There is no verified national count of cities that have fully ended active Flock Safety camera contracts. One tracker reported 332 broad “endings” as of October 1, 2026, but that figure combines cancellations, expirations, rejected proposals and suspensions. It is evidence of growing scrutiny—not a count of cities that completed cancellations, or proof of a measured acceleration rate.
Why there is no single reliable cancellation count
“Dropped” can mean several different things: a city may terminate an active agreement, let it expire without renewing, pause camera use while a contract remains in force, reject a proposed contract before it starts, or switch cameras off without ending the agreement. Those are different legal and operational outcomes. A vote, a contract’s effective end date, camera deactivation, physical removal and the end of data access may also occur at different times.

The available trackers use different definitions and cover different kinds of public bodies. Some include counties, school districts or police agencies as well as municipalities. Their totals therefore cannot be added together or treated as interchangeable counts of cities with canceled contracts.
What the published totals actually count
| Source and date | Reported figure | What it includes |
|---|---|---|
| Who Approved This, as of October 1, 2026 | 332 broad contract “endings” | 243 canceled, expired or rejected outcomes, plus 89 suspensions. This is a tracker total, not an official national census or a count of completed cancellations. |
| Finding Flock, last reviewed September 26, 2026 | 45 verified entries | A narrower tracker that separates cancellations, non-renewals, pauses, rejected proposals and deactivations. Its entries include municipalities, counties and agencies. |
| Houston Chronicle Texas tracker, 2026 | 25 jurisdictions covered | The map labels jurisdictions as removed or ended, pending, or kept. Twenty-five is its coverage, not a cancellation total. |
These figures describe different datasets, not successive measurements of the same population. In particular, the 332 figure should not be restated as “332 cities canceled Flock contracts.”

Examples show what “dropped” can mean
Englewood, Colorado: a termination vote, with replacement unresolved
Axios reported that Englewood’s council voted 6–0 in September 2026 to terminate its Flock contract. The city had 12 stationary readers and paid $64,500 annually. A proposal to replace Flock with Axon cameras deadlocked 3–3, so the reported vote did not approve that replacement. The debate included data access and safeguards, removal and contract costs, and whether to adopt another vendor.
Councilmember Rita Russell summarized her view of the vendor choice this way: “Whether we use Flock or Axon, it’s no different.” That was her opinion in the council debate, not a technical finding that the systems are equivalent.

- One Unified Security System, Powered by 1st-Gen aosuBase: 32GB of local storage comes ready to use, holding about 120 days of loop recording. No subscription required. Connect up to 4 cameras to one base with a stable wireless connection and centralized local storage. Recordings saved to aosuBase are event-based, triggered by detected activity.
- Multi-Cam Live View for All-at-Once Monitoring: Watch up to four live camera feeds simultaneously in the aosu app and monitor multiple areas on one screen without opening each camera individually. Live View is available through the aosu app only; the base does not support HDMI or TV output.
- 360° Coverage with Pan, Tilt, and Smart Auto Tracking: Pan and tilt to see all around your property. When activity is detected, the camera automatically follows people and other movement to keep the action in view while recording, giving you a more complete view of what happens around your home.
- 2K (3MP) Clarity with Full-Color Night Vision: Capture clear details in 2K and zoom in up to 6x for a closer look. Built-in spotlights enable full-color night vision, helping you see important color details like clothing and vehicles after dark. For more discreet monitoring, switch to infrared mode for black-and-white night vision without visible lighting.
- Quick Setup with a Pre-Paired System: Connect aosuBase to your router's LAN port with the included Ethernet cable. Cameras connect wirelessly to aosuBase instead of your home Wi-Fi. The system comes pre-paired, so simply power on the cameras and complete setup in the app without pairing each camera one by one. The cameras are designed to work with the included aosuBase, and add-on cameras connect through the base as well.
Sedona, Arizona: a council vote to cancel
Finding Flock records a 7–0 council vote on September 9, 2025, to cancel Sedona’s Flock contract and remove the cameras. Its summary links the decision in part to concerns about the vendor’s statements on data sharing. A tracker entry and a vote establish the reported decision; they do not, by themselves, establish the precise date cameras were removed or data access ended.
Why jurisdictions reconsider contracts
Local reporting and the trackers describe concerns over data access, privacy, public trust, the scope of surveillance and cost. Some jurisdictions also weigh public-safety arguments and whether to replace Flock with another provider. These are recurring subjects of debate, not a ranked national explanation for contract decisions; the reasons and tradeoffs differ by place.

How to assess a claim that cities are “dropping” Flock
A useful tally should state its date, geographic scope and inclusion rules. For each jurisdiction, check the underlying decision rather than relying only on a headline total:
- Identify the action: Was an active contract terminated, allowed to expire without renewal, temporarily paused, rejected before taking effect, or followed by camera deactivation?
- Check the timeline: Record the vote date separately from the contract’s termination or expiration date, camera shutdown or removal date, and end of data access.
- Define the population: Say whether the count covers only cities or also counties, school districts, police agencies and other public bodies.
- Define the service: Establish whether the decision applies only to Flock automated license plate reader cameras or to other Flock services as well.
- Track the outcome: Note the stated rationale, costs, and whether a replacement system was actually approved—not merely proposed.
To show that decisions are accelerating, a tally would also need a consistent definition applied to dated jurisdiction-level decisions over time. The cited snapshots do not provide that comparable historical series, so they cannot support a national growth rate.

What can be concluded from the numbers
The evidence supports a visible run of public decisions and increasing scrutiny of Flock contracts. It does not establish how many cities have definitively ended active contracts nationwide, or prove that the rate of such endings is “exploding.” The best-supported headline is narrower: contract decisions are accumulating, but the count depends on what qualifies as an ending.
