The companies involved, supported payment methods, currency conversion, taxes, and developer payout timing vary by platform and market.
What happens from checkout to delivery
Steam’s developer documentation offers a concrete example for in-game purchases. Its steps illustrate one platform’s flow, not a standard required of every PC, console, mobile, or direct-to-consumer store.

- The game starts a purchase request. In Steam’s microtransaction flow, the game sends purchase details to the developer’s purchasing server, which communicates with Steam’s billing service. The server can retrieve country, language, and currency information to help price the transaction. Steamworks Microtransactions Implementation Guide.
- The server submits the order. Steam’s guide describes sending an order ID, user and app identifiers, language, currency, and item information. Developers can set prices in expected currencies; if the submitted currency differs from the buyer’s currency, Steam automatically converts it and displays the converted price for approval.
- The buyer reviews and authorizes. Steam shows the items and costs in its overlay. The buyer approves or denies the transaction. If the account lacks funds, the overlay guides the buyer through funding it. The game then reports the authorization result to the developer’s server.
- The platform completes the approved transaction. The purchasing server finalizes it. Steam says a successful finalization means the purchase is accepted and the item should be granted.
- Payment operations continue after checkout. Developers should check Steam’s reporting API for settlement-status changes and handle reversals, including refunds and chargebacks. Authorization is not proof that funds are finally settled or that the transaction will never be reversed.
Steamworks describes its system as “a combination of whatever purchase process you have in-game, the Steam billing web service, and a customer approval process.” The precise components and sequence differ across platforms.

A platform may combine the storefront, checkout, processing, digital delivery, and developer payout, or divide those roles among separate entities. Valve’s Steam Subscriber Agreement says payment processing is handled by Valve Corporation or its wholly owned subsidiary Valve GmbH, depending on the payment method. Valve also says a card issued outside the United States may be processed through a European acquirer by Valve GmbH, while Valve delivers the content. The Federal Reserve Bank of Kansas City describes a common platform model in which a game platform receives consumer payments and subsequently pays game companies. It names Adyen and Nuvei as examples of processors offering services to gaming platforms; that does not establish that either has an affiliate program or is suitable for a particular studio. What “local” changes—and what it does not
Payment methods and currencies
Local processing may mean familiar payment methods, prices displayed in local currency, or checkout rules tailored to a market. The Kansas City Fed’s April 9, 2025 briefing reported that Steam handled transactions through more than 100 payment methods and nearly 40 fiat currencies. Examples it named include cards, digital wallets such as PayPal, buy-now-pay-later services such as Klarna and Zip, and cash-based online payment systems such as Paysafecard and PayPay. These are examples in that dated briefing, not a guarantee of current availability in a particular country; check the relevant storefront.

Currency conversion and bank-side charges
A local-currency price does not guarantee that the buyer’s bank will add no extra cost. Steam Support says banks in some countries may add processing fees, taxes, or conversion charges even when Steam charged in local currency, and Steam does not control those charges. If the purchase-history total differs from the bank statement, compare the receipt and ask the bank or payment provider about any bank-side charges. Steam Support: Unrecognized Charges.
Taxes and account funding
Valve’s agreement says it may collect applicable use or sales tax and that Steam fees in the EU and UK include VAT. It also defines Steam Wallet as a prepaid balance for Steam purchases, not a bank account or general-purpose payment instrument. Taxes, wallet funding, and the payment method can therefore affect the amount a buyer sees or pays.

How developers can compare payment arrangements
A useful comparison focuses on the whole transaction rather than the headline processing fee. The Kansas City Fed notes that payment methods differ in settlement timing and rules for resolving errors or fraud, and that platforms need payment orchestration to manage security and heavy transaction demand during launches and events.
- Market availability: Which countries are served, which local methods are supported, and what buyer or seller eligibility exclusions apply?
- Currency and pricing: Which currencies can be accepted? Does conversion occur, what total does the buyer approve, and can the developer set regional prices explicitly?
- Buyer steps: Does checkout use a redirect, an overlay, account sign-in, wallet funding, or another approval step?
- Transaction operations: What distinguishes authorization from capture or finalization? How are status updates, refunds, fraud reversals, and chargebacks reported and handled?
- Settlement and payout: When is transaction status treated as final? Are there reserves or holds? How often are developers paid, and what banking or tax setup is required?
- Total buyer cost: How are storefront taxes handled, and could the buyer’s issuer, bank, or currency conversion add charges?
Roblox illustrates why platform rules cannot be generalized
Roblox’s Creator Hub provides a separate example of platform-specific rules for paid access in local currency. Its documentation says paid access is limited by eligibility and supported countries, requires a Tipalti account for payouts, permits refund requests within 48 hours, and holds local-currency earnings for at least 60 days before monthly payout. These are Roblox-specific terms, not a benchmark or rule for other game platforms; consult the Roblox Creator Hub documentation for current eligibility and terms.
