How Independent Developers Can Publish Games on Xbox and the Microsoft Store

Independent developers need ID@Xbox concept approval and agreements for Xbox console publishing. Eligible Win32 GDK PC games can use a separate Microsoft Store self-service route.

Yes, independent developers can publish games through Microsoft—but the route depends on the target platform. Xbox console games require Xbox creator onboarding through ID@Xbox, including game-concept approval and agreements. A separate Microsoft Store self-service route lets developers publish eligible Win32 PC games built with or planning to use GDK tooling without ID@Xbox enrollment or concept approval.

Which publishing route should you choose?

The PC exemption is specific to the documented Win32 GDK self-service path. It does not grant Xbox console publishing access or Xbox services, which use the separate Xbox creator route. See Microsoft’s ID@Xbox concept and onboarding guidance, GDK PC publishing instructions, and Xbox publishing overview.

How does the ID@Xbox route work for console games?

  1. Enroll as an Xbox partner. Complete Partner Center enrollment and the App Developer Agreement. Microsoft’s onboarding instructions also identify an NDA and business information as part of the process.
  2. Apply through the Xbox Partner Dashboard. Provide the requested studio or business information.
  3. Submit a game concept. Microsoft requires concept approval for Xbox games and to continue the ID@Xbox application. The concept form requests details such as the developer or publisher, game description and features, target platforms, release timing, intended markets and pricing, Xbox network and user-generated-content features, and supporting materials.
  4. Wait for the concept decision. Microsoft says new concepts are reviewed each business day; a decision can take up to three weeks, typically 10–15 business days. This estimate covers concept review only, not the full application, development, certification, or launch.
  5. Complete the required agreements if approved. Microsoft identifies the Title Licensing Agreement and GDK License Agreement. Its guidance says completing them completes the ID@Xbox application and unlocks relevant Partner Center permissions.
  6. Continue Xbox onboarding. Development-kit access and royalty payouts are part of the broader onboarding process. Developers may pitch for strategic opportunities, including Game Pass or the Developer Acceleration Program; approval or funding is not automatic.

Microsoft’s overview notes that signed agreements and policies take precedence over website guidance if they conflict. Start with the current ID@Xbox onboarding instructions.

Can you publish a PC game without ID@Xbox?

Yes, for Microsoft’s documented self-service route for Win32 PC games built with or planning to use GDK tooling. Microsoft describes it as an option for independent developers and small or midsize studios seeking Microsoft Store distribution. This route does not require ID@Xbox enrollment, managed Xbox partner status, or game-concept approval.

Microsoft describes MSIXVC as the Store-native package model for this GDK PC path. Follow the current Microsoft Store GDK publishing instructions for the applicable package and submission steps. Do not treat this PC-only route as a shortcut to console publishing or Xbox services.

What does Partner Center handle?

Partner Center is the operational portal for creating and managing games, bundles, and add-ons; uploading packages; configuring Store information and pricing; submitting products for certification; and publishing. The exact workflow and available permissions depend on the platform and your onboarding status. Microsoft’s Game Publishing Guide overview and Partner Center game creation and publishing tutorial describe the managed Xbox workflow.

Which package format and release checks apply?

Package format varies by target. Microsoft’s packaging guide identifies XVC for Xbox One and Xbox Series X|S consoles, and MSIXVC for Xbox games on PC. The guide also describes Submission Validator, a GDK component that runs basic quality checks on a package. See Microsoft’s package guidance.

  • Make sure a certified package exists for every target platform you intend to publish.
  • Confirm the correct configurations are in the Main branch for RETAIL publication; Microsoft’s checklist says only the Main branch publishes to the RETAIL sandbox.
  • Check that listings, ratings, pricing and availability, metadata, capabilities, and supported-platform details accurately describe the game.
  • Use the current Xbox requirements for the target platform and submission. Microsoft’s requirements page showed version 16.4, dated 2026-09-08, when checked on 2026-10-09. It says that, unless otherwise noted, requirements apply to games certified as Xbox that ship on Xbox One, Xbox Series X|S, xCloud, and PC. Requirements are versioned, so check the page during production and again before submission.

What is required to publish an Xbox game to RETAIL?

Microsoft’s publishing guidance says a game must pass Certification and have a revenue SKU to publish to RETAIL. A title without a revenue SKU can still be submitted for certification or published to development sandboxes, but it cannot publish to RETAIL. Microsoft’s guidance says to request revenue SKU configuration through Xbox contacts. See Review and Publish guidance.
