Naval missile tests start with a question about what a weapon or system must demonstrate. Planners turn that question into a scenario, schedule, evidence plan and safety review, then determine whether a designated range can support the test and manage its hazards. The precise approval sequence varies: public Navy documents describe planning artifacts and range-safety tasks, but do not establish one workflow for every program.
How naval missile tests are planned
Planning begins by defining what the test must evaluate: a capability, limitation, interface or operational behavior. That objective shapes the test scenario and the evidence needed to judge the result. NAVAIR planning documentation describes artifacts such as test-firing matrices, detailed test plans, support plans, mission firing plans and data-requirements plans, alongside consideration of the applicable Test and Evaluation Master Plan.

Turn the objective into a test scenario
The scenario specifies what will happen during the test and what conditions matter to the evaluation. Planners identify test cases, schedules, target presentation needs and the data to collect. A range must be capable of accommodating that specific operation, including its instrumentation and support requirements.

NAVAIR’s statement of work calls for reviewing range restrictions, environmental hazards, target-presentation capability and the range’s ability to support the planned operation. It also identifies range-safety operation plans, range-safety approvals and environmental impact assessments among relevant planning materials. These documents show representative tasks, not a single mandatory approval chain for every Navy test. NAVAIR statement of work

Why use a designated range?
A designated range is useful when its geography, instrumentation, operating controls and support services match the test objective. Range choice is therefore both a capability question and a safety question.
- Room and separation: Sea or land ranges can provide space for trajectories, target presentations and hazard areas. The Navy’s 2025 Pacific Missile Range Facility assessment describes broad ocean areas and an isolated, relatively encroachment-free setting as useful to training and testing. - Instrumentation and data: Range systems help collect evidence about a weapon’s performance. Point Mugu is an instrumented missile test sea range; White Sands describes radar, optical, telemetry and meteorological instrumentation. NAVAIR: Point Mugu NAVSEA: White Sands Detachment
- Safety and clearance: Range specialists coordinate surveillance, safety of flight and clearance for use of the range. VX-30 describes these responsibilities for the Point Mugu Sea Range, including telemetry support. NAVAIR: VX-30 Range Department
- Controlled scenarios and follow-up: A controlled environment can support repeatable scenarios and post-test analysis. White Sands describes recovery and forensic examination of components as part of its testing work. NAVSEA: White Sands Detachment
- Development and operational evaluation: Some ranges support both developmental tests and operational evaluation, allowing testing in a setting relevant to fleet use. NAVAIR: Point Mugu
How range safety and public notices fit in
Safety analysis is specific to the proposed operation. It may consider the planned trajectory, the probability of system failure and the population near possible flight paths. Range staff also coordinate clearance and notices affecting nearby air and sea space.

In a March 2026 draft environmental assessment for the Navy’s JFC program, the Navy says notices to mariners and airmen would be issued before tests and that range-clearance and notification procedures would be determined. For the flight tests described in that assessment, the PMSR Range Safety Office would not allow a test to proceed if calculated public casualty risk exceeded the RCC 321-23 criterion: no greater than a 1-in-1,000,000 probability of casualty for members of the public on any single mission. The assessment attributes that criterion to the Range Commanders Council’s 2023 standard; it is an example for that program, not evidence of a universal numerical threshold for all Navy tests. What different naval test examples show
“Missile test” does not describe just one kind of event. Public examples illustrate distinct objectives and settings rather than a single template.

Developmental test at a sea range
On 28 August 2026, the Navy reported a Harpoon Coastal Defense System developmental test at Point Mugu Sea Range intended to validate the system’s ability to engage a target vessel. U.S. Navy: Harpoon Coastal Defense System test

The Navy has also described a scheduled test of unarmed, life-extended Trident II missiles launched from USS Wyoming on the Eastern Test Range. This is a particular public example, not a general pattern for every missile test. U.S. Navy: USS Wyoming Trident II test

Shipboard structural firing
A structural test firing asks a different question: whether a ship’s structures, equipment and systems operate satisfactorily after a weapon is fired. The evaluation can include personnel hazards such as toxic-gas intrusion or damaging noise. It is a ship-safety assessment, not the same thing as testing a missile’s full flight. U.S. Navy / NAVSEA: structural test firing
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsWhat public documents do—and do not—establish
Public Navy materials make clear that test objectives drive the scenario and evidence plan, while range capabilities, environmental constraints and safety coordination shape where and how an operation can proceed. They document examples of planning artifacts, risk analysis and range support. They do not establish the exact approval authorities or sequential decision gates for every individual Navy missile test, so those details should not be assumed to be identical across programs.
