Land figures depend on what counts as the site, while water use depends chiefly on the cooling system and whether the figure measures water withdrawn or water consumed. Once-through cooling can withdraw far more water than wet recirculating cooling, but it returns most of that water; wet cooling withdraws less and loses more to evaporation.
How much land does a nuclear power plant need?
A useful land estimate needs a boundary: the plant site, the land disturbed by construction and operation, associated infrastructure such as transmission, or the broader fuel cycle. These are not interchangeable measures, so no single acreage describes every nuclear plant.

A capacity-based comparison figure
A 2015 U.S. Department of Energy environmental-review response used 2.26 acres per megawatt as an assumed nuclear land-use figure in a comparison based on a 65% capacity factor. It is not a site-specific measurement or a universal footprint; the DOE noted that actual requirements vary significantly with site topography. The U.S. Nuclear Regulatory Commission’s generic environmental-review framework uses 100 acres or less as a qualifying site-size envelope. This is a generic review assumption, not evidence that every existing or proposed plant occupies no more than 100 acres. NRC generic environmental review framework.

These figures answer different questions: one is an assumed land-use intensity per unit of capacity under a stated capacity factor; the other is a generic site-size envelope. Neither establishes the acreage required for a particular project. Site layout, topography, plant design, and the chosen land boundary all matter.
How much water does a nuclear power plant use?
Water figures are meaningful only when they distinguish withdrawal from consumption. The U.S. Energy Information Administration defines withdrawal as water taken from a source for cooling. Consumption is water that is not returned to the source, principally because it evaporates during cooling. Once-through systems take in source water, pass it through the plant, and discharge it warmer; wet recirculating systems reuse water and depend on evaporation to reject heat. Modeled water use by cooling system
A 2009 National Academies of Sciences, Engineering, and Medicine assessment modeled the following operating water-use ranges for nuclear plants. The figures are per megawatt-hour of electricity generated, not per megawatt of capacity.
| Cooling system | Water withdrawn | Water consumed |
|---|---|---|
| Once-through cooling | 95,000–227,000 liters/MWh | About 1,500 liters/MWh |
| Closed-cycle wet cooling | 3,000–4,200 liters/MWh | About 2,700 liters/MWh |
These are modeled estimates from the National Academies’ 2009 assessment, not measurements for every plant. They illustrate the trade-off: once-through cooling withdraws much more water but returns most of it, whereas closed-cycle wet cooling withdraws less and consumes more through evaporation. Why the cooling system changes the answer
Once-through cooling
In a once-through system, water passes through the plant and is discharged, generally at a higher temperature. Its withdrawal can be very large, but withdrawal should not be mistaken for consumption: most of the water is returned rather than evaporated.
Closed-cycle wet cooling
A wet recirculating system repeatedly uses cooling water and releases heat through evaporation. This reduces the amount withdrawn from the source compared with once-through cooling, while increasing the share consumed.

- RTR Version Stirling Engine Model: No need to assemble, unpack the engine model and get ready to see the wonders of science. Comes with a USB LED lights for you to DIY and experience more fun. This is a very interesting and imaginative toy! It can be used for teaching physics, great to display basic principles of a Stirling engine and to show the art of design.
- Good Look Stirling Engine Mode: The bottom of the model is made of high-quality steel, and the bracket is made of aluminum alloy. The bottom of the bracket is wide, stable and solid, exquisite. Due to the heat of alcohol, the engine will run wildly and generate electricity. The power supply will pass through the wire and drive the LED light. Sturdy and durable metal components ensure long operation, enjoy physical powertrain mechanism display.
- Easy to Operate: Fill the alcohol burner with your 95% medical-alcohol (we recommend this fuel) and light it. Let the light burn the cylinder with the rounded ends for about 60 seconds, then gently push the wheel.
- Superior performance: The Stirling engine is equipped with an LED. As power will pass through the wire and turn on the LED light. When the model continues to rotate, the speed is high, the performance is stable, and the rotation can be maintained for a long time.
- Great Educational Tool: This is an amazing and wonderful Stirling Engine, which has a wide range of applications, such as science project, physics / mechanical learning, teacher presentation props in class, friends, family, parents birthday gifts, etc.
The system that can be used at a site depends on its design and local conditions. Water availability and regulatory requirements need project-specific evaluation; generic figures cannot determine what a proposed plant at a particular location will require.

How to compare water or land figures fairly
- Check the land boundary: site acreage, disturbed area, supporting infrastructure, and full fuel-cycle land are different measures.
- Check the water measure: withdrawal and consumption describe different flows and should not be combined.
- Identify the cooling technology: once-through and wet recirculating systems have markedly different withdrawal and consumption patterns.
- Use a common output basis: MW measures capacity, while MWh measures electricity generated. A capacity-based land figure and a generation-based water figure cannot be compared as if they share a denominator.
- Keep geography and operating assumptions visible: site climate, water source, capacity factor, and performance assumptions affect results.
- Distinguish operational from life-cycle estimates: cooling dominates life-cycle water use for thermoelectric technologies in most cases, but boundaries and performance assumptions still affect estimates. NREL life-cycle water-use review.
NREL’s operational review finds substantial variation within and across fuel technologies, with estimates agreeing more closely when grouped by cooling technology than by fuel type. That is why a generic water-use number for “nuclear” can mislead without the cooling system and measurement boundary. NREL operational water-use review.

What the figures do—and do not—tell you
The U.S. Energy Information Administration reported 11,595 gallons/MWh of cooling-water withdrawals for the U.S. electric-power sector as a whole in 2021, in its 2023 statistics. That figure covers the sector, not nuclear plants specifically, so it should not be used as a nuclear-only estimate. EIA electric-power-sector statistics.
The 2009 National Academies cooling estimates, the NRC’s generic site envelope, and DOE’s 2015 land-use comparison figure have different dates, boundaries, and purposes. They are useful for understanding the variables, not for establishing current requirements for a particular reactor or location. A project-specific answer needs the plant design, site, cooling approach, permitting conditions, and a clearly stated land and water accounting boundary.
