If those measures cannot close a shortfall, operators can escalate under the emergency procedures that apply in their region, potentially including controlled disconnections. The goal is to keep the wider system stable; no single measure guarantees that every customer will stay connected.
Why extreme weather makes balancing harder
Electricity systems must keep supply and demand in balance continuously. Operators do not wait for a storm or heat wave to begin managing this task: they plan ahead, then adjust operations as actual conditions differ from forecasts. Extreme weather makes both sides of the balance less predictable. Hot weather can raise air-conditioning demand; cold weather can increase heating demand while affecting generators, fuel supplies, and transmission equipment. Storms can damage lines or other infrastructure, limiting the ability to move electricity even when generation is available.

These are related but distinct reliability challenges. A system can face a shortage of available generation or fuel, a transmission constraint that prevents power from reaching where it is needed, or a local distribution failure caused by physical damage. A storm-damaged neighborhood line can interrupt customers even when the broader grid has enough supply to meet demand. Balancing the bulk power system is not the same job as repairing every damaged line and restoring every service connection.

Who has a role in U.S. grid reliability?
The U.S. grid is not managed by a single national control room. Utilities and regional system operators monitor conditions and coordinate operations across their respective footprints. Federal oversight, standards, regional operations, and state responsibilities are divided among different institutions. Under Section 215 of the Federal Power Act, FERC has federal oversight of bulk-power-system reliability. The North American Electric Reliability Corporation (NERC) and regional entities develop and implement reliability standards, while system operators carry out regional reliability functions. States regulate distribution systems and retail service.
That division matters during emergencies. Operators act within the systems and authorities assigned to them, and alert names, procedures, and responsibilities can vary by region. A U.S. operator’s steps should not be assumed to match those used in another U.S. region, much less another country.
What operators do as weather stress develops
1. Forecast demand, weather, and constraints
Before conditions become critical, operators use weather and demand forecasts to estimate how much electricity customers may need and how much generation is expected to be available. They also assess transmission constraints that could limit transfers between areas. Forecasts are planning inputs, not promises: actual weather, customer demand, equipment performance, or fuel availability can differ from expectations.

2. Monitor and adjust in real time
As conditions unfold, operators monitor the system and coordinate generation and system operations. They compare actual demand and available resources with what was expected, then adjust operations as needed. A change in the forecast may require a different operating response; a generator or transmission constraint can also tighten the balance unexpectedly. This continuous adjustment is the real-time side of reliability.
3. Preserve reserves and coordinate with neighbors
Operating reserves give operators resources to respond when supply and demand become tighter than expected. Operators also coordinate with neighboring areas and may seek transfers when conditions allow. Imports are not assured, however. If several regions experience high demand or resource problems at once, neighboring systems may have less electricity available to export, and the ability to rely on external support can shrink.
NERC’s January 2026 statement described monitoring of tight conditions and coordination among Reliability Coordinators, Balancing Authorities, and Transmission Operators. It also reported that several reliability coordinators sought U.S. Department of Energy emergency orders to ensure sufficient operating reserves during that particular event. That is a dated example of actions taken under specific conditions, not evidence that emergency orders are routinely used or a standing step in every weather event.

4. Reduce demand if the balance tightens
When generation and other operating resources are not enough to comfortably meet expected demand, demand-side measures can help. Demand response means reducing customer consumption from expected levels in response to reliability or price signals. Depending on the program and event, customers may reduce use voluntarily or through a contracted arrangement. Lowering demand can ease a peak or help offset a generation shortage, but the amount available depends on participating resources and the conditions at the time.
5. Escalate if remaining measures are insufficient
If the available resources and demand reductions still cannot cover a shortfall, operators may escalate through the emergency procedures that apply in their jurisdiction. Measures can include calls for voluntary conservation, use of contracted demand response, and, if needed, controlled load shedding or disconnections. These are not one universal sequence of alerts or actions: the responsible bodies, terminology, and order of measures depend on the region and the nature of the emergency.
How the main operating measures differ
| Measure | What it does | When it is useful | Important limit |
|---|---|---|---|
| Generation dispatch and operational adjustments | Uses available generation and adjusts system operations to match changing conditions. | Throughout normal operations and as conditions become more stressed. | It cannot use resources that are unavailable, and transmission constraints may limit where electricity can flow. |
| Operating reserves | Maintains resources operators can use to respond to tighter-than-expected conditions. | When the balance is at risk of tightening or an unexpected change occurs. | Reserve availability is finite and can be affected by the same weather or fuel problems driving the event. |
| Neighboring-area coordination | Coordinates operations and may enable transfers between areas. | When a neighboring area has resources to share and transmission paths permit delivery. | Simultaneous stress across regions can limit exports and imports. |
| Demand response | Reduces customer consumption from expected levels in response to reliability or price signals. | To reduce peak demand or offset scarcity when participating resources are available. | Its contribution depends on participation, program arrangements, and event conditions; it is not a guaranteed outage-prevention measure. |
| Controlled load shedding or disconnections | Reduces load directly under applicable emergency procedures. | When other available measures are insufficient and action is needed to protect wider system stability. | It interrupts service for affected customers, and the authority and procedure are jurisdiction-specific. |
Demand response and disconnection are not synonyms. Demand response is a demand-reduction resource; a controlled disconnection is an emergency action that removes customers from service. The practical choice of measure depends on how quickly it can be activated, the expected duration of the shortfall, whether demand falls voluntarily or through a program or disconnection, which operator or government body directs the action, and whether the immediate purpose is to conserve reserves, reduce peak load, or protect system stability.

What past winter storms show—and what they do not
Winter Storm Uri illustrates the consequences of severe system stress. In its 2023 announcement about approved cold-weather standards, FERC said more than 4.5 million people lost power and at least 210 people died during the February 2021 storm. Those figures describe that event; they are not a forecast of what will happen in every cold snap or proof that all outages have the same cause.
Winter Storm Elliott provides examples of demand-side resources used during a later event. FERC’s 2023–24 winter assessment reported that PJM load reductions were approximately 1,100 megawatts (MW) on December 23, 2022, and 2,400 MW on December 24. The assessment reported about 140 MW of ISO New England demand-response load reductions on December 24, and that the Midcontinent Independent System Operator (MISO) dispatched 3.7 gigawatts (GW) of load-modifying resources on December 23. These are operator-reported historical event figures, not guaranteed amounts available in a future emergency. The MISO figure is also for load-modifying resources, a category that should not be casually treated as identical to every other operator’s demand-response total.
FERC Chairman Willie Phillips said on February 16, 2023, “These new standards will help to prepare our nation’s grid and our grid operators so they can provide power to consumers in the face of extreme weather.” The statement accompanied FERC’s announcement of approved cold-weather requirements. It describes the purpose of preparedness standards; it is not a promise that standards can prevent all equipment failures or customer outages.

How cold-weather preparation supports operations
FERC’s February 2023 announcement described approved requirements intended to improve preparation for cold conditions. They include freeze protection, enhanced preparedness plans, identifying freeze-sensitive components, corrective actions after freeze-related failures, annual training, and improved coordination of load reduction during grid emergencies.
These measures target preventable vulnerabilities before an event: equipment needs to be prepared for the conditions it may face, and operators need plans and training for responding when the system is strained. They complement real-time dispatch and reserves rather than replacing them. Even good preparation cannot make every generator, fuel supply, line, or local distribution asset immune to extreme weather or physical damage.
Great Britain: a different emergency framework
Great Britain uses a separate framework, so its procedures should not be read as a description of U.S. practice. The GOV.UK Electricity Supply Emergency Code, updated April 13, 2026, distinguishes sudden shortfalls that require action at pace from longer or prolonged shortages.
For sudden shortfalls, the code says the National Energy System Operator (NESO) can act using Grid Code powers, with distribution operators acting under NESO instruction. The industry-led Demand Control Rotation Protocol addresses short-term sudden impacts and can be enacted when there is at least eight hours’ advance warning. For longer or prolonged shortfalls, government emergency powers and the Electricity Supply Emergency Code may apply. The code describes possible voluntary appeals, restrictions on consumption, and rotating disconnections, with certain protected sites where reasonably practicable. The response therefore depends not just on the size of a shortfall, but also on its expected duration, warning, and the authority responsible for action.
Why a balanced grid does not guarantee every home has power
Balancing supply and demand is necessary for bulk-system reliability, but it cannot prevent every interruption. A distribution line damaged by wind, ice, flooding, or falling trees can cut off customers even if power generation across the wider system is adequate. Conversely, a system-wide shortage may require operators to reduce load to protect stability even when local distribution equipment is intact. The cause of an outage shapes the response: system operators manage supply-demand and network constraints, while restoring damaged local infrastructure requires repair and safe access.
Extreme-weather operations also do not follow one template. A cold snap, heat wave, hurricane, or ice storm can create different combinations of demand peaks, generation or fuel problems, transmission constraints, and physical damage. Uri and Elliott are useful examples of particular events, not universal models for how every weather emergency will unfold.
