NASA’s approach is to pair robots that move lunar soil with robots that can assemble modular structures, then support those systems with power, communications, dust protection and technologies for using local resources. The aim is infrastructure that can help people and science operate for longer near the Moon’s South Pole. The key distinction: these are development projects, design goals and potential applications—not evidence that robots have already built a lunar base.

What NASA means by lunar infrastructure

Infrastructure on the Moon is more than a habitat. It includes the prepared ground and protective features that make a landing or work site usable, as well as structures and services that support later operations. NASA’s lunar surface technology portfolio treats construction as one element in a connected system that also includes reliable surface power, communications, dust mitigation, robotics and in-situ resource utilization (ISRU)—the effort to make use of materials found locally.

That framing matters because no single construction robot can create a functioning outpost by itself. Excavation can move soil, but it does not automatically turn that material into oxygen, water or building components. An assembled structure still needs a power source and a way to communicate with operators or other systems. The technology has to work together in a place with extreme temperatures, abrasive dust, difficult lighting and uncertain terrain.

NASA’s stated goal is to develop capabilities for long-duration exploration and science, particularly near the lunar South Pole. The portfolio includes technologies at different stages: some are being developed or tested on Earth, some are intended for future delivery, and some adjacent capabilities have flown to the Moon. Those stages should not be mistaken for a completed construction system.

How robotic construction could work, step by step

A plausible workflow begins with understanding the site and ends with connecting the infrastructure to services such as power and communications. NASA’s cited projects do not establish a complete, scheduled construction sequence; the steps below explain how the capabilities fit together.

  1. Survey and navigate. Robotic systems need to map the terrain, identify rocks and other hazards, and plan movement in difficult lighting. NASA’s project work addresses these operating challenges, but the cited material does not describe a specific lunar survey robot or a finished autonomous site-planning system.
  2. Prepare the ground and move soil. An excavator such as the Infrastructure Pilot Excavator (IPEx) is designed to dig, collect and transport loose regolith—the layer of soil and broken rock covering the Moon. This could support site preparation and move material closer to where it is needed.
  3. Decide whether local material can serve the task. NASA connects regolith handling to construction and ISRU. Local material could reduce reliance on hauling every required resource from Earth, but the IPEx itself is an excavator and transporter; NASA does not describe it as extracting oxygen or manufacturing structures.
  4. Assemble components. ARMADAS explores autonomous robots that fit modular building blocks, called voxels, together into structures. The concept is meant to allow systems to be assembled or reconfigured from modules rather than relying on a single large structure launched fully built.
  5. Connect and protect the result. NASA’s broader concepts include surface power, communications structures, and conduits for power or data. Dust protection is also relevant to keeping equipment usable. These are parts of a proposed infrastructure ecosystem; the cited material does not show an operational robot-built network on the Moon.

The sequence is a way to understand complementary capabilities, not a NASA mission plan that assigns each task to a specific robot. Site conditions, available power, mission needs and the maturity of the hardware would determine what could actually be deployed.

IPEx: a robot designed to excavate and haul regolith

NASA describes IPEx as a combination of bulldozer-like and dump-truck-like functions. Its hollow bucket drums carry scoops that rotate in opposite directions to dig into and collect soil. NASA says the counter-rotation is intended to reduce reaction forces, an important design consideration for a lightweight machine working in reduced lunar gravity.

The project page gives a design target of handling up to 10,000 kilograms of regolith in a single lunar day. That figure is a stated target, not a measured lunar result, and it should not be read as demonstrated throughput. The page also describes testbed simulations at Kennedy Space Center that address challenges such as harsh lighting and rocks. IPEx builds on NASA’s earlier Regolith Advanced Surface Systems Operations Robot (RASSOR) work.

If developed for lunar use, an excavator could contribute by moving material for site preparation or by delivering feedstock to another system. That is different from constructing a finished wall or habitat: excavation and transport handle loose soil, while shaping, processing or assembly would require other capabilities. NASA’s description does not establish a complete lunar construction chain or state that IPEx has operated on the Moon.

ARMADAS: robots that assemble modular structures

NASA’s Automated Reconfigurable Mission Adaptive Digital Assembly Systems (ARMADAS) project focuses on autonomous robotic assembly. Its builders work with lightweight modular components called voxels, joining them to form larger systems. NASA describes a goal of developing a small, satellite-sized payload that could unpack and assemble into functioning systems.

NASA’s illustrations show potential applications including shielding, habitats, communications towers and arrays, elevated solar arrays, landing-area protection and rail systems. The project page also says voxels could be made from different materials, including lunar soil. That is a potential capability, not proof that a lunar robot can manufacture voxels from regolith or assemble them on the surface.

ARMADAS is related to the broader idea of in-space assembly, sometimes described as in-space servicing, assembly and manufacturing (ISAM). NASA explains that assembly can bring two or more separate parts together into a functional structure. Sending pieces separately can make it possible to build systems that would otherwise be too large for a launch vehicle’s fairing. NASA identifies lunar or Martian surface habitats as potential applications, but this rationale does not supply a construction date or confirm a lunar deployment.

IPEx and ARMADAS do different jobs

These projects are complementary rather than direct alternatives. One addresses loose material and movement; the other addresses assembly from modules. Their evidence also differs: NASA describes IPEx through its excavator design, target capacity and testbed work, while ARMADAS is presented as a developing assembly technology with terrestrial demonstrations and potential lunar uses.

What has flown, what is being developed and what remains a concept

Distinguishing construction hardware from adjacent demonstrations helps set realistic expectations. A dust shield or communications payload can prove a useful surface capability without showing that a robot has built infrastructure.

  • Reported lunar demonstrations: NASA reports that its Electrodynamic Dust Shield removed regolith from its surfaces during Firefly’s Blue Ghost Mission 1 in 2025. NASA also reports that Nokia’s 4G/LTE Lunar Surface Communications System powered up and transmitted operational data after landing in 2025. These are demonstrations of dust mitigation and communications, respectively—not robot construction.
  • Ground and simulated development: NASA describes IPEx testbed work at Kennedy Space Center to address harsh lighting and rocks. Its 10,000-kilogram figure remains a design target rather than a lunar performance result.
  • Developing assembly technology: ARMADAS’s terrestrial development and potential-use illustrations establish an area of technology work, not a lunar deployment or completed surface structure.
  • Planned delivery context: In an August 4, 2026 update, NASA said Griffin-1 was planned for launch in late 2026 with five NASA payloads aboard Astrolab’s FLIP rover. NASA described the flight as supporting surface mobility, technology demonstrations and longer-duration lunar operations. The date and configuration are plans that can change; the update is not evidence of a robotic construction demonstration.

NASA’s current lunar surface technology portfolio also says five NASA Space Tech payloads flew to the Moon in 2025, supporting data collection on dust mitigation, surface environments and communications. That portfolio-level figure describes technology payload flights, not five construction robots or five completed infrastructure projects.

Why the lunar environment shapes the design

Construction equipment designed for Earth cannot simply be assumed to work on the Moon. NASA’s project descriptions call attention to harsh lighting and rock hazards in testbed work, while the wider portfolio identifies extreme temperatures, dust and South Pole conditions as engineering concerns. These constraints affect how systems perceive terrain, move material, protect mechanisms and maintain operation over time.

Reduced gravity also changes how a machine interacts with the ground. NASA’s explanation of IPEx’s counter-rotating drums connects their design to reducing reaction forces so a lightweight excavator can work in lunar gravity. This is a design rationale; it does not establish how the machine would perform in every soil condition or under operational lunar conditions.

Power, communications and dust control are not optional add-ons to a construction story. Surface power and storage can support ongoing work; communications can carry commands and data; dust mitigation can help protect exposed equipment. NASA’s portfolio describes developing and testing technologies on Earth, in simulated lunar gravity and on the Moon, reflecting the need to build confidence across different environments.

How NASA’s partners and delivery approach fit in

NASA’s Lunar Surface Innovation Consortium brings together government, academic, nonprofit and private-sector participants to identify technology solutions. ARMADAS lists the University of Houston and MIT as partners on planning and scheduling methods, and Zahner as a fabrication research partner for voxel development. These collaborations contribute to the technology ecosystem; they do not establish that a jointly built system has been deployed on the Moon.

For payload delivery, NASA’s Commercial Lunar Payload Services (CLPS) initiative works with American companies to send science, exploration and technology payloads to the lunar surface. This commercial delivery model can provide flights for demonstrations and instruments, while NASA and its partners continue developing capabilities. The planned Griffin-1 mission described in NASA’s August 2026 update is one example of the delivery context, not a commitment that its payloads will construct a base.

What a reader can reasonably conclude

NASA is pursuing a layered approach: move and manage local material, investigate modular robotic assembly, and develop the power, communications and protective technologies that make surface operations possible. IPEx represents the excavation and transport side; ARMADAS represents modular assembly. NASA’s broader plans explain why both capabilities could matter for longer missions near the South Pole.

The evidence supports saying that NASA is developing and testing relevant technologies, has reported lunar demonstrations of dust mitigation and communications, and has illustrated ways modular assembly could be used. It does not support saying that IPEx or ARMADAS has built a lunar landing pad, habitat, tower or base. The gap between a design target, a ground demonstration, a flight of an adjacent technology and successful construction on the Moon is substantial—and should remain explicit when describing the plan.
