Recruit about 14 to 16 people if you need 12 testers to qualify. That figure is practical contingency planning, not a Google rule. Google publishes only the minimum: 12 testers opted in to your closed test continuously for at least 14 days. It gives no recommended buffer and no dropout statistics. The extra people exist so that a couple of opt-outs don’t push you below 12 partway through the test.
Who the rule applies to
According to Google Play Console Help, the requirement covers personal developer accounts created after November 13, 2023. Before the app can be made publicly available, such an account must run a closed test with at least 12 testers opted in continuously for the 14 days before you apply for production access. Organization accounts and older personal accounts are not covered by this wording, so check what Play Console asks of your account.

Reaching the count lets you apply. It does not guarantee approval. Google says that if your application shows fewer than 12 opted-in testers, or insufficient engagement, you may have to keep the closed test running.

Google’s guidance says the 14 days must be consecutive for each tester. If someone opts out and later opts back in, that person needs a fresh 14-day stretch to count. One dropout in week two therefore doesn’t just lower your headcount for a day. It can remove that person from the qualifying total until they complete a new run.

With exactly 12 invited, any single opt-out, missed opt-in or tester who never installs the app stalls the whole test. A small cushion absorbs that.
Choosing your number

These tiers are editorial judgment. No official source or independent study gives an attrition rate or an ideal buffer. Scale the cushion to how reliable your people are, not to a formula. Friends who will answer a message tomorrow need less slack than online volunteers you will never speak to again.

More testers also means more feedback to read and more people to coordinate, so there is a point of diminishing returns. The goal is a safe margin, not a big crowd.
Counting is not enough: engagement
Google says the review may weigh engagement as well as the count. Twelve silent accounts that installed the app and never opened it are a weaker result than fourteen people who used it. Recruit people who plausibly fit your app’s audience and devices. Google recommends a diverse group so bugs affecting particular user groups or device types come to light.

Google notes that the most common way to recruit is through personal and professional networks. If you consider a paid recruitment service, remember that nothing in Google’s guidance endorses one, and none can guarantee production access. Real, relevant participants are what matter.
A workable plan
- Confirm in Play Console that your account is a personal account created after November 13, 2023 and that the closed-testing requirement appears for you.
- Invite 14–16 people, favoring those who resemble your target users and who use a mix of devices and Android versions.
- Tell them explicitly to opt in, install, and stay opted in for the full 14 days. Explain that leaving and rejoining resets their clock.
- Give each a short task list covering your main features, plus one obvious place to send feedback. Testers can also submit private feedback through Google Play, which you can read in Play Console.
- Check the opted-in count regularly during the test. If someone drops, replace them early rather than at day 13.
- Fix reported problems and keep testing. When the requirement is met, apply for production access in Play Console and answer its questions about the test, the app and production readiness.
Why the number is 12
Google’s November 2023 Android Developers Blog post, “Ensuring high-quality apps on Google Play,” says the company originally planned 20 testers. It lowered this to 12 “to reduce the difficulty for smaller developers but still maintain a high quality app experience for everyone.” That post explains the history; the current Play Console Help page is the authority for today’s rule.

Real devices
Because Google stresses device diversity, covering several real phones helps. That doesn’t mean you must buy one. Testers’ own devices usually give broader coverage than a single handset you own.
