The key distinction is that an incident alert is not always a routing restriction: in Waze, ordinary incident reports inform drivers, while road closures affect routing. How quickly an app responds depends on the data it receives and its own routing behavior.
How an app identifies where you are
Your phone estimates its position using GPS. The navigation app relates that position to roads in its digital map, so it can determine which road segment you are traveling on and which segments lie ahead on your route. GPS provides location; the mapped road network supplies the connections the app can route across.

Movement data can also help describe traffic. Waze says it uses information from drivers who have the app open to calculate average speeds and improve road and turn information. Its traffic-feed documentation describes comparing current average speed with free-flow speed and, for unusual traffic, consulting historical averages for roughly 30-minute time slots. Apps may combine live traffic observations, historical patterns, reports from drivers, and information from transportation partners. Google says Maps uses historical traffic patterns, live conditions, and driver reports about road or lane closures, construction, disabled vehicles, and objects in the road. Google Maps 101

Closures can also arrive through official data integrations. Waze supports feeds for real-time and planned closures through its Closure and Incident Feed Specification (CIFS). Planned events can be scheduled to appear during their actual time window. This does not mean every road authority can submit a closure directly: partner access and feed implementation are required. Why an alert may not trigger a reroute
A pin or warning on the map does not necessarily mean the app treats that road as impassable. Waze makes the distinction explicitly: its partner documentation says ordinary incidents inform drivers but do not affect routing, while road closures do. Its CIFS documentation also distinguishes closure events from other events that may appear on the map or prompt a notification without directly changing the route. A slow road can prompt a route change without being closed. For example, traffic-aware routing may favor another way because live conditions or historical patterns suggest it will be faster. A reroute, by itself, is not proof that the road ahead is physically blocked. Google Maps 101

How the app calculates and presents an alternative
- Locate the active route. The app uses your estimated GPS position and its road map to identify your current segment and route ahead.
- Process new information. It receives traffic observations, driver reports, or closure records from an integrated partner feed, where available.
- Determine the event’s routing effect. If the service treats a segment as closed or otherwise unsuitable, it can exclude or deprioritize that segment. The exact rules and route-scoring logic are proprietary and vary by app.
- Recalculate and guide you. The service looks for another path through its mapped road network and updates navigation. Google says Maps can automatically reroute using nearby road conditions and incidents. Its Navigation SDK documentation describes a closure report that may show an alternate route and ask the driver to confirm or deny it; that SDK behavior is not a guarantee about every Maps interface or navigation mode. Whether a reroute is automatic or presented as a choice can depend on the app, its settings, device, and current navigation mode. Google’s public product explanation says Maps automatically reroutes based on nearby conditions and incidents, but that is Google’s description of its product, not a performance guarantee for all routes or situations. What can make rerouting less reliable
- Stale or mistaken reports: A crowd report may be inaccurate or remain visible after conditions change. Waze describes reliability scores and reactions such as “Thumbs up” and “Not there,” and says alerts can be removed after an event’s end time or multiple “Not there” reactions. - Missing advance information: If an authority feed is unavailable or a closure is not reported, an app may not have advance notice. Waze documents its partner-feed mechanism, but its public materials do not quantify how often missing or delayed feeds affect routes. Waze data-feed overview
- Weak connectivity: Waze says an active network connection is needed for full operation; without one, users cannot locate or navigate a route, and intermittent service can make real-time traffic information unreliable. Other apps may handle offline navigation differently. Waze Help
- Different event handling: An alert may warn you about a disruption without changing the route, while a closure record can block a segment in a service that uses it as a routing constraint.
What navigation providers do not disclose
Public explanations describe selected data sources and behaviors, not the complete algorithms. They do not establish a universal confidence threshold, route-scoring formula, closure-detection accuracy, or guaranteed time from a report to a reroute. An app may also change route because of congestion rather than a hard closure. Treat its guidance as useful, but follow posted signs and lawful road directions if they conflict with the app.
