GST rate changes can alter how much tax is collected on each taxable transaction, but they do not determine state revenue on their own. The result also depends on demand, taxable volumes, compliance, input-tax credits and refunds, and how integrated GST is allocated. The former 14% compensation guarantee was a time-limited transition arrangement, not a permanent promise to make up any future shortfall.
How does a GST rate change affect state revenue?
For a taxable sale, a higher rate generally means more tax per transaction and a lower rate less, if the taxable value, sales volume, compliance, and other relevant conditions stay the same. That is a tax-mechanics inference, not a measured estimate of the effect of a particular reform. After a rate change, demand or taxable volumes may shift; businesses’ input-tax-credit positions and refund flows may change; and destination-based allocation of integrated GST affects which state receives revenue.

Consequently, a rate cut can reduce tax collected per unit without necessarily reducing total collections if taxable activity or compliance rises enough. A rate increase can raise tax per unit without guaranteeing higher total revenue. The net effect depends on the interaction of these factors, and a national collection total does not show what happened in each state.

What changed in the 2025 rate revisions?
The Ministry of Finance said rate changes for goods and services other than specified tobacco products took effect on 22 September 2025. For cigarettes, chewing tobacco products such as zarda, unmanufactured tobacco, and beedi, it said the existing GST and Compensation Cess rates would remain until a later notification based on discharge of the compensation-cess loan and interest liabilities. For the tax treatment of a particular item, the applicable CBIC rate notification is the authority; a general summary may not capture its classification or conditions.

In a parliamentary answer dated 16 December 2025, the Ministry said stronger consumption demand was expected to have a positive impact on GST revenue. That is an official expectation, not a quantified estimate of the revenue effect of the September rate changes.
What do the collection figures show—and what don’t they show?
| Measure | Figure | What it represents |
|---|---|---|
| Gross GST collections, excluding Compensation Cess | 4.2% year-on-year growth in October–November 2025 | The Ministry of Finance’s aggregate figure in its December 2025 parliamentary answer. It does not establish that the September 2025 rate changes caused the growth or show the result for any individual state. |
| Centre and state taxes subsumed under GST | 6.5% of GDP in 2015–16; 5.5% in 2023–24 | Aggregate revenue as a share of GDP, reported by PRS Legislative Research in State of State Finances 2025. It is not GST collections alone or an evaluation of a particular rate change. |
| State revenues from taxes later subsumed under GST | 2.8% of GDP on average before GST; 2.7% in the first full GST year; 2.3% in 2020–21; 2.8% in 2024–25 provisional actuals | PRS Legislative Research’s state-revenue series as a share of GDP. The 2024–25 figure is identified as provisional actuals; these values are not a causal assessment of the 2025 rate revisions. |
These figures use different measures and periods, so they should not be treated as interchangeable. A share of GDP is not the same as nominal collections, and a change over time does not by itself identify the cause. A national aggregate can also conceal different state-level outcomes.
How did the state compensation guarantee work?
The GST Compensation to States Act, 2017 set a projected annual revenue growth rate of 14%, using financial year 2015–16 as the base year, during the defined transition period. Compensation was based on comparing a state’s actual revenue under the Act’s calculation with its protected revenue for that period. It was a statutory transition guarantee, not a permanent promise that every state’s GST revenue would keep growing at 14% or that future gaps against a hypothetical 14% path would be compensated.

The Act established a non-lapsable Compensation Fund in the Public Account. Compensation cess and other amounts recommended by the GST Council funded it, and amounts payable to states under the Act were to be paid from that fund. This separate legal and accounting route matters: cess-funded compensation was not simply another state share of ordinary GST receipts.
Does a state still get compensation if its revenue grows more slowly?
Not on the basis of the old 14% benchmark alone. A state’s receipts may continue to grow while falling below a hypothetical protected-revenue path, but that comparison does not establish a current statutory entitlement. The 14% assumption applied to the Act’s specified compensation transition period. Any claim about compensation needs to identify the period, the Act’s calculation, and the legal basis for payment; a post-transition shortfall against the old benchmark is not, by itself, proof that compensation is due.
What happens to Compensation Cess and its proceeds?
The 55th GST Council meeting record says the Council had authorised collection of Compensation Cess through March 2026 to repay back-to-back loans and interest. The record discusses whether cess should continue after that point and notes that an extension would require a changed legal framing. Those discussions do not establish the arrangement after March 2026. The legal status or replacement, if any, cannot be inferred from the earlier Council discussion alone.

The Act also specifies a 50:50 division between the Centre and states of an amount left unutilised at the end of the transition period, with the states’ portion distributed using the Act’s specified revenue ratio. That rule applies to the statutory situation described in the Act. It does not, by itself, decide what happens to any later excess collections after loan repayment.
Why can states have different outcomes?
GST is destination-based, and states’ receipts reflect more than the location of the seller. State GST receipts and apportioned integrated GST receipts can therefore move differently from a state’s own production or business activity. Input-tax credits and refunds—including those associated with exports or inverted duty structures—also affect the timing and amount of net revenue.
PRS Legislative Research’s State of State Finances 2025 reports variation across states: some northeastern states improved their subsumed-tax-to-GSDP ratios relative to the pre-GST period, while Punjab, Chhattisgarh, Karnataka, Madhya Pradesh, and Odisha had relatively larger declines. These comparisons describe differing patterns; they do not isolate the effect of any one rate change.

At the 55th Council meeting, Karnataka’s representative offered a state-specific comparison and attributed part of the gap to destination-based allocation and export refunds. That is the representative’s explanation in Council discussion, not an independently verified national causal estimate.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Are cess receipts shared with states like ordinary taxes?
Not through the same route as ordinary taxes in the divisible pool. The Ministry’s 16 December 2025 parliamentary answer explains that cesses and surcharges levied for specific purposes are excluded from the divisible pool under Article 270(1). Compensation Cess has its own statutory purpose and fund under the Compensation to States Act.

How to assess the effect of a rate change on a particular state
A sound comparison should separate the compensation question from the effect on ordinary GST receipts, and distinguish nominal growth from changes relative to the economy and tax base. Useful measures include:
- Compensation period: Compare actual and protected revenue using the Act’s calculation only for the period in which its guarantee applied.
- Receipt type: Separate SGST from apportioned IGST, and cess-funded compensation from ordinary GST receipts.
- Tax mix and activity: Compare taxable volumes and the mix of goods and services before and after the change, not just the headline rate.
- Credits and refunds: Account for input-tax-credit use and refunds, particularly for exports and inverted duty structures.
- Economic context: Compare revenue with GSDP and with the state’s own pre-GST subsumed-tax baseline; do not compare nominal totals across years without considering economic growth, inflation, and changes in the GST base.
The PRS state comparisons establish that outcomes have varied, while the Council record contains state-representative examples. Neither, on its own, provides a causal state-by-state estimate of the September 2025 rate revisions.
