Microsoft lists 4 GB of RAM as the minimum for installing and running Windows 11, but that is only an operating-system floor. It is not a sensible target for a modern gaming or multitasking computer. Microsoft’s Copilot+ PC specification raises the memory requirement to 16 GB of DDR5 or LPDDR5, while game requirements vary by title: Microsoft Flight Simulator 2024 lists 16 GB minimum and 32 GB recommended.
For local AI, there is no honest one-number answer. The required memory depends on the model, application, quantization, context size, hardware acceleration and whatever else is running. Use the specific software documentation, then verify that your PC supports the required memory type, capacity and upgrade path.

What the published numbers actually mean
RAM requirements are workload requirements, not interchangeable labels. A Windows installation requirement answers whether the operating system can start. A game’s minimum and recommended figures describe one title under its publisher’s assumptions. A Copilot+ specification defines a class of PCs with particular AI hardware. None of those numbers is a universal rule for every computer.

|---|---|---|
| 4 GB | Microsoft’s current Windows 11 minimum | Installation and basic operation floor; Microsoft warns that individual apps, features and additional hardware can require more. |
| 8 GB | Minimum tier in Microsoft’s published Flight Simulator specification table | A requirement for that game configuration, not a recommendation for all games. |
| 16 GB | Copilot+ minimum memory and Flight Simulator 2024 Steam minimum | A meaningful modern baseline in the cited specifications, but still not a universal gaming or AI requirement. |
| 32 GB | Flight Simulator 2024 recommended; “ideal” tier in Microsoft’s Flight Simulator table | Useful headroom for demanding games and multitasking when the specific software calls for it. |
The figures above come from different documents and products. Compare a title’s minimum with its recommended or ideal tier, rather than treating the largest number as a Windows requirement.

Windows 11: 4 GB is eligibility, not a comfortable target
The official minimum
Microsoft’s Windows 11 system-requirements page lists 4 GB of RAM as the minimum. That number tells you the operating system meets its published memory prerequisite; it does not promise smooth multitasking, modern game performance or a good experience with memory-heavy applications.
Microsoft also cautions that particular apps, features and added hardware may have requirements above the Windows baseline. A PC that qualifies on paper can therefore become constrained as soon as you open several browser tabs, a video call, a document editor and background services together.
How to use the 4 GB figure when buying or upgrading
- Use 4 GB only to check Windows 11 eligibility on an existing machine.
- Do not use it as a purchase target for a new general-purpose PC unless your workload is exceptionally limited and the device’s software requirements explicitly support it.
- Check the requirements for the applications you actually use; Microsoft’s operating-system minimum does not override an application’s higher requirement.
If a computer has 4 GB soldered to the motherboard, adding memory may be impossible. Confirm the model’s maximum capacity and whether its memory is replaceable before planning an upgrade.

Why there is no single gaming number
Games load different world sizes, textures, streaming systems and background services. Their publishers may also set separate minimum, recommended and ideal tiers. The cited Microsoft Flight Simulator documents show the spread clearly, so a blanket statement such as “every game needs 32 GB” or “16 GB is always enough” would be inaccurate.
Flight Simulator examples
The Steam system-requirements listing for Microsoft Flight Simulator 2024, accessed in 2026, specifies 16 GB minimum and 32 GB recommended. Microsoft’s separate Flight Simulator specification table, updated August 18, 2026, lists 8 GB minimum, 16 GB recommended and 32 GB ideal across its published configurations.

Those documents may describe different versions, configurations or publication contexts. Use the requirement attached to the exact edition and store listing you plan to run. The important lesson is the gap between minimum and recommended memory: a game can launch at one capacity while its publisher expects a substantially larger amount for the intended experience.
A practical gaming decision rule
- Start with the game’s own page. Record its minimum and recommended RAM, along with CPU, GPU, storage and operating-system requirements.
- Match your target to the recommended tier if you want to play while keeping a browser, voice chat, recording software or other tools open.
- Choose more capacity when several memory-heavy programs run together. A game’s published number generally describes the game, not every application you will leave open.
- Check upgradeability before purchase. A 16 GB laptop with two replaceable modules can be easier to expand than a 16 GB model with soldered memory.
Based on the cited game specifications, 16 GB is a defensible starting point for a new gaming system, while 32 GB is justified when the specific title recommends it or when you multitask heavily. These are planning recommendations, not universal publisher requirements.
AI workloads: Copilot+ certification is not a universal RAM target
What Copilot+ actually specifies
Microsoft’s current Copilot+ PC specification requires 16 GB of DDR5 or LPDDR5 memory, plus a compatible neural processing unit rated at 40 or more TOPS and at least 256 GB of storage. The memory figure is one part of a complete hardware specification; meeting it alone does not make a PC a Copilot+ device.
Microsoft also explains that some PCs that do not meet every Copilot+ requirement can still run compatible first- and third-party AI workloads locally. Its description is:
“These devices still support Windows 11 features and can enable compatible first- and third-party apps to run AI workloads locally on the device, offering improved responsiveness and lower latency.”

- Do not mix memory kits. Memory kits are sold in matched kits that are designed to run together as a set. Mixing memory kits will result in stability issues or system failure.
That statement distinguishes compatibility from certification. It does not establish one amount of RAM for every local model or AI task.
Why AI memory requirements vary
The documentation cited here does not provide universal RAM figures for particular local models, quantization settings, context lengths or applications. Those variables can change the amount of memory needed substantially. A model’s documentation may also distinguish system RAM from graphics memory, and a program may reserve additional memory for caches or longer context.
For that reason, do not infer that a Copilot+ label guarantees that every local model will fit, or that a non-Copilot+ PC cannot run local AI. Check the exact model and application documentation.
How to plan a local-AI computer
- Name the workload first. Identify the model, application, operating mode and whether inference is on the CPU, GPU, NPU or a combination.
- Read the software’s current requirements. Look for separate figures for system RAM, graphics memory, storage, operating-system version and supported accelerators.
- Account for context and concurrency. Larger context windows, multiple loaded models, development tools and a web browser all compete for memory.
- Verify the hardware path. Check whether the machine has a qualifying NPU, a discrete GPU with sufficient VRAM, or only general-purpose CPU execution, depending on the application.
- Leave upgrade headroom when possible. If your intended setup combines local AI with gaming or content creation, a 32 GB system can provide more room than 16 GB, but it is a budgeting choice rather than a universal AI requirement.
Capacity guide for common buying decisions
| Installed RAM | Best interpretation | Important limitation |
|---|---|---|
| 4 GB | Windows 11 published minimum | Do not assume comfortable multitasking, gaming or local AI; app and feature requirements may be higher. |
| 8 GB | Appears as a minimum in Microsoft’s Flight Simulator specification table | Whether it is adequate depends on the game, edition and other software running at the same time. |
| 16 GB | Copilot+ memory minimum and Flight Simulator 2024 Steam minimum | It may be enough for a particular game or AI app, but consult that software’s recommended configuration. |
| 32 GB | Flight Simulator 2024 recommended and Flight Simulator table’s ideal tier | More headroom, not proof that every game or AI model will perform well; CPU, GPU, VRAM, storage and software still matter. |
When a product listing advertises a “32GB DDR5 RAM kit,” treat that as a possible upgrade category, not an automatic solution. The kit must match the motherboard or laptop’s supported generation, speed range, module type and maximum capacity.

Memory type and form factor
Confirm whether the system accepts DDR4, DDR5 or LPDDR memory. Desktop systems generally use removable DIMMs; laptops may use smaller modules or soldered LPDDR. DDR generations are not interchangeable, and a physically similar module can still be electrically incompatible.

Maximum capacity and slot layout
Read the motherboard or computer manual for the maximum supported capacity, number of slots and supported module sizes. A system with two occupied slots may require replacing existing modules to reach a higher total. A system with soldered memory may have no upgrade route at all.
Channel configuration
When a platform supports paired modules, installing a matched kit can preserve the intended memory-channel configuration. Follow the manufacturer’s slot-order instructions rather than assuming any arrangement will deliver the same behavior.
Other components still set performance
RAM capacity does not determine frame rate or AI responsiveness by itself. Game requirements also include the processor, graphics hardware and storage. Local AI may depend on GPU VRAM or an NPU as well as system RAM. Copilot+ therefore specifies memory, NPU performance and storage together.
Symptoms that you need more memory
- Applications repeatedly reload when you switch between them.
- The system becomes unresponsive while a game, browser and communication app are open together.
- A game meets its minimum requirement but stutters when background programs remain active.
- An AI application refuses to load a model, reports an out-of-memory error or falls back to a slower execution mode.
- Windows relies heavily on disk paging during normal use.
These symptoms do not prove that adding RAM is the only fix. A failing drive, insufficient VRAM, outdated drivers, thermal throttling or an application bug can produce similar behavior. Check the software’s requirements and monitor which resource is actually exhausted.

A concise buying checklist
- Write down the exact Windows edition, game title and AI application you intend to use.
- Collect each program’s minimum and recommended or ideal memory figures.
- Decide what will run concurrently, including browsers, launchers, recording tools and development software.
- Check the PC or motherboard manual for memory generation, form factor, maximum capacity, slot count and upgradeability.
- For Copilot+ features, verify the complete specification: 16 GB DDR5/LPDDR5, a 40+ TOPS compatible NPU and at least 256 GB of storage.
- For local AI, follow the model and application documentation instead of substituting the Copilot+ number.
- After installation, confirm that the operating system recognizes the full capacity and that the modules are installed in the recommended slots.
The practical answer
If your only question is whether Windows 11 can run, Microsoft’s answer is 4 GB. If you are buying a capable general-purpose or gaming PC, treat 4 GB as irrelevant to the buying decision and use the exact game and application requirements instead. The cited examples make 16 GB a sensible starting point for many current systems, while 32 GB is the appropriate target when a demanding game recommends it or when substantial multitasking is part of the plan.
For AI, do not buy on the Copilot+ label alone. Confirm the model, software, accelerator and memory requirements for the workload you actually intend to run, then make sure the machine’s RAM is upgradeable or sufficiently provisioned for future use.
