Yes. The Moon’s gravity affects satellites orbiting Earth, but it does not simply pull them out of orbit. It acts as one of several perturbations that can gradually change a satellite’s predicted path. The size and operational significance of the effect depend on the orbit, the time span being modeled and other forces acting on the spacecraft.
How the Moon’s gravity changes an Earth satellite’s motion
Earth is the main gravitational body for an Earth satellite, but the Moon also attracts both the satellite and Earth. Orbit calculations account for the Moon’s influence on the satellite relative to Earth; this is called a third-body effect. NASA’s Spacecraft Conjunction Assessment and Collision Avoidance Best Practices Handbook also describes how the Moon’s pull deforms Earth slightly, changing Earth’s gravity field, or geopotential, and therefore affecting satellite motion.

As these and other forces act, an orbit is not a perfectly fixed ellipse. Its elements—including its orientation and plane—can evolve over time. NASA’s satellite-orbit overview explains that the Sun and Moon, along with atmospheric drag, alter orbits; for example, regular adjustments are needed to maintain a Sun-synchronous orbit.
When lunar gravity matters
There is no single altitude threshold at which the Moon suddenly becomes important. NASA’s handbook treats solar and lunar influences as non-negligible in orbit determination, while a NASA technical analysis identifies significant solar-lunar perturbations for highly eccentric Earth satellites. Analyses near geosynchronous orbit (GEO) also include lunar and solar gravity among the forces being modeled.

The effect depends on orbit geometry and the length of time being considered, as well as on competing influences. NASA’s trajectory-design material lists multiple-body gravity, third-body effects, radiation pressure and atmospheric drag among the forces that may be included in high-fidelity orbit propagation. In low Earth orbit, atmospheric drag is an important consideration; at higher altitudes, the balance among perturbations differs.
The available sources do not provide a comparable, Moon-only numerical estimate for every Earth-orbit regime. A specific universal change per day, altitude cutoff or orbit-correction value would therefore be misleading.

How operators account for it
Orbit analysts include lunar and solar effects when determining a satellite’s orbit, propagating its future path and assessing possible conjunctions. NASA’s handbook says: “For precision solutions, this modeling (called ‘third-body effects’) should always be engaged.” Its guidance also discusses the Moon’s effect on Earth’s gravity field. NASA’s astrodynamics reference for lunar, cislunar and libration-point trajectories emphasizes accurate, consistent lunar-perturbation modeling above geosynchronous orbit.
Accounting for lunar gravity does not mean that every satellite needs a maneuver because of the Moon. Operators plan maneuvers and station keeping around mission requirements and the satellite’s predicted evolution under all relevant forces. There is no universal lunar-gravity maneuver schedule, fuel cost or correction rule established by these sources.

Why orbit changes cannot be pinned on the Moon alone
Several influences can act at once, so an observed change in an orbit is not automatically evidence of a lunar cause. Earth’s uneven gravity field, the Sun and Moon, atmospheric drag and solar radiation pressure can all contribute. NASA’s satellite-orbit overview, for instance, attributes inclination changes to the combined influence of Earth’s unevenness and pulls from the Sun, Moon and Jupiter—not to the Moon alone.
Keep the comparison tied to the orbit’s altitude and eccentricity, the period being analyzed, the other forces included in the model, and the mission’s operational need. A short-term precision orbit solution and long-term orbit evolution are different questions, even when both require modeling lunar effects.

Earth satellites are not the same as satellites orbiting the Moon
This topic concerns spacecraft orbiting Earth that are perturbed by the Moon. It is distinct from the stability of spacecraft in lunar orbit, where the geometry is different and lunar mass concentrations and Earth’s influence must be considered in that separate setting.
