Hackers can turn an internet-connected camera into a persistent observation point by gaining unauthorized access to its live feed or stored footage. Repeated views can reveal who visits a place, when people move, and whether activity changes. That information may help identify or track people or assess a location, but camera footage is only one intelligence source and rarely explains the full situation on its own.

Why a civilian camera can become an intelligence source

A security camera is not just a lens and a recorder. An internet-connected camera system includes software, accounts, network connections, and often a recorder or remote-viewing service. If an outsider gets access to one of those components, the system may show a live scene or footage captured earlier. That can provide observations over time rather than a single snapshot.

The value comes from context. A view of a doorway may show when someone arrives; footage from a street may show changes in traffic or movement. Repeated observations can help establish that a person or vehicle was present, or indicate that activity at a location has changed. They do not, by themselves, establish a person’s identity, intentions, or the reason for a change.

Research on IP video surveillance describes risks to confidentiality, integrity, and availability: footage may be exposed, system data may be altered, or cameras and related services may be disrupted. In a conflict or other high-stakes setting, access to the video is the most obvious intelligence consequence, but compromised equipment can also be misused as part of cyber activity.

How unauthorized access can happen

The FBI’s Internet Crime Complaint Center (IC3) lists IP cameras and digital video recorders among internet-connected devices that criminals compromise. Its August 2, 2018 advisory identifies weak authentication, unpatched firmware or other software vulnerabilities, and devices left with default usernames and passwords as common routes. These are broad categories of exposure, not a claim that every camera has the same weakness.

  • Weak or unchanged credentials: An account that is easy to guess, reused, or still using its original default can make unauthorized access more likely.
  • Outdated software: Firmware and other device software may contain flaws that updates are intended to address. A system that is no longer maintained may not receive those fixes.
  • Unnecessary remote access: Remote viewing and management can be useful, but any route that allows access from outside a local network needs appropriate safeguards. CISA’s June 6, 2023 guide discusses the broader risk of threat actors co-opting remote-access tools; it is general guidance, not a camera-specific finding.

These weaknesses can affect the camera itself, its recorder, accounts used to view it, or remote-management components. Securing only the camera while overlooking the other parts of the system leaves gaps in the review.

From a feed to a picture of movement

  1. Access exposes a view. Unauthorized access may reveal a live feed, archived footage, or both, depending on the system and the access obtained.
  2. Repeated observations add context. Multiple views or observations over time can help show movement, routines, arrivals, departures, or changes in activity at a location.
  3. Analysts combine sources. Camera observations can be compared with other information to help identify people or assess what is happening. A camera angle may confirm a presence or movement, but often cannot explain why it occurred.

This is why a camera can have value even when its view is limited. A single feed need not show an entire operation to contribute a useful observation. Conversely, a visible person or vehicle in a recording is not proof of a broader interpretation. The intelligence value depends on what the camera can see, when it records, and how its observations fit with other information.

What the Tehran reporting says—and what it does not establish

On March 23, 2026, the Associated Press reported that compromised Tehran traffic-camera footage contributed to intelligence used in an operation against Iranian leadership. AP said its account drew on interviews, leaked data, public statements, and news reports. Some operational details came from two anonymous sources briefed on the operation; Israel’s prime minister’s office did not respond to a request for comment.

The report described camera observations as one element among other intelligence, not as the sole basis for the operation. That distinction matters: AP’s account is reporting about how footage contributed, not independent public proof of every operational detail or a demonstration that cameras alone determined an outcome.

Conor Healy, director of research at IPVM, told AP: “The irony is that the infrastructure authoritarian states build to make their rule unassailable may be what makes their leaders most visible to the people trying to kill them.” Gil Messing, Check Point Research’s chief of staff, also told AP: “The more people are installing cameras … the more area is being covered by these cameras.” Together, the observations underline the trade-off: broad camera coverage creates more potential visibility, while access to the resulting footage remains only one part of a larger intelligence picture.

What security studies show, and where their limits are

Studies and demonstrations establish that particular risks exist; they do not establish that all cameras are vulnerable, or that a reported flaw affects a device’s current software. The scope of each finding matters.

Study or report Finding How to interpret it
Kalbo, Mirsky, Shabtai, and Elovici, 2019, survey of IP video surveillance security The paper reported more than 1 million surveillance cameras and more than 125,000 surveillance servers exposed in the internet scans it described. It also reported that 90% of devices in its studied scan sample lacked secure login portals using HTTPS. These are historical scan results from the paper’s sample and methodology, not a current count of exposed devices or a percentage that can be applied to all cameras.
Herodotou and Hao, 2023, analysis of hidden cameras The authors reported that flaws in a studied generic module could permit remote code execution and that a camera serial number could be sufficient in the scenario they described. The work concerned a generic module found in some rebranded hidden-camera products. The authors cautioned that their analysis does not represent all hidden cameras.
Biondi and coauthors, 2022, assessment of the Tapo C200 The assessment reported denial of service, video eavesdropping, and a “Motion Oracle” issue for the tested model. This is model-specific research. It does not establish the status of current firmware or the security of every device in a product range.
Guri, Bykhovsky, and Elovici, 2017, “aIR-Jumper” experiment In an experimental infrared demonstration, the researchers reported exfiltration at 20 bits per second per camera and infiltration at over 100 bits per second per camera. These are results from a lab proof of concept involving infrared signals, not typical rates for an ordinary remote camera compromise.

The 2017 infrared demonstration illustrates a separate, unusual point: cameras can be involved in data transfer under specific experimental conditions, not only in watching a scene. It should not be confused with the common exposure routes IC3 describes, such as weak authentication and unpatched software. The demonstration is not evidence that an internet stranger can routinely use a household camera to transmit data through infrared.

A second risk: compromised cameras as network intermediaries

Unauthorized viewing is not the only consequence of a compromised camera. The FBI/IC3 says cyber actors can use vulnerable Internet of Things devices, including cameras and DVRs, as proxies or intermediaries for internet requests. Traffic routed through a victim’s connection can be part of malicious activity, even if the attacker’s goal is not to watch the camera’s footage.

IC3’s August 2, 2018 advisory puts the risk this way: “Cyber actors actively search for and compromise vulnerable Internet of Things (IoT) devices for use as proxies or intermediaries for Internet requests to route malicious traffic for cyber-attacks and computer network exploitation.” The advisory also says: “Cyber actors typically compromise devices with weak authentication, unpatched firmware or other software vulnerabilities, or employ brute force attacks on devices with default usernames and passwords.” These statements describe criminal activity across vulnerable IoT devices; they are not a claim that every compromised camera is used as a proxy.

How to reduce the exposure of a camera system

For a household or small organization

  1. Replace default login details. Change any factory-set username or password, and avoid leaving credentials that are easy to guess. If multiple people need access, use the system’s available account controls rather than sharing a single login unnecessarily.
  2. Install available security updates. Check the camera, recorder, and associated software for updates, and apply security updates when offered. If a device receives no updates, its ability to address newly discovered software flaws is limited.
  3. Limit remote access. Turn off remote viewing or management when it is not needed. When it is needed, keep access limited to the people and functions that require it, and review the remote-access settings rather than assuming the camera alone controls the connection.
  4. Review the whole system. Include the recorder, viewing stations, accounts, and remote-management tools in a basic security check. A camera may be one component of a system with several ways to reach or manage footage.

These precautions address common exposure routes identified by IC3 and broader remote-access concerns reflected in CISA guidance. They reduce risk but cannot guarantee protection against every software flaw, configuration mistake, or supply-chain problem.

When choosing or reviewing a system

There is no model ranking established by the studies above. For a purchase or an existing installation, compare security properties rather than relying on a general claim that a camera is “secure.” Useful questions include:

  • Does the manufacturer still provide security updates for the camera and recorder?
  • What account authentication and access controls are available?
  • Can remote viewing be disabled or narrowly limited?
  • How are video traffic and stored footage protected?
  • Can administrators control access across cameras, recorders, and viewing accounts?

The answers depend on the specific product and installation. A feature list alone does not prove that a system is configured securely, and no general precaution eliminates all risk.

What camera footage can—and cannot—tell an observer

Footage can support observations about visible people, vehicles, movement, and activity within a camera’s field of view. It may help answer whether something appeared to happen at a particular place and time. Its usefulness is constrained by what is visible and recorded, and by the quality and context of the observations.

A camera does not automatically reveal what happened outside its view, identify every person accurately, or explain a person’s intentions. A few moments of video may be ambiguous; repeated coverage can add context but still does not make the footage a complete account. That is why operational claims should be attributed to the reporting that makes them and treated with the qualifications that reporting provides.

The practical lesson is straightforward: networked cameras can turn a local view into remotely accessible information, and repeated access can make that information more valuable. The same system can also be misused as network infrastructure. Basic account hygiene, updates, and restrained remote access lower common risks, while the limits of individual studies and operational reporting should keep claims about any particular camera or event appropriately narrow.
