The August 2026 U.S. drone tariffs are designed to encourage domestic production and reduce reliance on foreign-made unmanned aircraft systems (UAS) and components. They do not, by themselves, prove that U.S. production or supply-chain resilience has improved. The rates depend on the product, entry date, origin and eligibility for specific relief.
What the tariffs cover—and when they start
President Donald Trump signed Proclamation 11055 on August 13, 2026, invoking Section 232. For covered products, the new duties generally apply in addition to other applicable duties. The measure uses separate product lists and start dates, so a drone or component’s classification matters.

These rates apply to the products specified in the proclamation’s annexes, not automatically to every drone, battery, motor or part. The 25 kg dividing line is a tariff threshold, not a measure of market size or production. The administration can add components if the Commerce Secretary makes the required findings; any effective date for added coverage is to be set by Federal Register notice. The proclamation also requires import monitoring and a review update within 120 days. Check current HTSUS classifications and notices before making a customs or compliance decision. Which products may get a lower rate or delayed start?
Conditional rates for certain trading partners
Covered goods originating in Japan, South Korea, Taiwan, Switzerland, Liechtenstein or an EU member state have a maximum total rate of 15%; covered goods originating in the United Kingdom have a maximum total rate of 10%. These are conditional caps, not blanket country exemptions. Importers must certify that substantially all critical components and technology originate in the United States or the specified partner country. The proclamation directs the Secretary to establish how products qualify.

180-day delay for qualifying listed products
A 180-day delay is available for qualifying products that appeared on specified Blue UAS and FCC lists as of September 2, 2026. The delay is limited to products meeting the proclamation’s conditions; it is not a general pause for all drones or imports from a particular country. Importers should verify the relevant list status and eligibility for the product and entry in question.
How the onshoring incentive is meant to work
The proclamation directs the Commerce Department to create a program for eligible new U.S. production facilities. A company seeking approval must submit a plan committing to build, refurbish or expand a facility, with construction to begin before January 20, 2029. During construction, an approved company may receive relief from applicable Section 232 duties on covered supply-chain imports and necessary equipment.

Relief is constrained by the anticipated output of the planned facility; it is not an unlimited waiver. Plans can be monitored, and benefits may be rescinded if a company fails to meet its commitments. The measure therefore links temporary import relief to a promised production investment, while leaving program eligibility and implementation subject to Commerce’s process.

The proclamation argues that reliance on foreign imports could leave U.S. supply chains vulnerable to geopolitical disruption or natural disasters. It names motors, electronic speed controllers, lithium-ion batteries and docking stations as examples of components on which many U.S. commercial manufacturers depend on foreign sources. It also says domestic capacity may not meet anticipated military and commercial requirements at the needed speed and scale.

The administration also cites cybersecurity concerns, saying some foreign UAS software could transmit data to manufacturers abroad. These are the government’s stated findings and rationale, not independently established measures of current dependence, capacity or cybersecurity risk in the proclamation.
The policy builds on Executive Order 14307, issued June 6, 2025, which called for safe commercialization, scaled domestic manufacturing, secure supply chains and exports of trusted U.S.-made drones. The order said, “Building a strong and secure domestic drone sector is vital to reducing reliance on foreign sources, strengthening critical supply chains, and ensuring that the benefits of this technology are delivered to the American people.” It also directed agencies, where permitted by law, to prioritize U.S.-manufactured UAS and strengthen supply-chain protections. What an importer or manufacturer should check
For a shipment or sourcing plan, work through the details in this order. A tariff rate alone does not establish the full landed cost or whether an exception applies.

Determine whether the exact item appears in Annex I, II or III and confirm its applicable tariff classification. For a UAS, check the weight threshold and whether it incorporates a thermal imager.
- Check the entry date. The main listed duties start September 3, 2026; Annex III’s separate component duty starts February 9, 2027. Then assess whether the product meets the conditions for the 180-day Blue UAS/FCC timing delay.
- Verify origin and certification. If seeking a partner-country cap, confirm the product’s origin and whether substantially all critical components and technology meet the U.S. or relevant partner-country condition.
- Assess an approved production plan. For potential construction-period relief, check Commerce program eligibility, covered imports and equipment, the facility-output limit, and the plan’s construction and performance commitments.
- Calculate total import charges. Include the applicable Section 232 duty alongside other duties and charges; the proclamation does not make the listed rate a complete landed-cost calculation.
- Recheck current rules. Component coverage and implementation can change through notices. Confirm current HTSUS treatment and Federal Register guidance before relying on a classification or preference.
Do the tariffs show that supply chains are already more secure?
No measured result is established in the official materials cited here. The proclamation and executive order describe intended outcomes—more U.S. production and less dependence on foreign sources—but do not report that the tariffs have increased domestic output, reduced prices or improved supply-chain resilience. The policy’s effect will depend in part on whether companies build the promised capacity, whether domestic suppliers can meet demand, and how importers respond to the costs and exceptions.
