ISRO develops space technology and conducts national missions; IN-SPACe enables, authorizes and supervises space activities by non-governmental entities; and NSIL commercializes space products and services. They are complementary institutions, not three names for the same organization: a private company seeking access to Department of Space or ISRO facilities should start with IN-SPACe, while a commercial proposal belongs with NSIL.
The short answer: three different jobs
A useful way to remember the division is: ISRO develops and explores; IN-SPACe enables and authorizes; NSIL commercializes and delivers. This is a practical shorthand, not a formal legal definition. It captures the core distinction between a space research and mission organization, an agency that facilitates and oversees non-governmental participation, and a government-owned company conducting commercial space activity.

The distinction matters most when a business or institution is deciding whom to approach. A request to use infrastructure under the Department of Space (DOS) or ISRO falls within IN-SPACe’s access and facilitation role. A proposal to buy or provide commercial launch, satellite or related services is a matter for NewSpace India Limited (NSIL). ISRO’s industry guidance makes that practical routing distinction: infrastructure inquiries go to IN-SPACe, and commercial proposals go to NSIL.
These roles arose as India opened more space-sector activity to non-governmental entities. The change is not the privatization of ISRO or the transfer of its mission to NSIL. In a clarification dated September 6, 2026, ISRO stated: “ISRO will neither be privatised nor will its importance be diminished.” The statement is attributed to ISRO as the publisher; the clarification does not identify an individual speaker.

ISRO: research, technology and national missions
The Indian Space Research Organisation (ISRO) remains India’s principal institution for advanced space research and technology development, national and strategic missions, space science and exploration, and critical frontier capabilities. Its work is not limited to operating existing services: it also develops the capabilities that can underpin future missions and applications.
ISRO’s stated direction under the reforms is to allow industry to scale mature capabilities while the organization focuses more strongly on the next generation of the space programme. That is a shift in emphasis and participation, not a declaration that ISRO is withdrawing from space activity. The September 6, 2026 clarification explicitly rejects the idea that the organization will be privatized or diminished.
For a private-sector participant, ISRO is therefore not the default regulator or commercial sales desk. Its central role is technical and mission-oriented. The appropriate point of entry depends on the request: a covered activity or request for access to DOS/ISRO facilities should be raised with IN-SPACe; a commercial service or product proposal should be directed to NSIL.
IN-SPACe: enabling and authorizing non-governmental activity
The Indian National Space Promotion and Authorization Center (IN-SPACe) is an autonomous agency under the Department of Space. It serves as a single-window nodal agency for non-governmental entities (NGEs) undertaking space activities. It is not a private company, and its role is not to sell commercial launch or satellite services.
Its stated remit includes promoting, enabling, authorizing and supervising space activities by NGEs. Examples include building launch vehicles and satellites, providing space-based services, and seeking to use space infrastructure or premises controlled by DOS or ISRO. IN-SPACe also considers proposals to establish new space infrastructure and facilities.
IN-SPACe’s role includes coordination as well as authorization. It coordinates an integrated launch manifest covering ISRO, NSIL and non-governmental entities, taking priorities and readiness into account. This is a coordination function across the covered participants; it does not make IN-SPACe the builder or commercial operator of every mission on the manifest.

For the activities described on its roles page, IN-SPACe says its decision is final and binding on stakeholders, including ISRO, and that non-governmental entities do not need separate permission from ISRO. That statement should be read within the page’s stated remit. It is not a universal answer about every approval that a particular space activity may require; applicants should check the current process and the exact activity involved.

NewSpace India Limited (NSIL) is a wholly owned Government of India company under the administrative control of the Department of Space. ISRO describes it as its commercial arm. The company’s function is to conduct commercial space activity and take products and services to customers; it is not the regulator of private space activity.
ISRO identifies several NSIL business areas: production of PSLV and SSLV through industry, launch and satellite services, satellite building to user requirements, technology transfer, marketing of spin-off technologies and services, and consultancy. These areas connect commercial demand with capabilities and industry participation. For example, NSIL’s role in production of launch vehicles through industry is commercial and organizational; it does not turn NSIL into the authority that authorizes all private launch activity.
ISRO’s 2025–26 annual report describes NSIL’s enhanced mandate as end-to-end commercial space activities related to satellites and launch vehicles on a demand-driven model. It lists business verticals covering launch, satellite building, ground segment, satellite services, and technology transfer or technical advisory. The annual report’s description clarifies the breadth of NSIL’s commercial remit, while keeping it distinct from IN-SPACe’s authorization and supervision role.
How to decide which organization to approach
Start with the outcome you need, rather than with the general fact that your work involves space. The same project may touch more than one institution, but the first contact should match the question at hand.

This is a routing guide, not a substitute for checking current application requirements. A company developing a satellite service, for instance, may need to consider both the commercial relationship for a service and the authorization or facility-access questions associated with its activity. The institutions’ roles are distinct even when a project engages more than one of them.

How the three roles fit together
The division is easier to understand as a sequence of functions than as a hierarchy. ISRO builds advanced capabilities and carries out missions. IN-SPACe provides a channel for non-governmental entities to seek authorization, facilitation and access within its remit. NSIL organizes commercial offerings and industry participation in products and service delivery.
This structure gives the private sector different ways to interact with India’s space ecosystem without making the institutions interchangeable. A company may need a permission or infrastructure route, a commercial customer or supplier relationship, or both. The first question is whether the immediate need is authorization/access or a commercial transaction. That distinction points to IN-SPACe or NSIL respectively, while technical and mission functions remain associated with ISRO.
NSIL’s commercial operations should not be confused with regulation simply because the company works with industry. Likewise, IN-SPACe’s coordination of a launch manifest does not mean it replaces ISRO as the national research and mission institution. The three functions can support a single ecosystem while retaining different responsibilities.

The organizations differ not only in their names but in their institutional character and the kind of private-sector relationship they handle. ISRO is the research and mission institution; IN-SPACe is an autonomous nodal agency under DOS; NSIL is a government-owned company operating commercially. That distinction helps separate a technical or mission question from a request for authorization, infrastructure access or a commercial offering.

Common misunderstandings to avoid
“IN-SPACe is a private company”
No. IN-SPACe is an autonomous agency under the Department of Space. Its single-window role serves non-governmental entities, but that does not make it privately owned or a commercial service provider.

“NSIL regulates private space companies”
No. NSIL is a wholly owned government company and ISRO’s commercial arm. It commercializes space products and services; authorization and supervision of covered non-governmental activities fall within IN-SPACe’s stated remit.

“Every issue involving space belongs to the same office”
The official industry guidance distinguishes infrastructure access from commercial proposals. Treating every inquiry as an ISRO matter, or sending every private-sector question to NSIL, can confuse a regulatory or facility-access request with a commercial one. Identify the immediate purpose before choosing a contact.

For readers assessing a company, project or policy announcement, the institutional label offers a useful clue to the activity involved. An authorization or infrastructure-sharing process points toward IN-SPACe. A paid service, customer requirement, technology transfer or commercial launch offering points toward NSIL. Advanced research, national missions and frontier technology development point toward ISRO. The distinctions clarify who does what without implying that one institution has taken over the work of the others.
