Published estimates run from about $25,000 for a simple internal tool to $350,000 or more for a complex, multi-role enterprise platform. Where a specific project lands depends less on the number of screens than on what the application must do, who builds it, how it is delivered, and what it costs to keep running after launch. Use any published figure as a starting point for a scoping conversation, not as a quote.
What the published estimates say
The most detailed 2026 breakdown found for this question comes from Web On Dev. It gives an overall range of $25,000 to $250,000 or more for a custom web application and splits that range into three project types. These are the publisher’s own typical estimates, based on its stated delivery experience and market data. They are not an independently audited market average, and no other source reviewed supplies a validated 2026 average for all web apps.

| Project type (Web On Dev definition) | Web On Dev estimate | What defines the category |
|---|---|---|
| Simple internal tool or MVP | $25,000–$60,000 | A focused tool or first version of a product, built to test a workflow or serve a narrow internal need |
| Mid-complexity SaaS dashboard or customer portal | $60,000–$150,000 | Customer-facing accounts, dashboards and self-service functions |
| Complex multi-role enterprise platform | $150,000–$350,000 or more | Several user roles, enterprise workflows and heavier integration and compliance demands |
These bands describe different kinds of projects estimated with different methods. Averaging them, or treating one band as the price of “a web app,” produces a number that no source supports. If your brief fits none of the three categories cleanly, that is a sign the scope needs definition before any price means much.

Hourly rates: a comparison prompt, not a quote
Hourly rates are often the first number a buyer sees, and they are easy to misread. Two secondary reports from 2026 describe rate ranges drawn from agency pricing data:
#1 Best Overall
| Figure | Source as reported | How to read it |
|---|---|---|
| $25–$180 per hour | Netguru’s 2026 report, attributing the range to Clutch’s 2025 agency rate benchmarks | A broad range that Netguru links to team model, region, complexity and compliance. The Clutch benchmark itself was not checked here, so treat the figure as secondhand. |
| Under $25 per hour for India-based agencies; $100–$149 per hour for US agencies | Metageeks, reporting Clutch pricing data from September 2026, published September 7, 2026 | Secondary reporting. The sample and the geographic categories are not established beyond that report, so do not apply them to a specific country or vendor. |
An hourly rate is only one input. A lower rate can still produce a higher total if the team needs more hours to deliver the same scope, and a higher rate can be justified by seniority, a smaller team or a faster schedule. Compare the proposed team and deliverables alongside the rate.
What moves a project up or down the range
Price follows work and risk. Counting screens is a weak proxy, because two projects with the same number of pages can require very different backends, permissions models and data handling.
Roles, permissions and data
Each distinct user role multiplies the logic for access, workflows and testing. Data complexity, multi-tenancy (one codebase serving many separate customer organizations) and the volume and structure of records all add build and testing effort.

Integrations, authentication and payments
Each third-party system you connect to, such as a CRM, accounting package, identity provider or payment processor, adds integration work, error handling and ongoing maintenance when that vendor changes its interface. Authentication and payments are common sources of underestimation because they are expected to work reliably from day one.
Real-time behavior, performance and accessibility
Live collaboration, live data feeds and strict performance targets generally require more architecture and testing than standard request-and-response screens. Accessibility and security requirements also add review and testing time.
Compliance and regulated data
Netguru specifically warns that compliance requirements and real-time collaboration can change a quote substantially. Ask any vendor which regulations apply to your data and how that affects the schedule and the testing plan. The specific legal obligations depend on your industry and jurisdiction, so confirm them with qualified advisers.

Team location and seniority
Where the team is based and how senior its members are changes the labor cost, as the hourly figures above illustrate. Seniority also affects how much rework a project absorbs before launch.
What a feature list leaves out
Netguru advises against treating the visible feature list as the full scope. Check whether each estimate includes discovery, UX and interface design, frontend and backend development, testing, deployment and post-launch support. A quote that omits any of these is not comparable with one that includes them.
Comparing quotes on matching assumptions
Two quotes can look similar and still describe different products. Compare them on four axes, and do not decide on price until the answers line up:

- Scope and complexity: Do both quotes cover the same user roles, workflows, integrations, data volume and non-functional requirements such as performance, security and accessibility?
- Team and engagement: Who will do the work, where are they located, how senior are they, and is the price fixed, time-and-materials or staff augmentation?
- Delivery and ownership: Which artifacts are included, such as source code, documentation, test suites and deployment setup, and who controls the repository and cloud accounts during and after the project?
- Ongoing costs: What do hosting, maintenance, support, security updates and any usage-based services cost after launch, and which of those are in the quote?
These are questions to put to vendors. They are not evidence that all vendors use the same contract terms.
Ongoing costs after launch
Maintenance budget
Web On Dev recommends budgeting 15–25% of the initial build cost per year for maintenance. This is the publisher’s planning suggestion, not a universal rule, and it should be applied with judgment. As an illustration only, a $60,000 build at that rate implies roughly $9,000 to $15,000 a year. Maintenance covers hosting, security updates, dependency upgrades, bug fixes and the iteration that users will request once the product is live.

Hosting is a separate, usage-dependent cost. Microsoft’s Azure pricing page lists App Service, a managed platform for web and API applications, in Free, Basic, Premium and Isolated Environment plans. Azure states that the prices it displays are estimates rather than actual quotes and that they can vary by agreement, purchase date and currency. Use the provider’s pricing calculator with your chosen region, plan and expected traffic to produce a figure you can plan around. Do not assume hosting is a fixed line item across providers or projects.

Ownership terms to settle before signing
A low build quote can cost more over time if you do not control the assets. Before you sign, confirm:
- Who owns the source code repository, and whether you hold admin access from the start.
- Whose name the cloud hosting, domain and third-party service accounts are registered under.
- What handoff is included, such as documentation, environment setup and a walkthrough with your internal team.
- Whether automated tests are delivered with the code.
- What the ongoing support arrangement costs, and how changes are priced after launch.
Ownership and intellectual-property rules depend on the contract and jurisdiction. Have counsel review the terms rather than relying on general guidance.
How to prepare a brief that gets comparable quotes
- Name the primary users and list every role, with what each role must be able to see and do.
- Describe the three to five core workflows end to end, from the first action to the final result.
- List every external system the application must read from or write to, and any payment or identity provider it requires.
- Estimate data volume, number of records and the number of concurrent users at launch and at the end of year one.
- State which features must work in real time and which can refresh on a schedule.
- Specify performance targets, security expectations, accessibility requirements and any regulations that apply to your data.
- Define the deliverables you expect: source code, documentation, tests, deployment and handoff.
- Ask each vendor to price the same brief, to state its assumptions in writing and to itemize ongoing costs separately.
A brief written this way lets you compare estimates on the same assumptions. Where two quotes differ widely, the first thing to check is usually which scope items each one left out.
