Build the budget around the systems and information your business depends on, its legal and contractual obligations, the harm an incident could cause, and the gaps in its current safeguards. Then get costs for a prioritized plan rather than treating a generic figure as a target.
Why there is no reliable one-size-fits-all budget
The official guidance relevant to small businesses focuses on risk management, not a fixed spending formula. NIST’s 2024 Cybersecurity Framework 2.0: Small Business Quick-Start Guide helps businesses with modest or no existing cybersecurity plans get started; it is a framework resource, not a dollar estimator. The Federal Trade Commission (FTC) describes CSF 2.0 as free, voluntary, and flexible, and says it can help businesses decide where to focus time and money.

Costs depend on details such as how many users and devices need protection, what data and services are involved, what safeguards are already in place, and how quickly the business would need to respond to an outage or breach. The official sources discussed here do not establish a current, comparable U.S. price schedule for cybersecurity controls or a validated budget percentage for a generic SMB. Treat any proposed amount as a scoped estimate for a specific business—not an authoritative industry target.
How to build a cybersecurity budget
-
Inventory what the business relies on
List computers, phones, software, cloud services, business and customer data, employee information, payment systems, and important suppliers. Note who uses each system and what would happen if it became unavailable, was changed, or was exposed. The FTC places asset inventory and risk identification within the NIST CSF’s Identify function.

-
Record obligations and business risks
Check the laws, regulations, contracts, and customer requirements that apply to your business. Requirements can vary by sector, location, and customer relationship, so use qualified advice when you need to determine your specific obligations. The FTC’s CSF guidance places compliance obligations, policy, supplier risk, and consideration of insurance under Govern.
-
Identify gaps across the whole program
Use the six connected NIST CSF 2.0 functions—Govern, Identify, Protect, Detect, Respond, and Recover—to check whether your plan covers more than buying security tools. Potential budget categories include identity and access controls, supported devices and software, patching, backups, staff time and training, monitoring, incident response and recovery, outside expertise, and insurance where appropriate. The FTC describes practices in these areas but does not prescribe a fixed mix or vendor.
-
Prioritize by likely impact
Start with important systems, exposures that could interrupt operations, known contractual or regulatory duties, and gaps in basic safeguards. CISA describes its voluntary Cross-Sector Cybersecurity Performance Goals as a way for SMBs to prioritize a limited number of high-impact actions. Use this kind of prioritization to stage work when the full plan cannot be funded or implemented at once.

Separate recurring costs from one-time work
Keep ongoing expenses—such as subscriptions, service contracts, recurring training, support, and insurance—separate from initial work such as inventory, configuration, onboarding, and remediation. This makes renewals and planned improvements easier to see; it is a budgeting method, not a published cost benchmark.

Request scoped quotes and revisit the plan
Ask each provider to specify the users and devices covered, monitoring and response hours, incident support included, exclusions, setup fees, and renewal terms. Reassess the plan when your systems, data, staffing, contracts, or risk profile change. The sources here do not establish a generic current U.S. price, so actual costs require quotes based on your scope.
What to compare when choosing how to spend
Use the risks and gaps you identified to compare options, rather than treating any tool list or delivery model as a complete cybersecurity program.
- Internal staff or an outside provider: Compare available expertise and capacity, systems covered, monitoring and response hours, escalation arrangements, continuity, contract and exit terms, and total cost. A UK government survey offers context on provider use, but it does not show that outsourcing is cheaper or more effective for every business.
- Standalone cyber insurance or coverage within a broader policy: Check actual limits and exclusions, treatment of vendor-held data and business interruption, first- and third-party protections, legal defense, and incident-response services. The FTC recommends discussing whether coverage fits with an insurance agent.
- Cloud backup, an external drive, or another separated copy: Compare security, access controls, retention, restoration time, and the ability to test recovery. The FTC names an external hard drive as one possible destination for regular backups; buying a drive alone does not establish that a usable copy exists.
- Baseline safeguards or additional controls: Weigh expected risk reduction, obligations, implementation effort, fit with daily operations, and whether the business can monitor and maintain the control. Use CSF 2.0 to frame the decision across the program.
What UK survey figures do—and do not—tell you
The UK Department for Science, Innovation and Technology’s Cyber security breaches survey 2025/2026 reports that 55% of surveyed small businesses and 61% of surveyed medium businesses held some form of cyber insurance. It also reports that 64% of surveyed small businesses and 70% of surveyed medium businesses used an external cybersecurity provider. The report notes that insurance was often part of a wider policy.
These are UK survey results about reported practices, not U.S. adoption rates, price comparisons, effectiveness findings, or recommendations to buy insurance or outsource security. The survey also reports differences by business size in related practices such as written plans and assessments, which is a reminder to compare like with like rather than assume all SMBs have the same needs.

- 【DPI protection】Deep Packet Inspection with visual dashboards blocks adult/gambling/malicious sites, while SQM and QoS prioritize gaming, calls, and video when bandwidth is tight
- 【OpenWrt & USB 3.0 Expansion】OpenWrt with 1GB DDR4 and 8GB eMMC lets you install plugins and build VPN, ad-blocking or NAS, while USB 3.0 Type‑C connects high-speed storage or 4G/5G dongles
Practical safeguards to include in the plan
The FTC recommends regular software updates and backups, recurring employee training, and an incident response plan. Make sure the budget accounts not only for acquiring safeguards but also for the people, time, support, and maintenance needed to keep them useful. For backups, an external hard drive can be one option; consider capacity, security, secure storage, and a tested recovery process.
The FTC’s guidance puts the purpose plainly: “Knowing some cybersecurity basics and putting them into practice will help you protect your business and reduce the risk of a cyberattack.”
Turn your plan into a defensible budget
A useful SMB cybersecurity budget is the priced, prioritized cost of addressing your business’s risks and obligations—not a percentage borrowed from an unrelated company or a survey’s adoption rate. Document what is covered, what remains a gap, which costs recur, and what would trigger a reassessment. That gives you a practical basis for allocating limited funds and explaining trade-offs to owners, staff, customers, or advisers.
