How Libraries Decide Which Books to Preserve After a Disaster

Libraries plan salvage priorities before an emergency, then adapt them to safety, damage, vulnerability, and available recovery resources.

Libraries do not use one universal rescue ranking. They prepare collection-salvage priorities in advance, then adjust them to the hazard, the damage, safety conditions, and the resources available. Human safety comes first; a book’s importance is only one part of the decision.

What determines which books are saved first?

Libraries weigh several kinds of value alongside the practical conditions of the emergency. The Library of Congress describes prioritization as a combination of collection value, vulnerability, degree of damage, and resources available for stabilization. In practice, responders ask:

As an Amazon Associate I earn from qualifying purchases.

  • Importance to the institution: Is the book central to the library’s mission, research, operations, or community?
  • Rarity and replaceability: Can it be repurchased, borrowed, recreated, or replaced with a surrogate? Does the original physical format matter?
  • Vulnerability to this hazard: How is the book likely to respond to water, smoke, heat, or another specific threat?
  • Condition and urgency: Is it still at risk, slightly damaged, wet, or severely damaged—and might delay make the damage worse?
  • Obligations and records: Is the book on loan, or are catalogs, ownership records, or access documents at risk?
  • Salvage capacity: Can staff reach and move it safely? Are the time, space, supplies, expertise, and stabilization capacity available?

These factors can point in different directions. A rare, badly damaged volume might need a conservator before anyone handles it, while a less damaged book can be moved quickly. A high-value item that cannot be stabilized safely may not be the first one staff can treat.

Price alone is not a sufficient measure. Historical, cultural, research, legal, evidentiary, or associational importance can make an item significant even when its market value is modest. Conversely, a replaceable title may be important for keeping library services running, but have a suitable substitute.

Why priorities are set before a disaster

It is difficult to assess an entire collection calmly during an emergency. A library can use its mission, collection-development and preservation policies, catalogs, inventories, and use information to identify important items and groups in advance. Its plan should make priority locations easy to find, identify high-risk formats, and be updated as collections or circumstances change. The Library of Congress outlines these preparation steps in its Mitigation – Collection Emergency Management for Preservation.

Good planning also identifies people and resources: collection-care staff, relevant administrators, contacts for specialist help, and alternatives if a preferred treatment or location is unavailable. Records are part of preparedness, not just paperwork: a catalog or ownership document may be essential to identifying and controlling materials during recovery.

What happens at the scene?

1. Establish safety

Collection work begins only after emergency authorities say the building and work area are safe. The National Archives and Records Administration (NARA) puts health and human safety ahead of collections in its Disaster Response and Recovery guidance, last reviewed April 18, 2022. A salvage list is not permission to enter an unsafe site.

2. Assess the incident and plan

Responders determine the scope of damage, identify ongoing threats they can control, and gather enough information to organize the work before moving collections. The National Archives’ discussion of Objects Recovery, Mitigation, by conservator Jerry Podany, emphasizes planning in advance and adapting decisions as conditions change. The Library of Congress also sets out assessment and planning guidance for salvaging wet collections.

3. Triage and keep track

Staff sort materials into practical groups, such as unaffected but vulnerable, total losses, and salvageable. Salvageable items can then be sorted by damage level or format-specific needs. Logging items as they move helps prevent loss, misidentification, and misplaced materials. The Library of Congress describes this approach in its Response – Collection Emergency Management for Preservation guidance.

4. Apply priorities using current conditions

Teams use the prepared priorities but revise the order to account for the actual hazard, damage, access, staff, and stabilization options. Unfamiliar or fragile materials call for advice from preservation professionals. NARA’s guidance on salvage of water-damaged library materials includes specialist support and careful recovery planning; emergency handling can make damage worse.

Harvard’s tiers are an example, not a universal ranking

Harvard Library Preservation Services offers one institution-specific framework. It orders material by priority as follows:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Irreplaceable or essential items, including vital records, collection-access documents, and rare books that must remain in their original format.
  2. Significant research materials with high financial value or high-risk formats, along with high-use holdings.
  3. Items borrowed from other libraries.
  4. Significant content that can be replaced.
  5. Expendable materials, such as duplicates and annual updates.

For recovery, Harvard advises considering institutional importance first, then the least damaged, slightly damaged, and severely damaged materials. That sequence is Harvard’s guidance for its collections—not a standard every library follows. The full framework appears in Library Collections Salvage Priorities.

Why the kind of book and damage matters

Books differ in construction and materials, so the same amount of water can affect them differently. The Library of Congress says books can absorb 60–200% of their own weight in water, depending on construction and material; it does not state a year for that figure on its Recovery – Collection Emergency Management for Preservation page. This is an illustration of variation, not a universal average or a rule for deciding what to rescue first.

More broadly, the order of work changes with the hazard, an item’s condition and vulnerability, whether it can be stabilized, and the available expertise, space, time, supplies, and access. As Podany puts it, “The earlier you prioritize in a calm, thoughtful environment where you can take into consideration all aspects of the collection, the better.”
