Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesBefore sending sensitive business data to an AI service, classify the information, check the rules that apply to your sector and use case, and get written answers about where the data goes, how long it is kept, whether it is used for model training, and how it can be deleted or recovered. A provider’s brand, location, or “sovereign” label is not proof of legal compliance or security. Pakistani financial institutions also need to assess specific State Bank of Pakistan restrictions on cloud outsourcing of certain banking customer data.
Start by deciding what data the AI task actually needs
Do not begin with a vendor’s feature list. Begin with the information staff would enter and the harm that could follow if it were exposed, retained, or used in an unexpected way. Classify both the input and any files attached to a prompt; an apparently ordinary document can contain customer details, account information, employee records, trade secrets, credentials, or contract terms.

Use the least-sensitive data that will do the job
- Remove or mask identifiers: replace names, account numbers, contact details, and other direct identifiers where they are not needed.
- Use synthetic or public examples: test workflows with invented records or already-public material before using live business data.
- Limit the prompt: provide only the relevant excerpt rather than an entire customer file, mailbox, database, or contract archive.
- Set approval authority: identify who can approve each category of data for each AI use. A staff member’s access to a tool should not itself authorize sharing confidential information.
If the task cannot be completed without restricted data, pause until the business has confirmed that the use is permitted and the selected service’s exact terms and configuration meet its requirements.
Map the full data flow, not just the provider’s stated region
Ask where each part of the service handles information: prompts, uploaded files, generated outputs, logs, backups, support records, and any data sent to connected tools or plugins. Distinguish storage from processing, and ask which provider affiliates, subprocessors, and support personnel can access each category. Find out what process governs government or law-enforcement access requests.
#1 Best Overall
A statement that data is “hosted in Pakistan” or a provider is “local” does not answer all these questions. Data might still be processed, backed up, or accessed elsewhere. Conversely, a foreign provider’s presence is not, by itself, evidence that it is unsafe or unlawful. Assess the actual product, plan, configuration, contract, and workload.
Compare providers using written, product-specific evidence
Send the same questions to every shortlisted provider and require answers for the exact product tier and configuration you would buy. Record unanswered questions as unresolved procurement risks rather than filling gaps with marketing claims.
Rank #2
| Decision area | Ask the provider | Evidence to review |
|---|---|---|
| Data location and access | Where are prompts, files, outputs, logs, backups, and support records stored and processed? Which affiliates, subprocessors, and personnel can access them? | Data-flow description, region and access terms, and current subprocessor list. |
| Retention and training | What is retained, for how long, and for what purpose? Is customer content used to train or improve any model? Can retention and training use be disabled contractually and in the selected configuration? | Service terms, data-processing terms, and configuration documentation. |
| Security controls | How are data encrypted in transit and at rest? What identity and role controls, tenant separation, key management, vulnerability handling, and continuity arrangements apply? | Security documentation and relevant audit evidence for the service in scope. |
| Incident response | How and when will the provider notify you of an incident affecting your data? Who investigates, what information will be supplied, and how will coordination work? | Contractual notification and cooperation terms, not only a general security statement. |
| Contract and third parties | Can the provider disclose or subcontract data handling, and under what conditions? What restrictions and responsibilities apply? | Executed service agreement, data-processing terms, and subcontracting provisions. |
| Exit and continuity | Can you export data in a usable standard format? How do you request deletion, including from backups where applicable, and what confirmation is provided? What transition help and service continuity are promised? | Portability, deletion, service-level, and transition terms. |
Keep copies of the answers and documents reviewed, along with the approval, use case, data categories, and configuration. Revisit the decision if the provider changes its terms, subprocessors, regions, or product settings, or if the business begins using the tool for a new purpose.
Decide whether a use is ready for production
- Describe the task and data: list the intended AI use, the information supplied, and the people who can access the tool.
- Classify and minimize: remove data that is not necessary, and identify any category that policy, contract, or sector rules restrict.
- Check legal and sector requirements: involve the responsible legal, compliance, privacy, and security teams; regulated institutions should separately assess their regulator’s rules.
- Complete provider due diligence: obtain written answers and examine the actual terms and controls for the chosen tier, not a different enterprise or demonstration product.
- Set safeguards: decide who may use the service, what may be entered, which outputs need human review, and how staff will report a suspected disclosure.
- Approve, limit, or reject: approve only the defined use and configuration. If material questions about access, retention, training, or deletion remain unanswered, do not send the sensitive data.
Human review matters even when confidentiality controls are satisfactory. Decide what errors could cause financial, legal, operational, or personal harm, and require a qualified person to verify consequential outputs before acting on them.

Apply Pakistan’s rules according to the business and workload
Financial institutions: check the SBP cloud-outsourcing restriction
State Bank of Pakistan BPRD Circular No. 04 of 2020, “Enterprise Technology Governance and Risk Management Framework for Financial Institutions,” permits financial institutions to use domestic or offshore cloud services for listed non-core operations and support functions subject to stated parameters. It also says specified banking applications and allied infrastructure holding customer information about deposits, loans and credits, ledger balances, or transactions shall not be placed under cloud-based outsourcing.
The circular addresses board IT committee approval, binding service-level agreements, encryption, logical segregation, data portability and deletion, provision of information to SBP, and controls on third-party disclosure. It specifically calls for encryption at database, storage, and network-transmission levels and logical segregation in financial-institution cloud arrangements. A bank or other covered institution should assess the actual workload against the circular and any current amendments before deployment; do not assume that an AI feature is outside the rule merely because it is embedded in another product.

Other companies: treat the SECP cloud document as a draft unless its status is confirmed
The SECP-hosted “Draft Cloud Adoption Guidelines for Incorporated Companies” discusses data classification—including non-confidential, sensitive official, and secret/classified categories—and the ability to export data in standard formats. The document labels itself revision 0.0. That document alone does not establish that the guidance was finalized or is binding. Check the current official record and its scope before treating it as an obligation; its classification and exportability ideas can still inform internal due diligence.

In an August 5, 2026 update, Pakistan’s Digital Pakistan Authority said consultations on the National Data Governance Policy 2026 had concluded and the policy was moving from draft to final stage. That update concerns a government data-governance development; it does not, by itself, establish a completed private-sector obligation. Confirm the final text, approval, commencement, and scope before relying on it.

The Authority also announced a February 2026 memorandum of understanding with DFINITY concerning a Pakistan subnet and sovereign cloud infrastructure. An MoU announcement does not establish operational availability, commercial service terms, independent security testing, or suitability for a particular company’s sensitive data. Assess any provider or service against the same evidence and workload-specific controls as other candidates.
Verify the current position on personal-data legislation
A 2026 U.S. Trade Representative report says proposed Pakistani personal-data legislation would allow international transfers only in specified circumstances and reports that revisions to the draft had not been publicly available as of December 31, 2025. This is a dated secondary account, not a definitive statement of the law on October 3, 2026. The materials cited here do not establish the current status of a general private-sector personal-data protection law. Before deployment, check primary legal materials for legislation, commencement, regulations, and sector-specific requirements, with qualified Pakistani counsel.

In an August 21, 2026 release, Pakistan’s Ministry of Commerce reported ministerial concern about using publicly available foreign AI platforms for confidential official work and a call for guidance and secure domestic alternatives. That is evidence of a government concern, not proof that every foreign platform is unsafe or that a domestic provider is automatically secure. For a business, the practical response is to prevent uncontrolled disclosure and assess each service using documented data flows, terms, and controls.

Until a particular service and use have been reviewed, staff should not paste or upload confidential customer, financial, employee, legal, or commercial material into a publicly accessible AI tool. They should also avoid entering passwords, API keys, access tokens, or other secrets. Use approved channels and sanitized examples for experimentation, and make the approval boundary clear to employees and contractors.
