GTA VI takes place in Leonida, a fictional state whose neon-soaked Vice City is only part of a larger setting. Florida is a useful lens for understanding that world: Rockstar has described research spanning beaches, nightlife, the Everglades and the Keys. But the game is not an officially confirmed one-to-one map of real Florida, and its satire is better read as an exploration of enduring contrasts than as a catalogue of current political jokes.
What is confirmed about GTA 6’s setting?
Take-Two’s December 4, 2023 announcement says Grand Theft Auto VI “heads to the state of Leonida, home to the neon-soaked streets of Vice City and beyond.” Leonida and Vice City are the confirmed fictional names. That announcement does not provide a map key identifying Leonida as Florida or matching individual neighborhoods and landmarks to real places.

It is therefore reasonable to compare Vice City with Miami and Leonida with Florida as a broad creative analogue, but those comparisons should be identified as interpretation—not as Rockstar-confirmed geography. A specific building, road, county or other location should not be treated as a direct match unless Rockstar explicitly establishes it.

Why Florida is a useful lens—and not the whole explanation
The Florida connection is supported by more than the familiar beach-and-neon image. Rockstar senior vice president of narrative Rupert Humphries described research trips that took in a variety of settings and experiences. As GamesRadar reported from his interview with Game Informer, Humphries said: “We go and try to experience everything, from riding around areas at night with ex-cops, to going to strip clubs and nightclubs, spending time on the beach, in the Everglades, down in the Keys, and beyond.”

- Grand Theft Auto VI is a single-player experience.
That range gives the setting room to move between tourist-facing spectacle, nightlife, distinctive natural environments and life beyond the visitor’s postcard view. Humphries has also said the story thrives where rich and poor live close together, with crime and corruption connecting them. That is a social contrast the game can explore without reducing Florida or its residents to a single sensational image.
What kind of satire is Rockstar aiming for?
Rockstar North co-studio head Rob Nelson has described a deliberate preference for subjects that can remain legible over the long development of a game. In GamesRadar’s interview report, he said: “For us, because we work on such a long development cycle, we have to not jump on stuff and instead choose our angle of approach carefully and decide what things are going to be a bit more timeless.”

Nelson drew a distinction between broad targets and references that can quickly lose their meaning: “I think those broader things are OK to satirize, but very specific political issues or memes will date fast.” That suggests a useful way to read GTA VI: look for satire of durable social patterns rather than assuming that every recognizable image is a joke about a particular politician, party or viral moment. His comments describe the studio’s approach; they do not confirm the target or meaning of any individual scene.
How to read the “sunny place” and criminal danger together
Take-Two’s May 6, 2025 Trailer 2 announcement describes Jason and Lucia’s story as a criminal conspiracy across Leonida and calls the setting “the darkest side of the sunniest place in America.” The phrasing sets up a contrast: brightness and leisure on one side, danger and criminality on the other.

- Rule the city streets in a thrilling open-world crime adventure.
- Drive luxury cars, bikes, and police vehicles in epic missions.
- Fight gang wars, escape police chases, and dominate turf battles.
- Explore a massive urban map packed with action and secrets.
- Play offline anytime — no internet required for crime fun!
That contrast supports an interpretation of the game’s mood and setting, not a claim that every trailer detail is a direct joke about Florida. The careful conclusion is that Leonida draws on a broad range of Florida-associated places and social contrasts, while its precise real-world correspondences and the meaning of particular satirical details remain matters of interpretation unless Rockstar confirms them.
