There is no reliable universal price tag for a data center. A published construction benchmark may cover the building and its mechanical and electrical fit-out while excluding land, utility work, IT equipment, and professional fees. The usable project can therefore cost substantially more than the construction figure suggests—and power availability, cooling resources, and permitting can change both the budget and the schedule.
What does a data center construction estimate actually include?
Start by checking the estimate’s boundary. Turner & Townsend’s 2025 data center construction cost index draws on cost data from more than 300 live or recent projects in more than 20 countries. Its construction methodology excludes land purchase, utility works, abnormal groundworks and site works, active IT equipment, and professional services fees. Those exclusions are not minor details: they can represent separate costs that must be planned for to develop and operate a site.

The index is useful for understanding construction cost composition and movement, not as an all-in project quote. Its U.S. cost allocation is:
| Construction cost category | Air-cooled facility | Liquid-cooled facility |
|---|---|---|
| Electrical, including equipment | 54% | 48% |
| Mechanical, including equipment | 22% | 33% |
| Core/shell and architecture | 14% | 9% |
| Contractor preliminaries and fees | 10% | 10% |
These are indicative shares of construction cost in Turner & Townsend’s index, not percentages of total development cost or a bid for a particular design. The index reports that, in 2025, cost per watt for a traditional cloud-based, air-cooled U.S. data center increased 5.5%. That figure describes movement in the benchmark for that specific facility type and market; it is not a universal increase for every project. The methodology also says its USD conversion used average foreign-exchange rates from October 1, 2024, to October 1, 2025.

Which costs can sit outside the construction price?
A realistic project budget separates the facility construction estimate from items that the estimate may omit or treat differently. Turner & Townsend explicitly excludes several major categories from its methodology; other project costs depend on the site, commercial arrangements, and owner’s scope.
- Land and site preparation: land purchase, abnormal groundworks, and site works are outside the index methodology. The condition and location of a parcel can therefore matter even when two facilities have similar buildings.
- Utility and grid work: utility works are excluded. New or upgraded connections and transmission infrastructure may bring separate cost and schedule considerations; the amount charged to a particular developer depends on the project and its arrangements.
- Active IT equipment: the benchmark excludes the computing equipment installed to deliver data center capacity. A building-shell estimate is not a price for a working, equipped facility.
- Professional services: professional services fees are excluded from the index methodology. Confirm which design, engineering, permitting, and other services are in any specific estimate rather than assuming they are included.
- Other project-specific financial items: taxes, financing, and owner-direct purchases can affect the total. The cited sources do not quantify these costs for a defined project.
For each estimate, ask whether it is a construction-only figure or a broader development budget, what capacity and design it assumes, and who pays for utility infrastructure and owner-purchased equipment. Without a defined site and scope, an all-in total cannot be responsibly inferred from a benchmark.
Why can power availability change cost and schedule?
A data center needs a dependable power connection, not merely a completed building. The U.S. Department of Energy’s September 30, 2024, Transmission Impact Assessment describes transmission as fundamental to connecting new generation and loads, and says incremental transmission deployment has struggled to keep pace, contributing to delays and higher costs. It does not establish a standard connection charge for an individual data center.

CBRE’s U.S. Real Estate Market Outlook 2025 also reports that data center construction has extended while power infrastructure is upgraded or increased. That is a market observation, not a guaranteed delay or cost for every project. It does show why “construction time” can be misleading when the grid connection is on a separate timeline.
Separate the project’s schedule into gates
- Permitting: approvals are location-specific and should be tracked separately from physical construction.
- Facility construction: the building and its electrical and mechanical systems have their own delivery and installation work.
- Grid connection: transmission or utility upgrades can extend the path to available power, even if construction is progressing.
- Readiness to operate: a completed shell is not operational capacity; power, cooling, commissioning, and installed IT systems are also needed.
The International Energy Agency’s May 21, 2025, chart compares observed lead times for permitting, construction, and grid connection across selected energy projects. It is useful context for treating those phases separately, but it does not supply a universal data-center build-time estimate.
How do cooling design and water affect the decision?
The index shows a different construction allocation for air-cooled and liquid-cooled facilities: liquid-cooled construction assigns a larger share to mechanical costs and a smaller share to electrical costs in the cited breakdown. That comparison alone does not establish which design costs less overall. A project’s rack density, actual system design, power needs, water conditions, and estimate scope all matter.

- Hassle-free Installation: Fully adjustable square-hole mounting rails of the wall mount server cabinet facilitate device installation. Wiring holes on the top, bottom, and rear panels provide you with easy cable routing.
Water is a local planning issue, not a single national number that can be applied to every facility. The U.S. Geological Survey’s 2026 science synthesis identifies reliable energy, cooling-resource conditions, water availability, wastewater, and permitting timelines as relevant considerations when evaluating data center locations.

- Direct water: water used at the facility for cooling or related operations. Availability and wastewater capacity are local constraints.
- Indirect water: water used in generating the electricity the facility consumes. This is separate from water used on site and depends in part on the electricity supply.
Comparing locations or cooling approaches therefore requires site-specific information. The cited sources do not establish that air cooling or liquid cooling is always cheaper, uses less water in every setting, or is suitable for every climate and design.

It establishes the scale of the U.S. sector, not the consumption or utility bill of one facility. Lawrence Berkeley National Laboratory’s 2024 report estimated U.S. data center electricity use at 176 terawatt-hours (TWh) in 2023 and projected a range of 325–580 TWh in 2028. The Department of Energy summarized those figures as about 4.4% of U.S. electricity in 2023 and 6.7–12% in 2028. The 2028 range is a national forecast, not a prediction for a particular data center.

For a project estimate, use the facility’s specified capacity, operating assumptions, and local electricity terms rather than scaling from national demand figures. The national outlook helps explain why grid capacity and connection timing matter; it cannot supply a site’s cost or power requirement.
How should you evaluate a quoted cost?
Before treating a number as the price to build a data center, make its scope explicit. A per-watt benchmark cannot become a project total without a stated capacity, geography, design, date, and inclusion list.

- Identify the figure: Is it a construction index, a contractor quote, or a full development budget? Record the geography, date, facility type, and capacity basis.
- Reconcile inclusions: Check land, site preparation, utility works, active IT equipment, and professional services against the estimate. Mark each as included, excluded, or not yet priced.
- Confirm power assumptions: Ask whether the required connection is available and whether network upgrades or other utility works are in scope. Do not assume a generic allowance represents the cost for a specific site.
- Check local constraints: Establish the site’s cooling-resource conditions, water availability, wastewater capacity, and permitting requirements.
- Keep schedule phases visible: Track approvals, facility construction, and grid connection independently so a building completion date is not mistaken for an operational date.
- State what remains uncertain: Where the site, design, utility agreement, or owner’s equipment list is not defined, report the item as unresolved instead of presenting an incomplete estimate as an all-in cost.
