Before shipping to the United States, the business and its buyer should confirm the product’s customs classification, duties and any US regulator requirements. The exact US checklist depends on what the business sells and how it will be used.
Where can a small Indian business get help exporting to the United States?
Start with the type of help needed. Indian government resources can assist with export paperwork, market information, training and some specified costs; they do not replace product-specific advice about US admissibility or customs entry.

How Indian export support works
Ask the local MSME Export Facilitation Centre
Contact the EFC serving the business’s location and describe the product, export destination and whether the business has shipped abroad before. Ask what documentation or market-access assistance it currently provides and whether it can direct you to sector-specific testing or export bodies. The reported count of 65 centres is from the Ministry’s 3 April 2025 release; contact the relevant centre for current services and access.
Check CBFTE before incurring potentially eligible costs
The International Cooperation Scheme is intended to build MSME capacity for export markets. Its CBFTE component describes reimbursement for specified expenses: fees paid to relevant Export Promotion Councils (EPCs) for a Registration-cum-Membership Certificate (RCMC), ECGC export-insurance premiums, and export product testing or quality certification.

The myScheme eligibility description requires a valid Udyam Registration for eligible micro and small enterprises. It also says the Importer Exporter Code (IEC) must be no more than three years old on the export shipment date to claim the stated support. Reimbursement is conditional: confirm the current scheme terms, caps, documents, application route and timing before committing funds. The portal identifies whether a claim is handled through the relevant EPC or ECGC route.
Use DGFT resources for learning and market orientation
Trade Connect can help a business investigate a destination and product, explore tariff information and find export learning material. Niryat Bandhu is a DGFT outreach initiative described as offering guidance, mentorship and handholding, including for new and small exporters. These are starting points for understanding the process, not a substitute for verifying the rules that apply to a specific product and shipment.

Check the recent RCMC threshold carefully
A Ministry of Commerce release dated 16 September 2026 reports a Foreign Trade Policy amendment exempting export consignments with a free-on-board (FOB) value of up to ₹3 lakh from RCMC or a certificate of registration where one would otherwise be required. Above ₹3 lakh, the certificate continues to be required wherever applicable. This is not a general waiver of other Indian export, customs, tax, product or destination-country requirements. Confirm applicability against the current DGFT notification and the relevant EPC or Commodity Board. Ministry of Commerce: Government Eases RCMC Requirement for Export Consignments up to ₹3 Lakh

What the US importer must check
Customs classification, entry and duties
Goods offered for entry into the United States must be declared to U.S. Customs and Border Protection (CBP), and the importer is responsible for meeting applicable import requirements. The importer and exporter should agree who will act as importer of record and who will provide the required product and shipment details, coordinate entry information and pay applicable duties.
Rank #3
A US importer may hire a licensed customs broker or entry filer. FDA guidance says broker support can include checking whether a product is FDA-regulated, determining its Harmonized Tariff Schedule (HTS) classification, identifying FDA information that may be required, arranging a bond, submitting documents and transmitting entry data. A broker can assist with customs business; hiring one does not guarantee that a product meets legal requirements or will be admitted.
FDA-regulated goods and food
Products regulated by the U.S. Food and Drug Administration must meet the applicable requirements for US products. FDA reviews regulated entries and may refuse admission if a product appears to violate those requirements. FDA rules differ among food, cosmetics, medical devices, drugs, tobacco and radiation-emitting electronics, among other categories.

For food imports, FDA says importers are responsible for food safety, sanitary production and compliant labeling. Facilities that produce, store or handle food generally must be registered with FDA, and prior notice of incoming shipments must be provided, subject to applicable rules. Check the FDA’s product-specific guidance before dispatch: FDA: Importing Food Products into the United States.

Without the product, materials, intended use, manufacturing facility and shipping arrangement, no reliable article-wide checklist can establish the correct HTS code, duty, FDA registration or labeling requirements, or whether a shipment will be admissible. Resolve those details with the importer and the relevant regulator or qualified adviser before shipping.

A practical sequence before the first US shipment
- Contact the local MSME EFC. Share the product, business location and export history; ask specifically about export-document and market-access help.
- Check CBFTE eligibility before spending. Verify Udyam status, IEC age, eligible costs, caps, required evidence and the claim route.
- Use DGFT Trade Connect and Niryat Bandhu. Research the product and market, work through learning resources and seek expert guidance for questions that remain unclear.
- Confirm Indian requirements for the product. Check the applicable government or sector body, including whether RCMC applies. Do not treat the ₹3 lakh threshold as an exemption from other obligations.
- Agree with the US buyer on import responsibilities. Confirm who is importer of record, who supplies customs data and pays duties, and who coordinates any product-regulator filings. For FDA-regulated products, establish applicable requirements before dispatch and do not distribute goods before required admissibility decisions.
