The NFL’s emergency third quarterback is a specifically designated rostered quarterback—not a general-purpose replacement a coach can use whenever the first two are struggling. If a team’s first two active quarterbacks cannot participate because of injury or disqualification, its designated emergency quarterback may enter. A player at another position who is already active may also take quarterback snaps, but that does not make that player the designated emergency quarterback.
What the emergency third-quarterback rule allows
Introduced for the 2023 season, the procedure lets a team designate an emergency option without using an ordinary game-day active-list place. The NFL’s official Q&A describes the designee as a “bona fide quarterback” for a regular-season or postseason game.

The designation is conditional: the team’s first and second quarterbacks must be on the game-day active list, and the team must have two bona fide quarterbacks on that list. The emergency player must be a bona fide quarterback from the team’s 53-player roster; an elevated practice-squad player is not eligible under the procedure described in the NFL’s 2023 approval announcement and Q&A.

The NFL’s 2023 announcement described ordinary game-day active lists of 47 or 48 players, with the 48-player option tied to carrying eight offensive linemen. Those figures are season-specific context, not a timeless active-list count.

When can the emergency quarterback enter?
The emergency quarterback may be activated if either of the first two quarterbacks on the game-day active list cannot participate because of injury or disqualification. The NFL’s Q&A says the procedure cannot be used simply because a coach chooses to remove a quarterback for poor performance or conduct. The NFL Record & Fact Book also describes activation when one of the first two quarterbacks is undergoing a medical examination.
Who can play quarterback in an emergency?
| Player | Can take quarterback snaps? | Can be the designated emergency third quarterback? |
|---|---|---|
| Rostered bona fide quarterback designated under the procedure | Yes, when the activation conditions are met. | Yes, if the roster and game-day requirements are satisfied. |
| Active-list player at another position, such as a tight end | Yes. The NFL’s Q&A says an active player at another position may play quarterback and gives a tight end as an example. | No—not by virtue of being active or taking quarterback snaps. The special designation requires a bona fide quarterback meeting its conditions. |
| Elevated practice-squad player | Not established by the emergency-third-quarterback procedure itself. | No, under the 2023 procedure described by the NFL. |
So, if both quarterbacks are hurt, a running back or tight end who is already on the active list may be used at quarterback. That is positional flexibility, not a way to designate that player as the emergency third quarterback. “Third quarterback” here means the emergency designee, not necessarily whoever is third on the depth chart.

What changed after the 2023 procedure?
In 2024, the NFL approved a proposal to let teams elevate a bona fide quarterback from the practice squad an unlimited number of times to serve as the emergency third quarterback. NFL.com later reported that the NFL Players Association vetoed the change and that the procedure reverted to the 2023 parameters. See the NFL.com report for that account. Accordingly, unlimited practice-squad elevations should not be treated as operative based on the proposal alone.
