Department release establishes that meeting; it does not establish that the committee is currently operating.
P@SHA also published Federal Budget 2026–27 recommendations, a collective written-submission example. Recommendations are proposals, not enacted policy: verify the relevant budget and legislation before describing any recommendation as adopted.

Use direct channels for company-specific matters
If the issue is specific to your firm, approach the body responsible for the rule through its appropriate channel. A company-specific concern should not be presented as a unanimous industry position unless other firms or a representative body have actually endorsed it. For cross-cutting issues, identify all bodies whose authority is relevant rather than assuming MoITT alone can resolve the matter.
Join issue-specific discussions where available
Multi-stakeholder discussion can bring regulators and affected firms into the same conversation. At an August 2024 roundtable on open data flows and Pakistan’s digital economy, officials and representatives from P@SHA, PTA, SECP, the State Bank, NITB, Google, and Meta discussed data localisation, hosting, and data sensitivity. The PID account documents that event, not an ongoing forum. It reported that participants discussed data localisation and made recommendations on data hosting and data sensitivity.

- Check for a live process. Review the policy register and the relevant ministry or regulator’s notices for consultation dates, submission routes, and current drafts. If a comment window is closed, ask about later implementation engagement or future review instead of treating the old window as open.
- Request a technical meeting when useful. Send a brief note identifying the instrument, operational issue, evidence, and requested decision. Ask which office or forum is responsible and what process follows.
- Submit concise written comments. Make the requested change easy to identify. Attach supporting evidence, explain assumptions and limits, and address plausible public-interest and implementation concerns. Keep detailed data available for follow-up.
- Record the engagement. Keep the submission, supporting materials, meeting notes, written responses, and relevant policy versions together. Track whether a response arrived, whether wording changed, and whether implementation matches the intended result. These are useful internal measures, not a universal official advocacy scorecard.
Distinguish proposals from policy outcomes
A meeting, consultation, or association paper demonstrates that an issue was raised; it does not by itself show that government accepted the recommendation. Confirm outcomes against the final policy, applicable legislation, official notifications, and implementation guidance. This distinction matters especially when reporting on collective submissions such as P@SHA’s budget recommendations or on draft policies whose text may still be changing.
